NAS Oceana's Future Base Design Program is a pilot program with approximately 11,000 acres within
the installation that has been identified and studied to allow civilian corporations and businesses to lease.
Captain Hewitt will provide City Council a copy of the report which details the study and analysis of land.
Captain Hewitt requested City staff work with his staff on planning as well as the Mayor signing a strategic
non-binding letter of cooperation and support.

A RESOLUTION TO RENAME THE INVESTIGATION
REVIEW PANEL AND TO ALTER ITS MEMBERSHIP
1 WHEREAS, in 1991, the City of Virginia Beach created the Investigation Review
2 Panel ("IRP"), the first local law enforcement civilian review board in the Commonwealth
3 of Virginia; and
4
5 WHEREAS, tragic events involving law enforcement nationwide have caused
6 communities across our nation to reexamine such boards;
7
8 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
9 VIRGINIA BEACH, VIRGINIA:

11 1. That the Investigation Review Panel is hereby renamed "the Virginia
12 Beach Civilian Review Board;" and
13
14 2. In order to ensure that the board's membership reflects the demographic
15 diversity of the City, the composition of the board shall be as follows: three residents of
16 the City who come from historically disadvantaged communities that have traditionally
17 experienced disparate policing or who are residents of predominantly minority
18 communities; three City residents who are not City of Virginia Beach employees,
19 candidates for public office, former members of the Virginia Beach Police Department,
20 immediate family members of a current Virginia Beach Police Department employee, or
21 current law enforcement agency employees; one member who resides or works in the
22 City and who represents an organization that seeks racial or social justice on behalf of
23 historically disadvantaged communities, or a member of the HRC; and one non-voting
24 member who has policing expertise or experience. The non-voting member may be a
25 former Virginia Beach Police Department employee or a former employee of a different
26 law enforcement agency.

Mayor Dyer welcomed Julie Hill, Director—Communications and Jason Hall, -IT Department. Ms. Hill
expressed her appreciation to City Council for their continued support and provided information on the
development of updating the City's website.
Ms. Hill turned the presentation over to Mr. Hall to provide a demonstration of the Website.
Mr. Hall displayed the Home Page which features: a prominent search bar, City Council information,
area for City meetings that are live streamed, Newsletter sign up and Popular Services.
Mr. Hall displayed the following Navigation Icons with menu items:
How do I: Apply for employment, Contact the City, Find Services, Bill Pay
Services: Trending services with, "Find My"components to allow users to enter their
address to provide the closest evacuation zone, shelter,flooding zone, trash day,
etc. relative to the specific address
Experience: Visiting Virginia Beach tourist information
What's Up: Communication hub,press releases, events, social media outlets, live stream
meetings, Did you know option, mobile apps and blogs
City Hall: Information for City Council and Boards and Commissions
Jobs: Applications,pay information and current openings
MyVirginiaBeach: This uses the same concept as mobile app to see all services near specified
addresses. Users can subscribe to specific content and manage subscribed
content.
Daily Status: Information on topics such as parking meters, city service information, events.
This will change daily.
Mr. Hall advised there is a phased approach scheduled with Phase I possibly launching March 2021 and
include high level migration. Phase II will follow with the migration of Department content and allow
citizens to subscribe to content. Phase III is the final phase which will incorporate data and a dashboard.
Mayor Dyer expressed his appreciation to Ms. Hill and Mr. Hall for the demonstration.
