hearing on the disposition and sale of
property located at 5694 Wesleyan Drive
(GPIN:1468-15-2253).The public hearing
will be held virtually,and participation shall
be by the method prescribed below.The

ITEM: An Ordinance declaring City-owned property located at 5694 Wesleyan Drive
(GPIN 1468-15-2253) to be in excess of the City's needs and authorizing the City
Manager to sell same to Ebenezer Baptist Church
PUBLIC HEARING DATE: February 2, 2021
MEETING DATE: February 16, 2021
• Background:
The City of Virginia Beach (the "City") purchased the 2.361+/- acre parcel of land
at 5694 Wesleyan Drive for $275,000.00 in August 1990 (the "Property"). The
Property was originally purchased for a fire station; however, it was later
determined to not be suitable for this purpose. In the intervening years, the
Property was also used for a neighborhood park, but the use was terminated due
to neighborhood opposition and access concerns. The Property was most
recently used by the City as a staging site for the Wesleyan Drive Project.
Additionally, a strip of the Property (5,375 square feet) was devoted to the
Wesleyan Drive improvements for right-of-way and another 5,916 square feet
was encumbered with a Verizon easement.
Ebenezer Baptist Church (the "Ebenezer") has been leasing the Property since
2014 to accommodate its overflow parking needs. Ebenezer is now interested in
purchasing the Property.
A Virginia Dominion Power easement encumbers a large portion of the site,
limiting the development potential and requiring improvements to be situated
close to the intersection to avoid conflicts with the easement.
• Considerations:
Ebenezer desires to purchase the Property for $75,000. The Property is
assessed for $70,800. The Property shall be sold "as is, where is." The Property
will be sold with a deed restriction that the City can repurchase the property if it
ceases to be used for Ebenezer's church purposes.
Since the Property was previously put to a public use, an affirmative vote of
three-fourths of the members of City Council is required to authorize the sale.
The proceeds from the sale of the Property will be deposited in the General Fund
Account #100.405.5000.442020.
• Public Information:
Advertisement for public hearing as required by Section 15.2-1800 Code of
Virginia and via the normal City Council agenda process. The public hearing will
be held on February 2, 2021.

Retain ownership of the Property.

8 WHEREAS, the City of Virginia Beach (the "City") is the owner of
9 102,845± sq. ft. of vacant property located at 5694 Wesleyan Drive (the "Property"), and
to more particularly described on Exhibit "A" attached hereto and made a part hereof;

12 WHEREAS, the City acquired the Property by voluntary agreement in
13 1990;
14
15 WHEREAS, the Property was put to public use as a neighborhood park,
16 but this use has since been discontinued;
17
18 WHEREAS, Ebenezer Baptist Church ("Ebenezer") owns 965 Baker
19 Road, which is located on the opposite side of Baker Road from the Property;
20
21 WHEREAS, Ebenezer has offered to purchase the Property for $75,000;
22
23 WHEREAS, Ebenezer will purchase the Property in accordance with the
24 Summary of Terms attached hereto as Exhibit "B" and made a part hereof; and
25
26 WHEREAS, the City Council is of the opinion that the Property is in
27 excess of the needs of the City of Virginia Beach.

29 NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
30 OF VIRGINIA BEACH, VIRGINIA:

32 That the Property, as more particularly described on Exhibit "A", is hereby
33 declared to be in excess of the needs of the City of Virginia Beach and that the City
34 Manager is hereby authorized to execute any documents necessary to convey the
35 Property to Ebenezer Baptist Church in accordance with the attached Summary of
36 Terms and such other terms, conditions or modifications as may be acceptable to the
37 City Manager and in a form deemed satisfactory by the City Attorney.

39 Further, that the revenue from the sale of the Property in the amount of
40 $75,000 shall be received and deposited in the General Fund Account
41 #100.405.5000.442020.

