Determination of impact on state/national register status must be made by Virginia Department of Historic Resources(DHR) • City staff submitted materials to DHR staff for review 3. City Staff Committee convened for review with representatives from: • City Attorney's Office • Parks& Recreation-Landscape Management • Public Works-Facilities Management • Planning/Historic Preservation • Historic Preservation Commission 4. Recommendation provided to City Manager March 23, 2020 10 CITY MANAGER'S BRIEFINGS HISTORIC CAVALIER LAWN (Continued) Here is the Virginia Department of Historic Resources(VA DHR) Opinion: VA DHR Opinion • Catering staging area, as designed and landscaped in the plans submitted,will not have a significant impact on the visual character or I'` € historic integrity of the Cavalier Hotel It;.�= I -y or its setting. it i - • Proposed changes will not affect the eligibility of the Cavalier Hotel with regard to the Virginia Landmarks Register and the National Register of Historic Places The next two (2)slides provide the Proposed Improvements with Conditions: Approval of Proposed Improvements with Conditions 1. All work to be permitted and inspected per City Code 2. No material changes to the plans once approved without prior City permission. 3. No material alterations or replacements to the proposed improvements once constructed without prior City permission 4. Catering area to be used for that purpose and not for assembly(i.e.,dance floor) or any other purpose March 23, 2020 11 CITY MANAGER'S BRIEFINGS HISTORIC CAVALIER LAWN (Continued) Approval of Proposed Improvements with Conditions (cont'd) 5. Cleaning and/or maintenance of the artificial turf must not adversely impact the remainder of the existing great lawn 6. Catering area and artificial turf to be maintained in good condition and repaired or replaced if damaged to match the proposed improvements 7. Approval is conditional and will be revoked if, in the future,any additional permanent improvements are constructed or installed within the Easement area without first having received all necessary prior approvals and required permits from the City, including permission as required by the Easement. Here is the Conclusion: Conclusion • Cavalier Hotel initiated work prior to requesting City approval • Easement consistency review was requested after the fact City staff initiated the review process • DHR provided opinion on affect to historic setting and state/national registers status • City staff committee reviewed request based on criteria as specified in the easement • City staff recommended approval to City Manager with seven conditions. March 23, 2020 57 CITY COUNCIL DISCUSSION 5:22 P.M. Mayor Dyer opened the discussion. Council Member Rouse was notified by citizens in the Red Mill area expressing concerns of increased traffic accidents on General Booth Boulevard between Nimmo Parkway and London Bridge Road and requested a traffic study be completed. Council Member Henley requested a public briefing concerning the Bill recently signed by Governor Northam, which will become effective January 2022,and changes the City's current voting system. Council Member Henley expressed her frustration that the City was unable to have citizen input prior to the Bill being passed and believes it is important to inform the public how the Bill will impact local government, how changes will be implemented and if there will be any policy changes. Council Member Moss expressed his appreciation to Debra Bryan, Interim Assistant to the City Manager for Legislative and Military Affairs,for providing a new level of knowledge and is a welcomed change. Council Member Moss advised he attended the Ocean Parks Civic League meeting last night and asked for an update on sand replenishment for ocean front beaches. Council Member Moss requested City Manager Duhaney have staff provide the League a more thorough update as he did not have all of the information at the time. Council Member Tower requested City Manager Duhaney have staff provide citizens in the Croatan neighborhood an update on sand replenishment as well,advising he received citizen concerns on the project with pictures showing significant beach erosion. Council Member Henley requested to know when she can engage the public to discuss the recommendations for the Stormwater Bond Referendum and related projects. Mayor Dyer believes it is in the Body's best interest to begin public discussions now to provide educational information concerning the purpose and goals for the Referendum. Council Member Henley advised the Open Space Advisory Committee provided a great presentation on the Bow Creek project and encouraged anyone interested to watch it. Council Member Wooten advised she is drafting an Ordinance to establish a Task Force to determine the requirements for a Citizens Review Panel, such as: impact on police officers, budgetary needs, and subpoena and investigatory powers. Council Member Wooten advised the proposed Ordinance was previously requested during meetings held with the African American Round Table. Mayor Dyer advised Governor Northam is pleased with the decline in COVID-19 cases and will make an announcement that beginning April P`, indoor crowds will increase from ten (10) to fifty (50), outdoor crowds from twenty-five(25)to one hundred(100), indoor entertainment will increase to five hundred(500) or 30% of capacity, outdoor entertainment to 30% and recreational sports will increase to one hundred (100) indoor and five hundred (500) outdoor.
