July 2, 2020 7 CITY COUNCIL BRIEFINGS COVID-19 UPDATE ITEM#70446 4:16 P.M. Mayor Dyer welcomed Erin Sutton, Director—Office of Emergency Management. Mrs. Sutton expressed her appreciation to City Council for their continued support: Mrs. Sutton advised there are 63,735 cumulative COVID-19 cases and 1,816 deaths in Virginia. The City has 1,225 cumulative COVID-19 cases (up 22 from yesterday), 121 hospitalizations, 30 deaths with a total of 599 individuals released from isolation. There has been a total of twenty (20) outbreaks in the City resulting in 156 cases; 83 are healthcare workers. Mrs. Sutton provided the following updates: • Number of cases in the last 7 days for: o VA—3,793 o FL-51,734 o NC-11,065 o Positive testing rates in the state are 6.1%and 3%in the City. • The City's seven (7)day moving average of twenty-five (25) cases is increasing whereas the state continues to decrease • Hospitals are beginning to see an increase in cases in Hampton Roads • Since the last week in May 2020, COVID-19 cases among ages younger than 20 have increased by 240%and cases in ages 20 to 29 have increased nearly 250%. • Virginia's trends for the last 7-10 days are beginning to be concerning o New cases and hospitalizations appear to have stopped declining o Several neighboring states and popular vacation destinations have had rapid growth in cases • There is a substantial but unknown risk of a second wave in the next few months;school beginning in the fall, increased interstate travel, hurricane season, and other factors could be triggers City Recovery Operations • Schools continue to distribute meals at thirty-three(33) locations with the demand decreasing by approximately 25% • The state has launched a rental mortgage relief program, managed by 4Kids, $450,000 will go to the City to prevent individuals from being evicted over the next two (2) weeks. Approximately 40%that were "self-resolved"and the applicants no longer needed the funding • Libraries began lobby service on June 22"a with the exception of the Law Library, with the following hours:Monday-Thursday 10:00 AM—6:00 PM and Friday and Saturday 10:00 AM-5:00PM • Summer Camps are serving approximately 400 children this week, next week will be about 430, and the following weeks between 500-540. The rolling/weekly waitlist is between 200- 275 children • The return of sports tournaments is currently being reviewed by stakeholders in the City. • Parents,young adults and teens are encouraged to remain vigilant in taking the following precautions: o Avoid large gatherings of people and sharing living spaces with people outside your immediate household. o Practice social distancing:stay six(6)feet apart from others whenever possible. o Wear a face covering over the nose and mouth while in public,particularly indoors. o Wash hands frequently with soap and water for 20 seconds; use hand sanitizer that contains at least 60%alcohol when soap and water are not available. o Stay home when sick, except when seeking medical care. o Avoid close contact with people who are sick, including in your home. o Avoid touching your eyes, nose and mouth. o Clean and disinfect touched surfaces frequently. o Cover coughs and sneezes when not wearing a face covering.