SALE OF EXCESS PROPERTY
SELLER: City of Virginia Beach
PURCHASER: Ebenezer Baptist Church, a Virginia nonstock corporation
PROPERTY: 2.361± acres of land located at the corner of Wesleyan Drive and
Baker Road known as 5694 Wesleyan Drive (GPIN 1468-15-2253),
more particularly described on Exhibit A.
SALE PRICE: $75,000
CONDITIONS OF SALE:
• The Property will be sold by Special Warranty "As Is, Where Is."
• The Purchaser shall reserve unto the City all right, title and interest to any
and all easements, rights of way, private roads and other rights of access,
ingress and/or egress adjacent to, appurtenant to or in any way benefiting
the City and/or public. The Purchaser shall also reserve unto the City all
traffic control, utility, and drainage easements necessary to operate and
maintain any existing facilities on or near the Property, and a 5' traffic control
easement along Wesleyan Drive and Baker Road for the placement of
streetlight poles and associated infrastructure.
• The Purchaser shall submit a lighting plan to the City's Planning Department
for approval prior to the installation of lights on the Property.
• The City shall reserve the right of repurchase of the Property for$75,000 in
the event the Property ceases to be used in connection with church
purposes affiliated with the Purchaser.
• Purchaser shall deposit Five Thousand and No/100 Dollars ($5,000.00) at
the execution of the Purchase Agreement.
• Purchaser has sixty (60) days from execution of the Agreement of Sale to
notify Seller of any conditions that would render the Property unsuitable for
Purchaser's intended use.
• The City and Purchaser shall each be responsible for their own costs of
closing.
• Approval of this sale shall be revoked if closing has not occurred on or
before February 2, 2022, unless extended by City Council prior to such date.

ITEM: An Ordinance to Amend Section 12-21 of the City Code Pertaining to the
Coordinator of Emergency Management
MEETING DATE: February 2, 2021
■ Background: On November 10, 2020, the City Council adopted an ordinance
that amended City Code § 2-411 by deleting a statement that the Deputy City Manager
for Public Safety is the coordinator of emergency management. This Code section now
provides that the City Manager shall appoint the coordinator of emergency
management, with the City Council's consent. City Code § 12-21 is inconsistent with the
recent update to City Code § 2-411 because it provides that the Fire Chief is coordinator
of emergency management. That provision also needs to be removed for consistency.
• Considerations: This amendment is a technical update to align City Code § 12-
21 with recently amended City Code § 2-411.

ITEM: An Ordinance to Suspend the Tax Imposed by City Code Sections 18-49 and
18-50 for Calendar Year 2021 and to Provide Offsets
MEETING DATE: February 2, 2021
• Background: The City imposes local license taxes upon various businesses
with licenses from the Virginia Alcohol Beverage Control Authority. These local license
taxes are authorized by § 4.1-233 of the Code of Virginia. The local license is in
addition to any state approvals and fees. The vast majority of such local licenses are
paid by restaurants serving beer, wine, and mixed beverages.
This item was deferred from the January 19th meeting to February 2nd
• Considerations: The estimated annual revenue from local ABC licenses is
$325,000. The attached ordinance suspends these local license taxes for calendar year
2021 . This tax suspension will provide some relief to those businesses that have been
hit particularly hard by public health restrictions during the COVID-19 Pandemic.
• Public Information: Public information will be provided through the normal
Council agenda process.

■ Background:

at 321 Teal Crescent. The proposed Encroachment will extend 5.5' into the City's
property known as Pike Inlet.
A previous encroachment for the existing bulkhead along the property line with
Lot 68 was approved on February 9, 2010 as ORD-3117B.
• Considerations:
City staff has reviewed the requested Encroachment and has recommended
approval of same, subject to certain conditions outlined in the Agreement.
There are similar encroachments into Pike Inlet, which is where the Applicant has
requested to encroach.

at page 24, and being further designated, known, and described as 321 Teal Crescent,
Virginia Beach, Virginia 23456;
WHEREAS, it is proposed by the Grantee to construct and maintain a
proposed wharf(the "Temporary Encroachment"), in the City of Virginia Beach; and
WHEREAS, in constructing and maintaining the Temporary Encroachment,
it is necessary that the Grantee encroach into a portion of an existing City-owned property
known as Pike Inlet (the "Encroachment Area"); and
WHEREAS, the Grantee has requested that the City permit the Temporary
Encroachment within the Encroachment Area.

