City Council Chamber Building 1, City Hall, 2"d Floor 2401 Courthouse Drive The purpose of this SPECIAL FORMAL SESSION is to conduct public interviews for the "short list"of candidates to fill the vacant Bayside District City Council seat. CANDIDATE INTER VIEWS FOR BA YSIDE DISTRICT COUNCIL SEAT Mayor Dyer welcomed the Bayside District Candidates and advised each will have ten (10) minutes to speak: Delceno Miles Ronald Ripley Charlotte Zito 1. Delceno Miles Ms. Miles expressed her appreciation to City Council for being selected as a finalist and the opportunity to speak. Ms. Miles advised she is a lifelong resident in the Bayside District, leaving only to attend Stanford University and then returning and attending Regent University where she earned her master's degree. Ms. Miles advised her community involvement is diverse and inclusive within business, faith-based, environmental, military, government, educational, conservative, liberal, minority, non-minority, and housing organizations. Through this involvement, she understands the importance of leadership and teamwork. Ms. Miles advised she has collaborated with City leadership involving her personal business and has three (3) open contracts as a subconsultant to provide community engagement services regarding Sea Level Wise; Eastern Shore Drive Drainage Improvements; and Special Services District (SSD) Dredging Project. Ms. Miles advised if she is selected, she will resign from those sub-contracts. Ms. Miles advised if selected, her priorities will be to continue improvements for affordable housing, continue the work for Burton Station residents, reducing transportation congestion and supporting the implementation plan for flood mitigation. 2. Ronald Ripley Mr. Ripley expressed his appreciation to City Council for the opportunity to be considered to fill the unexpired term of Mr. Jones who was a great man. Mr. Ripley advised he has known and supported Mr. Jones throughout his thirty-five (35)years serving as the Bayside District Council Member as a friend and Planning Commission member for twenty(20)years. Mr. Ripley advised there are three (3) reasons he seeks appointment; to honor the legacy of Mr. Jones, serving the City and citizens, and has the experience and knowledge necessary to begin serving immediately. Mr. Ripley shared his experiences working with the City to develop four (4) Comprehensive Plan revisions and participating in various planning studies which led to the development of major policies such as the development criteria within the AICUZ Zones, implementation of Strategic Growth Areas (SGA), Neighborhood Housing Revitalization Plan, Work Force Housing Ordinances and the development of the current Resort Area Form Base Code Ordinances. Mr. Ripley advised he is in position to serve with a small learning curve, and it would be an honor to serve the Bayside District again. August 2,2022 ITEM#73088 (Continued 3. Charlotte Zito Ms. Zito expressed her appreciation to City Council for being selected as a finalist and feels honored to be considered. Ms. Zito advised as a child she moved to the City in 1987 and lived with her family until attending the University of Virginia where she earned her undergraduate degrees in English Literature and Art History. Ms. Zito advised she continued her education at Old Dominion University to earn her master's degree in English Literature and in 2017, she moved to the Bayside District. Ms. Zito expressed her love for the City and as an educator, is committed to improving education, promote funding for public libraries and promoting art throughout the City. Ms. Zito advised her top two (2)priority projects for the Bayside District will be creating and maintaining safe, tree-lined sidewalks on the busiest streets around public schools and finding creative solutions to utilize commercial properties that lack anchor tenants. Ms. Zito advised the most important issues to her as a City leader will be education, public safety, and flood mitigation and committed to steward the projects funded by the Flood Mitigation Referendum, with particular attention to those projects that will benefit the Bayside District. Ms. Zito advised if selected, she will bring a youthful perspective to the Council as she is in touch with the perspectives of our youngest citizens.
