SPECIAL SESSION BY ELECTRONIC COMMUNICATION MEANS of the VIRGINIA BEACH CITY
COUNCIL
Tuesday,April 27, 2021
3:00 P.M.
This SPECIAL SESSION BY ELECTRONIC COMMUNICATION MEANS will be held virtually with
Council Members participating via video/audio conference. The purpose of this SPECIAL SESSION is for the
City Council to hold a regularly scheduled Workshop.
This Special Session will be broadcast on Cable TV, www.vbgov.com and Facebook Live. Citizens are
encouraged to submit their comments to the City Council prior to the Special Session via email at
CityCouncil(d vbgov.com.

This SPECIAL SESSION BY ELECTRONIC COMMUNICATION MEANS will be held virtually with
Council Members participating via video/audio conference. The purpose of this SPECIAL SESSION is for the
City Council to conduct a PUBLIC HEARING to obtain public input regarding the PROPOSED REAL
PROPERTY TAX INCREASE.
If you wish to make comments during the Public Hearing,please follow the two-step process provided below:

Tax Increase Caused by Increase in Annual Assessment
The City of Virginia Beach proposes to increase property tax levies.
1. Assessment Increase: Total assessed value of real property,
excluding additional assessments due to new construction or
improvements to property,exceeds last year's total assessed value of
real property by 2.91 percent.
2. Lowered Rate Necessary to Offset Increased Assessment: The tax
rate which would levy the same amount of real estate tax as last year,
when multiplied by the new total assessed value of real estate with the
exclusions mentioned above,would be$0.9887 per$100 of assessed
value. This rate will be known as the"lowered tax rate."
3. Effective Rate Increase: The City of Virginia Beach proposes to adopt
a tax rate of $1.0075 per $100 of assessed value. The difference
between the lowered tax rate and the proposed rate would be$0.0188
per $100, or 1.90 percent. This difference will be known as the
"effective tax rate increase."
Individual property taxes may, however, increase at a percentage
greater than or less than the above percentage.
4. Proposed Total Budget Increase: Based on the proposed real
property tax rate and changes in other revenues, the total budget of
the City of Virginia Beach will exceed last year's by 6.1 percent.
A public hearing on the increase will be held on April 27,2021,at 6 p.m. In
accordance with§ 15.2-1413 of the Code of Virginia,the City's Continuity of
Government Ordinance adopted on March 2, 2021, and Chapter 1289 of
the 2020 Acts of Assembly, as amended, the public hearing of the Virginia
Beach City Council will be conducted virtually without a quorum present.
Citizens are strongly encouraged to submit comments in writing to the City
Council. Citizens who wish to speak can sign up to speak via WebEx (by
computer,smart device,or telephone)by completing the two-step process
below. Members of the public will be able to observe the Public Hearing
through livestreaming on www.vbqov.com, broadcast on VBTV, and via
WebEx. Citizens requiring accommodations to these requirements are
encouraged to contact the City Clerk's Office at 757-385-4303 to discuss
accommodations.
