The purpose of this SPECIAL MEETING is to hold the City Council Retreat. Sincerely, Robert M. Dyer Mayor Cc: City Manager City Attorney City Clerk Deputy City Managers Communications Office City of Virginia Beach 2022 City Council Retreat Agenda Day One: Tuesday, March 8 from 9:00 AM to 5:00 PM Introductions - Welcome and introductions Agenda review • Norms and expectations for the retreat • Opening exercise True Today - True in Ten Years Each person will be asked to share their response to the following questions: What is something that is true about Virginia Beach today that you hope will still be true ten years from now? What is something that is not true about Virginia Beach today that you hope will be true ten years from now? Strategic Plan and Sustainability Plan Staff will share a status update on the 2013 Sustainability Plan, and an overview of the 2022 Community Conversations will be provided.The Council will have an opportunity to discuss the Strategic Plan progress report and discuss any potential amendments to the Plan. City Council Priorities Each member of the Council will be asked to share with their colleagues the three most important policies or initiatives they wish to accomplish while serving the City of Virginia Beach. We will then consider individual priorities and understand the shared priorities among the governing body. Potential priorities suggested by Councilmembers include: (not intended to be an inclusive list) MOCA Disparity Study Workforce housing Technology Public safety Affordable housing Flooding/stormwater management Economic development Infill development Open space funding Action sports/tourism Citizen review board Transportation Fiscal policies/budget guidance Employee compensation/workforce development City of Virginia Beach 2022 City Council Retreat Ward District Governance The Council will have an opportunity to engage in conversation about the various impacts of district governance: What is an ideal elected official? How will the Council's procedures,communication need to change? What opportunities should the Council seize? What support will be needed? Day Two: Wednesday, March 9 from 9:00 AM to Noon, with Open Dialogue time after lunch Welcome and Check-In Workforce Recruitment and Retention The Council will receive information about the market salary survey and discuss opportunities and initiatives to continue to attract and retain an engaged workforce. Next Steps As we close the formal retreat, we will spend some time defining success around the Council's priorities agreed to during the retreat. We will summarize the consensus and discuss next steps.After participating in the retreat, members of the Council and staff will be asked to share a final word that captures how they are feeling about the City direction and priorities.
