Hall, on Tuesday, May 10, 2022, at 4:00 P.M

Mayor Dyer advised with Ron Agnor-City Real Estate Assessor, retiring soon, he would like to discuss the
process of hiring his replacement since it will be a Council Appointee and follows a different process and
also recommended appointing an interim. Mayor Dyer further advised the interim can be an internal
appointment while Human Resources conducts an external search of candidates for the Body to interview.
Council Member Moss advised the external search can take up to three (3) months and recommended
including an internal search as the position is not a policy making position but rather a technical position.
Council Member Moss added, the current Deputy typically serves as the interim and may be a good
candidate to fill the position.
Council Member Branch advised he would like to hear who Mr.Agnor recommends.
Council Member Henley agreed and believes it is important to hear from Mr. Agnor since he is a City
Council Appointee.
Mayor Dyer requested to have Mr.Agnor brief the Body on the current status of his Department at the next
City Council Meeting.
City Manager Duhaney asked for clarification if the Body would like to have both Mr.Agnor and his Deputy
brief the Body?
Mayor Dyer, upon consensus, advised Mr. Agnor will be scheduled to brief the Body in Open and Closed
Sessions.
City Manager Duhaney asked if the Body would like to use internal and/or external sources for
recruitment?
Council Member Tower advised the cost for an external search is approximately$23,000 and asked if there
is any guidance on the market for real estate assessors, adding he does not believe it is necessary to have
external recruitment.
Mayor Dyer, upon consensus, advised having Mr. Agnor brief the Body first and then the Body can
determine the next step.

Council Member Holcomb recognized two (2) members from the City Attorney's Office who received
awards from the Local Government Attorneys of Virginia, Inc. (LGA). Council Member Holcomb
congratulated Deputy City Attorney Rod Ingram for being awarded the 2022 A. Robert Cherin Award for
Outstanding Deputy or Assistant Local Government Attorney for exemplary public service and unwavering
commitment to the highest ethical and professional principles as well as, Senior City Attorney Marjorie
Smith who was awarded the Walter C. Erwin, III Special Project Award for her work on the Collective
Bargaining Ad Hoc Committee which produced a comprehensive guidance document to assist local
government attorneys in the new area of law for public employers.

Council Member Moss advised when the Nostalgic Awards for the 1986-1990 period are considered, he
would like to recommend John Perry for one of the awards as he was the first African American elected to
City Council.

Council Member Moss advised the Commonwealth's budget is due by July 1 S`and recommended having a
strategy in place to provide the City Manager necessary programming authority should the budget not pass.

Council Member Wooten advised she and Council Member Rouse attended the Strengthening Police and
Community Partnership Forum on May 7`h at the Renaissance Academy, adding it came as a result of Police
Chief Neudigate's request for an outside agency to lead the Forum on violence prevention. Council
Member Wooten advised the event was very informative with members from the Justice Department, key
community leaders as well as other community members in attendance. Council Member Wooten advised
citizens provided feedback on what was good and bad about their community. Council Member Wooten
advised the Justice Department will create a council as a result and she will provide more information as
it becomes available.

Mayor Dyer advised he and City Manager Duhaney attended the second Hampton Roads Mayors meeting
on May 6th to discuss crime prevention strategies in the region. Mayor Dyer advised the meeting was
productive with local City Managers providing schematics and recommendations for discussion and
distribution. Mayor Dyer advised local Police Chiefs are also working together to share best practices and

CERTIFICATION OF CLOSED SESSION
VIRGINIA BEACH CITY COUNCIL
WHEREAS: The Virginia Beach City Council convened into CLOSED SESSION,pursuant to the
affirmative vote recorded in ITEM#72832 on Page 23 and in accordance with the provisions of The
Virginia Freedom of Information Act;and,
WHEREAS:Section 2.2-3712 of the Code of Virginia requires a certification by the governing body
that such Closed Session was conducted in conformity with Virginia law.
NOW, THEREFORE,BE IT RESOLVED: That the Virginia Beach City Council hereby certifies
that, to the best of each member's knowledge, (a)only public business matters lawfully exempted from Open
Meeting requirements by Virginia law were discussed in Closed Session to which this certification resolution
applies; and, (b) only such public business matters as were identified in the motion convening this Closed
