In accordance with the Virginia Beach City Code Section 2-21, Virginia Code § 15.2-1413 and the City's
Continuity of Government Ordinance adopted on March 2, 2021, and Chapter 1289 of the 2020 Acts of Assembly
as amended, and by the authority vested in me as Mayor of the City of Virginia Beach, I hereby call for a
SPECIAL SESSION BY ELECTRONIC COMMUNICATION MEANS of the VIRGINIA BEACH CITY
COUNCIL
Wednesday,April 21, 2021
6:00 P.M.
This SPECIAL SESSION BY ELECTRONIC COMMUNICATION MEANS will be held virtually with
Council Members participating via video/audio conference. The purpose of this SPECIAL SESSION is for the
City Council to conduct a PUBLIC HEARING to obtain public input regarding the FY2021-22 RESOURCE
MANAGEMENT PLAN:
• Operating Budget and Capital Improvement Program
• Increase to Fees—Short Term Rental Permit, Small Wireless Facilities Administrative Review,
and Small Wireless Facilities Standard Review
• Authorization of$68,652,307 in General Obligation Bonds
• Authorization of$9,993,368 in Water and Sewer Utility Revenue Bonds
• Authorization of$50,545,315 in Stormwater Utility Revenue Bonds

Pursuant to Section 5.07 of the City Charter and Section 2-197 of the City Code, and in accordance with § 15.2-1413 of the Code
of Virginia, the City's Continuity of Government Ordinance adopted on March 2, 2021, and Chapter 1289 of the 2020 Acts of
Assembly, as amended, a public hearing of the Virginia Beach City Council will be held on April 21, 2021, 6:00 p.m. on the City
Manager's Proposed Operating Budget for the fiscal year beginning July 1, 2021 and ending June 30, 2022 and on the Capital
Improvement Program, including the Fiscal Year 2021-22 Capital Budget. As provided in the City's Continuity of Government
Ordinance, this public hearing will be conducted virtually without a quorum present. Citizens are strongly encouraged to submit
comments in writing to the City Council. Citizens who wish to speak can sign up to speak via WebEx (by computer, smart device, I
or telephone) by completing the two-step process below. Members of the public will be able to observe the Public Hearing through

public hearing of the Virginia Beach City Council will
be held on April 21,2021,6:00 p.m.on the proposed
authorization by the City of general obligation bonds
in the estimated maximum amount of$68,652,307.
As provided in the City's Continuity of Government
Ordinance, this public hearing will be conducted
virtually without a quorum present. Citizens are
strongly encouraged to submit comments in writing to
the City Council. Citizens who wish to speak can sign