GPIN 2433-16-8461 (321 TEAL CRESCENT)
NOW, THEREFORE, for and in consideration of the premises and of the
benefits accruing or to accrue to the Grantee and for the further consideration of One
Dollar ($1.00), cash in hand paid to the City, receipt and sufficiency of which is hereby
acknowledged, the City hereby grants to the Grantee permission to use the
Encroachment Area for the purpose of constructing and maintaining the Temporary
Encroachment.
It is expressly understood and agreed that the Temporary Encroachment
will be constructed and maintained in accordance with the laws of the Commonwealth of
Virginia and the City of Virginia Beach, and in accordance with the City's specifications
and approval and is more particularly described as follows, to wit:
A Temporary Encroachment into the Encroachment Area as
shown on that certain map entitled: "EXHIBIT A
ENCROACHMENT REQUEST FOR PROP. WHARF SEAN
M. MILLER LOT 67, SECTION 1-B SANDBRIDGE SHORES
NORTH (M.B. 103, PG. 24) DATE: NOVEMBER 9, 2020," a
copy of which is attached hereto as Exhibit A and to which
reference is made for a more particular description.
Providing however, nothing herein shall prohibit the City from immediately
removing, or ordering the Grantee to remove, all or any part of the Temporary
Encroachment from the Encroachment Area in the event of an emergency or public
necessity, and Grantee shall bear all costs and expenses of such removal.
It is further expressly understood and agreed that the Temporary
Encroachment herein authorized terminates upon notice by the City to the Grantee, and
that within thirty (30) days after the notice is given, the Temporary Encroachment must
be removed from the Encroachment Area by the Grantee; and that the Grantee will bear
all costs and expenses of such removal.

It is further expressly understood and agreed that the Grantee shall
indemnify, hold harmless, and defend the City, its agents and employees, from and
against all claims, damages, losses and expenses, including reasonable attorney's fees,
in case it shall be necessary to file or defend an action arising out of the construction,
location or existence of the Temporary Encroachment.
It is further expressly understood and agreed that nothing herein contained
shall be construed to enlarge the permission and authority to permit the maintenance or
construction of any encroachment other than that specified herein and to the limited
extent specified herein, nor to permit the maintenance and construction of any
encroachment by anyone other than the Grantee.
It is further expressly understood and agreed that the Grantee agrees to
maintain the Temporary Encroachment so as not to become unsightly or a hazard.
It is further expressly understood that any existing encroachments
referenced in the Exhibit or this Agreement are the ongoing maintenance obligation of the
Grantee and the City disclaims any ownership interest of maintenance obligation of such
encroachments.
It is further expressly understood and agreed that the Grantee must obtain
and keep in effect liability insurance with the City as a named insured in an amount not
less than $500,000.00 per person injured and property damage per incident, combined,
with the City listed as an additional insured. The company providing the insurance must
be registered and licensed to provide insurance in the Commonwealth of Virginia. The
Grantee will provide endorsements providing at least thirty (30) days written notice to the
City prior to the cancellation or termination of, or material change to, any of the insurance
policies. The Grantee assumes all responsibilities and liabilities, vested or contingent,

with relation to the construction, location, and/or existence of the Temporary
Encroachment.
It is further expressly understood and agreed that the Temporary
Encroachment must conform to the minimum setback requirements, as established by
the City.
It is further expressly understood and agreed that the City, upon revocation
of such authority and permission so granted, may remove the Temporary Encroachment
and charge the cost thereof to the Grantee, and collect the cost in any manner provided
by law for the collection of local or state taxes; may require the Grantee to remove the
Temporary Encroachment; and pending such removal, the City may charge the Grantee
for the use of the Encroachment Area, the equivalent of what would be the real property
tax upon the land so occupied if it were owned by the Grantee; and if such removal shall
not be made within the time ordered hereinabove by this Agreement, the City may impose
a penalty in the sum of One Hundred Dollars ($100.00) per day for each and every day
that the Temporary Encroachment is allowed to continue thereafter, and may collect such
compensation and penalties in any manner provided by law for the collection of local or
state taxes.
IN WITNESS WHEREOF, Sean M. Miller, the said Grantee, has caused this
Agreement to be executed by his signature. Further, that the City of Virginia Beach has
caused this Agreement to be executed in its name and on its behalf by its City Manager
and its seal be hereunto affixed and attested by its City Clerk.

