Such retired law-enforcement shall not have been previously employed as a law-enforcement officer by[the VBPD]but shall have been employed as a law-enforcement officer...in a locality similar to [Virginia Beach]." Vice Mayor Wilson requested information on the timeline when public engagement will be held concerning Rudee Loop. City Manager Duhaney advised staff is working to identify a facilitator and will provide more information once the facilitator and dates for public engagement have been selected. October 4, 2022 27 CITY COUNCIL DISCUSSION/INITIATIVES ITEM#73345 (Continued) Council Member Rouse advised he attended the most recent Minority Business Council Meeting where members of the School Board presented contracting information and explained they do not track the number of contracts awarded to minority businesses. Council Member Rouse advised the City Attorney's Office will be drafting a Resolution to include the School Board in the City's Disparity Study allocated in this fiscal year's budget and is hopeful the School Board will participate. October 4, 2022 28 CITY COUNCIL DISCUSSION/INITIATIVES ITEM#73346 (Continued) Council Member Tower advised he and Council Member Berlucchi discussed establishing a task force for implementation of cannabis legislation at the state level. Council Member Tower advised he has discussed this with the City Attorney's Office and a draft Ordinance will be prepared. Council Member Berlucchi expressed his appreciation to Council Member Tower for his work on this initiative and believes with the changing laws, this is a great opportunity to establish a taskforce to consider both the opportunities and challenges and develop a plan for the City.
