presented the first phases of refreshing the 2013 Sustainability Plan
• That same night,City of Virginia Beach City Council directed the City Manager
and his staff to develop a plan for enhanced education and enga ement following
the public hearing on considering a'Plastic Bag Fee"for Virginia Beach
• Councilmember Henley and Councilmember Branch volunteered to serve as
liaisons
• Staff engaged Dr. Mary Jo Burchard(Concord Solutions, LLC)to facilitate
listening sessions with the community as City Council considers next steps
through the lens of the three ppillars of the Sustainability Plan:Social,
Environmental, Economic(S.E.E.)

Council Member Henley referenced the City Council Policy that requires Council Members to use a private
facility to hold public events ninety days (90)prior to an election and advised she will hold her next three
(3) monthly forums at the Princess Anne Masonic Lodge in order to be in compliance and has personally
paid for use of the facility.

Council Member Moss advised he previously corresponded with the CEO of Walmart regarding zoning
violations involving tractor trailers being parked in Walmart parking lots. Council Member Moss advised
after Zoning Enforcement cited the Walmart stores in violation, and he corresponded with Walmart's CEO,
the problem stopped for approximately a year. Council Member Moss advised he has started seeing the
Walmart in Town Center in violation again and noted four (4) tractor trailers were parked overnight
recently. Council Member Moss requested staff look at solutions to keep them in compliance.

Council Member Rouse advised a few weeks ago he addressed the Body and requested to have a meeting
with Pharrell Williams, as he is a major partner of the Dome Site. Council Member Rouse advised at the
time, he and Council Member Branch were designated as liaisons and approved by the Body to meet with
Mr. Williams to facilitate a relationship with him. Council Member Rouse advised he and Council Member
Branch met with Mr. Williams on August 22nd and had a great conversation focused on ways to move the
City forward. Council Member Rouse expressed his appreciation to the Body.

Mayor Dyer advised on August 25th,from 6:30—8:00 P.M, there will be an event at Waterman's to give
appreciation to the leadership of the East Coast Surfing Championship(ECSC)with members of the Resort
Advisory Commission, hospitality industry and Navy in attendance, all who were key in organizing this
year's ECSC. Mayor Dyer advised there will be a concert beginning at 8:00 P.M and invited City Council
Members to attend. Mayor Dyer emphasized this is not a political event and reminded the Body if they
attend, not to gather and discuss City business.

WHEREAS: The Virginia Beach City Council convened into CLOSED SESSION, pursuant to the
affirmative vote recorded in ITEM #73189 on Page 56 and in accordance with the provisions of The
Virginia Freedom of Information Act; and,
WHEREAS:Section 2.2-3 712 of the Code of Virginia requires a certification by the governing body
that such Closed Session was conducted in conformity with Virginia law.