MEETING DATE: February 2, 2021
• Background:
Paul V. and Moira C. Hawkins (the "Applicants") have requested permission to
replace and maintain an existing pier and construct and maintain a covered boat
lift (collectively, the "Encroachments") at the rear of their property located at 329
Back Bay Crescent. The Encroachments would extend 12' into the City's
property known as North Bay at 352 Tuna Lane.
• Considerations:
City Staff has reviewed the requested Encroachments and has recommended
approval of same, subject to certain conditions outlined in the Agreement.
There are similar encroachments in North Bay, which is where the Applicants
have requested to encroach.
• Public Information:
Public notice will be provided via the normal City Council agenda process.
• Alternatives:
Deny the Encroachments or add conditions as desired by Council.
• Recommendations:
Approve the request subject to the terms and conditions of the Agreement.

19 NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
20 VIRGINIA BEACH, VIRGINIA:

22 That pursuant to the authority and to the extent thereof contained in §§ 15.2-
23 2009 and 15.2-2107, Code of Virginia, 1950, as amended, Paul V. Hawkins and Moira C.
24 Hawkins, their heirs, assigns and successors in title are authorized to construct and
25 maintain the Encroachments in the City's property as shown on the map entitled: "EXHIBIT
26 'A' ENCROACHMENT REQUEST FOR COVERED BOAT LIFT: PAUL & MOIRA
27 HAWKINS LOT 47, BACK BAY MEADOWS SECTION 3 MB 67, P 45," having a Scale of 1"
28 = 30', and prepared by Sigma Environmental Services, Inc., a copy of which is attached
29 hereto as Exhibit A and on file in the Department of Public Works and to which reference is
30 made for a more particular description;

32 BE IT FURTHER ORDAINED, that the Encroachments are expressly subject
33 to those terms, conditions and criteria contained in the agreement between the City of
34 Virginia Beach and Paul V. Hawkins and Moira C. Hawkins (the "Agreement"), an
35 unexecuted copy of which has been presented to the Council in its agenda, and will be
36 recorded among the records of the Clerk's Office of the Circuit Court of the City of Virginia
37 Beach;

39 BE IT FURTHER ORDAINED, that the City Manager or his authorized
40 designee is hereby authorized to execute the Agreement; and

THIS AGREEMENT, made this day of , 2020, by and
between the CITY OF VIRGINIA BEACH, VIRGINIA, a municipal corporation of the
Commonwealth of Virginia, Grantor, "City", and PAUL V. HAWKINS and MOIRA C.
HAWKINS, husband and wife, THEIR HEIRS, ASSIGNS AND SUCCESSORS IN TITLE,
collectively, "Grantee".
WITNESSETH:
WHEREAS, the Grantee is the owner of that certain lot, tract, or parcel of
land designated and described as Lot "47" as shown on that certain plat entitled:
"SECTION 3 BACK BAY MEADOWS PROPERTY OF NORTH BAY DEVELOPMENT
CORP. PRINCESS ANNE BOROUGH VIRGINIA BEACH, VA", dated July 16, 1964,
having a Scale of 1" = 100', and prepared by W. B. Gallup, which said plat is recorded in
the Clerk's Office of the Circuit Court of the City of Virginia Beach, Virginia in Map Book
67, at page 45, and being further designated, known, and described as 329 Back Bay
Crescent, Virginia Beach, Virginia 23456;
WHEREAS, it is proposed by the Grantee to replace and maintain an
existing pier and construct and maintain a 10' x 10' covered boat lift, collectively, the
"Temporary Encroachment", in the City of Virginia Beach; and

