MEANS of the VIRGINIA BEACH CITY COUNCIL on Tuesday,February 23, 2021,at 3:33 P.M. Mayor
Dyer personally opened the meeting in the Virginia Beach Convention Center, Suite 5, while all other
members of City Council appeared electronically via WebEx.

In accordance with the Virginia Beach City Code Section 2-21, Virginia Code§15.2-1413
and the City's Continuity of Government Ordinance adopted on September 15, 2020, and
Chapter 1289 of the 2020 Acts of Assembly as amended, and by the authority vested in me
as Mayor of the City of Virginia Beach, I hereby call for a SPECIAL MEETING BY
ELECTRONIC COMMUNICATION MEANS of the VIRGINIA BEACH CITY
COUNCIL
Tuesday,February 23,2021
3:30 P.M.
This SPECIAL MEETING BY ELECTRONIC COMMUNICATION MEANS will be held
virtually with Council Members participating via video/audio conference. The purpose of
this SPECIAL MEETING is to allow the City Council to hold a regularly scheduled
meeting regarding the items listed in the published Agenda.
The City Council meeting will be streamed live on www.vbgov.com and Facebook Live, and
will be recorded for rebroadcast on Cable TV

CITY COUNCIL DISCUSSION

Mayor Dyer read a draft letter he prepared to send to Members of the Senate concerning District Voting
Legislature, attached hereto and made a part of the record. Mayor Dyer advised not all Council Members
are aware of the letter and he wanted to have a discussion to gain their feedback before sending.
Vice Mayor Wood advised he is in agreement with Mayor Dyer's letter and has spoken to Senator's DeSteph
and Kiggans who stated they support the City having a referendum for district voting. Vice Mayor Wood
advised when this was discussed in August 2020, there was only about thirty(30)days before early voting
was due to begin and not enough time to create the question for the referendum. Vice Mayor Wood
proposed a due date of April 15 h to formalize the question for the referendum to allow enough time to
provide information to the public for district voting as well as information regarding the bond referendum.
Council Member Wilson advised she is in agreement with Mayor Dyer's letter, expressing it is very
important for citizens to decide how they would vote and not having Richmond make this decision. Council
Member Wilson advised when it was discussed last August, it was determined to re-visit the district voting
referendum at the beginning of the year due to the problems surrounding the pandemic. Council Member
Wilson advised it's important that Richmond is aware this effects Council Members as well as School Board
Members.
Council Member Moss advised he is concerned that two (2) City Council Members are not present today;
Mr. Jones and Mr. Rouse, who have opposite views on this. Council Member Moss advised he has never
accepted the proposition that citizens need more education on how they want their City Council Members
elected then they ever get on the candidates they choose to elect, if they are smart enough and their votes
are accepted, then why would anyone think they are not capable of making a choice on an election system.
Council Member Moss advised he does not oppose the proposed legislation but sent a letter to request an
amendment requiring anything coming from the legislative process would be subject to approval by
referendum before being implemented. Council Member Moss advised he does not support Mayor Dyer's
letter.
Council Member Berlucchi advised the citizens should have input on this and believes there has been very
little opportunity for public engagement but fully supports Mayor Dyer's letter.
Council Member Abbott advised she has spoken with Delegate Fowler and other stakeholders in the
community and has mixed feelings but believes the proposed bill will pass. Council Member Abbott believes
a request for the amendment Council Member Moss proposed should be sent. Council Member Abbott
advised the referendum should include several options rather than just an "up/down" option. Council
Member Abbott advised she intends to send a letter to the General Assembly tonight and encourages other
Council Members to do the same.

Council Member Wooten expressed her appreciation to Mayor Dyer for having this discussion. Council
Member Wooten advised she does not support his letter and advised change is coming, although this time
City Council finds themselves on the back end of this process. Council Member Wooten advised going
forward, the public can be prepared with education on what will change within the voting system and gain
their feedback.
Council Member Tower advised he will not support Mayor Dyer's letter simply because it does not reflect
the will of most of the constituents. Council Member Tower advised he supports a referendum to offer other
voting system options but does not believe it will change what the General Assembly wants to do.
Council Member Henley advised she supports Mayor Dyer's letter. Council Member Henley believes there
were a lot of good and open discussions last summer about having the referendum on voting systems where
the public did have the opportunity to hear. Council Member Henley recalled the 1990's when this
happened before. Council Member Henley explained the City was functioning with the seven boroughs
from Princess Anne County and Virginia Beach. After 20 years of rapid growth, it was realized the
boroughs were very unequal in population. The point at that time was to change those boroughs to even
the populations within districts. In May 1994, the ls` referendum had two (2) questions regarding
redrawing the boroughs and have a ward system. It was approved by a narrow margin of 52%, however,
people did not realize it would change to a ward system and expressed opposition. There was a lot of
discussion on how to implement the referendum. The governor and General Assembly reviewed the
implementation plan and Senators Stolle and Holland, one democrat and one republican, agreed it was all
too confusing and came up with a compromise to move forward with equaling the districts and have another
referendum to decide on an At-Large or Ward system. During the re-districting phase, the Blackwater and
Pungo districts which were combined into the Princess Anne district. Today, re-districting is conducted
every ten (10) years with the census. In 1996, there was another robust discussion concerning the
referendum to determine the voting system. The discussions were with citizens in civic leagues and other
leaders in the community who led the discussion resulting in a two(2)to one(1)to keep the At-Large voting
system. Council Member Henley advised it took two (2) elections to implement the changes and it is
important for people to realize the voting system does not change overnight and it is very important to have
time to hear from the public and what they want.
Council Member Moss advised he wants it known that four(4) Council Members do not agree with Mayor
Dyer and two (two) are not present, leaving only five (5) in support.
Mayor Dyer advised the City is in a tough situation, there are arguments on both sides and concurs with
Council Member Henley to have more discussion. Mayor Dyer advised while there is a majority in support,
he will send the letter on only his behalf. He encourages anyone interested to also send a letter.