WHEREAS, in constructing and maintaining the Temporary Encroachment,
it is necessary that the Grantee encroach into a portion of City property located at 352
Tuna Lane also known as North Bay, the "Encroachment Area", and
WHEREAS, the Grantee has requested that the City permit the Temporary
Encroachment within the Encroachment Area.
NOW, THEREFORE, for and in consideration of the premises and of the
benefits accruing or to accrue to the Grantee and for the further consideration of One
Dollar ($1.00), cash in hand paid to the City, receipt and sufficiency of which are hereby
acknowledged, the City hereby grants to the Grantee permission to use the
Encroachment Area for the purpose of constructing and maintaining the Temporary
Encroachment.
It is expressly understood and agreed that the Temporary Encroachment
will be constructed and maintained in accordance with the laws of the Commonwealth of
Virginia and the City of Virginia Beach, and in accordance with the City's specifications
and approval and is more particularly described as follows, to wit:
A Temporary Encroachment into the Encroachment Area as
shown on that certain exhibit plat entitled: "EXHIBIT 'A'
ENCROACHMENT REQUEST FOR COVERED BOAT LIFT:
PAUL & MOIRA HAWKINS LOT 47, BACK BAY MEADOWS
SECTION 3 MB 67, P 45," having a Scale of 1" = 30', and
prepared by Sigma Environmental Services, Inc., a copy of
which is attached hereto as Exhibit "A" and to which reference is
made for a more particular description.
Providing however, nothing herein shall prohibit the City from immediately
removing, or ordering the Grantee to remove, all or any part of the Temporary
Encroachment from the Encroachment Area in the event of an emergency or public
necessity, and Grantee shall bear all costs and expenses of such removal.
It is further expressly understood and agreed that the Temporary
Encroachment herein authorized terminates upon notice by the City to the Grantee, and
that within thirty (30) days after the notice is given, the Temporary Encroachment must
be removed from the Encroachment Area by the Grantee; and that the Grantee will bear
all costs and expenses of such removal.
It is further expressly understood and agreed that the Grantee shall
indemnify, hold harmless, and defend the City, its agents and employees, from and
against all claims, damages, losses and expenses, including reasonable attorney's fees,
in case it shall be necessary to file or defend an action arising out of the construction,
location or existence of the Temporary Encroachment.
It is further expressly understood and agreed that nothing herein contained
shall be construed to enlarge the permission and authority to permit the maintenance or
construction of any encroachment other than that specified herein and to the limited
extent specified herein, nor to permit the maintenance and construction of any
encroachment by anyone other than the Grantee.
It is further expressly understood and agreed that the Grantee agrees to
maintain the Temporary Encroachment so as not to become unsightly or a hazard.
It is further expressly understood that any existing encroachments
referenced in the Exhibit or this Agreement are the ongoing maintenance obligation of the
Grantee and the City disclaims any ownership interest or maintenance obligation of such
encroachments.
It is further expressly understood and agreed that the Grantee must obtain
and keep in effect liability insurance with the City as a named insured in an amount not

less than $500,000.00 per person injured and property damage per incident, combined,
with the City listed as an additional insured. The company providing the insurance must
be registered and licensed to provide insurance in the Commonwealth of Virginia. The
Grantee will provide endorsements providing at least thirty (30) days written notice to the
City prior to the cancellation or termination of, or material change to, any of the insurance
policies. The Grantee assumes all responsibilities and liabilities, vested or contingent,
with relation to the construction, location, and/or existence of the Temporary
Encroachment.
It is further expressly understood and agreed that the Temporary
Encroachment must conform to the minimum setback requirements, as established by
the City.
It is further expressly understood and agreed that the City, upon revocation
of such authority and permission so granted, may remove the Temporary Encroachment
and charge the cost thereof to the Grantee, and collect the cost in any manner provided
by law for the collection of local or state taxes; may require the Grantee to remove the
Temporary Encroachment; and pending such removal, the City may charge the Grantee
for the use of the Encroachment Area, the equivalent of what would be the real property
tax upon the land so occupied if it were owned by the Grantee; and if such removal shall
not be made within the time ordered hereinabove by this Agreement, the City may impose
a penalty in the sum of One Hundred Dollars ($100.00) per day for each and every day
that the Temporary Encroachment is allowed to continue thereafter, and may collect such
compensation and penalties in any manner provided by law for the collection of local or
state taxes.

IN WITNESS WHEREOF, Paul V. Hawkins and Moira C. Hawkins, the said
Grantee, have caused this Agreement to be executed by their signatures. Further, that
the City of Virginia Beach has caused this Agreement to be executed in its name and on
its behalf by its City Manager and its seal be hereunto affixed and attested by its City
Clerk.

■ Background: The emergence of the coronavirus pandemic in the Spring of 2020
caused the City to exercise financial caution amidst a period of great economic ambiguity.
Among the actions recommended at the time by the City Manager and adopted by the
City Council in the FY 2020-21 CIP was a "COVID-19 Revenue Shortfall Stabilization
Reserve." This reserve placed holds totaling $21.8 million within fourteen different CIP
projects. By reserving these funds from being spent, the City ensured that money would
remain available should it be needed for other purposes. A list of the projects and their
respective reserved amounts can be found below:

Beach Sheriffs Office and to Approve $500 Bonuses for Locally Funded Sworn
Officer Appointees
MEETING DATE: February 2, 2021
Background: In Chapter 56 of the Virginia Acts of Assembly, Special Session I
(amendments to the 2020-22 Biennium Budget), the General Assembly provided funds
to enable all local sworn constitutional officers and their staffs, including sheriffs and
deputy sheriffs, to receive a $500 one-time bonus. To implement this bonus, the
General Assembly made funds available to the Compensation Board and, rather than
directly paying officers, the Compensation Board opted to direct local governments to
make the payment on their behalf, with sufficient funds to be reimbursed by the
Compensation Board. All individuals hired into a funded Compensation Board position
on or before December 1, 2020 are eligible for this bonus, but those who left their
position prior to December 1, 2020 are not.
Under those guidelines, the Virginia Beach Sheriffs Office had 377 eligible individuals.
The Sheriffs Office also has 32 100% locally funded sworn officers who otherwise meet
the eligibility criteria but will not receive a bonus from the Commonwealth because they
are not in positions that are reimbursed by the Compensation Board. To ensure fairness
for all sworn officers, the Sheriff does not want to exclude these locally funded officers
and therefore requests that these 32 also receive a $500 bonus.
■ Considerations: The bonuses provided by the Commonwealth already have
been paid by the City of Virginia Beach using existing salary appropriations in the
Virginia Beach Sheriffs Office's FY 2020-21 Operating Budget. This action will accept
the reimbursement payment from the Compensation Board for the 377 eligible
individuals and will appropriate the funds into the Virginia Beach Sheriffs Office's FY
2020-21 Operating Budget. Thus, this action will make the Virginia Beach Sheriffs
Office whole for the prior use of its existing funds.
The total reimbursement received from the Commonwealth is $202,920, which includes
$188,500 for the bonuses and $14,420 to cover employer-paid payroll taxes.
Additionally, this ordinance will authorize the Sheriff to provide $500 bonuses to the 32
locally funded sworn appointees. The Sheriff will pay for the cost of these bonuses,
which total $17,224 (including the cost of employer-paid payroll taxes), from vacancy
savings in the Virginia Beach Sheriffs Office's existing FY 2020-21 Operating Budget.

Council Agenda notification process. Information regarding this bonus was also
provided in the City Manager's Friday Packet of January 15, 2021.

• Background: On December 15, 2020, a status update was provided to the City
Council on the City's use of funds from the Coronavirus Relief Fund Grant (the "Grant").
Since that presentation to the Council, the United States Congress, in Section 1001 of
Title X of Division N, "Additional Coronavirus Response and Relief," of the Consolidated
Appropriations Act, 2021, extended the deadline for the use of the Grant from
December 30, 2020 to December 31, 2021. Notwithstanding this extension, the City
Manager intends to close the Grant in early 2021 .
The Grant, through public safety and public health payroll allocation, has created
capacity within the General Fund to redirect $10.4 million in local funding from public
safety budgeted payroll to other needs related to pandemic.
• Considerations: Pandemic related costs are anticipated to continue impacting
City operations for the remainder of FY 2020-21. Of the total $10.4 million, it is
recommended that $5 million be transferred for the use by City staff to address some of
the anticipated needs for the remainder of the year. The remaining $5.4 million will be
set aside for future needs.
From the $5 million, the following needs are expected:
• $900,000 for enhanced cleaning efforts by the Department of Public Works;
• $1.1 million for workforce development by the Department of Economic
Development; and
• $3 million into a dedicated reserve for use by the City Manager to address
unforeseen pandemic related needs in a timely manner. These costs may
include but are not limited to additional personal protective equipment, IT and
work-from-home related costs, or assisting with vaccination efforts.
The remaining funds, $5.4 million, will be set aside to establish and provide
appropriations for the City Council Special Pandemic Relief and Vaccine Support
Reserve. These funds are intended for high-priority City Council initiatives.
In addition to the $10.4 million, there maybe be a need to return to the City Council if
there are additional amounts unneeded in open purchase orders related to the
pandemic response. The City Manager will provide updates regarding the closing of
these purchase orders in the coming weeks and months.
