Council Member Wooten distributed copies of documents from previous City Council Meetings pertaining to the project, attached hereto and made a part of the record, advising she feels it is important to share the information and advocate for Tidewater Community College (TCC) as the college is currently located in the Centerville District. Council Member Wooten advised the project was planned prior to her appointment to City Council and there was a reasonable expectation that the project provide a new entrance to TCC and budgeted with plans to move forward. Council Member Wooten advised she met with Dr. Conston, President of TCC, who also believed the project was in the process to be completed. Council Member Wooten advised certain staff who preceded City Manager Duhaney, gave TCC staff the expectation of the completion of the project through verbal conversations and expressed TCC should be provided "something". Council Member Wooten advised Dr. Conston could not attend today's meeting and asked Heather Hardiman, Vice President for Administration and Chief Financial Officer, to address the Body. Mayor Dyer welcomed Ms. Hardiman. Ms. Hardiman advised she was not aware of the project until she began working in her current position. Ms.Hardiman advised she was informed by TCC staff of the project for a new hotel and entrance to the campus and began researching the background of the project and reached out to City leadership to learn the project for the entrance was not moving forward. Ms.Hardiman advised with the other buildings being built in front of TCC, the college will be diminished and expressed her hope that the partnership between the City and TCC will continue with the City providing a sign for the college. Council Member Henley advised when this project first came about, the college was in the Princess Anne District and believes the project only included a hotel and not an entranceway, adding she will check her personal records to see if it was part of the project. Council Member Henley advised the City's commitment to TCC has been to provide all of the land for their facilities, as well as the entranceway to TCC off of Concert Drive, and the City has upheld their commitment throughout the years since it was first located at Pendleton. Council Member Henley advised there is land available to build additional higher learning facilities and believes the partnership with TCC will continue. Council Member Berlucchi expressed his concern with the comments made by Council Member Wooten and Ms.Hardiman pertaining to the City's relationship with TCC being in jeopardy and believes it is unfair and not strategic for this conversation. Council Member Berlucchi believes this matter can be resolved in a much more conciliatory fashion then the way it was approached today. Vice Mayor Wilson advised her late husband was Chair of TCC's Board and education has always been important to both of them as well as this Body. Vice Mayor Wilson advised the City has provided both the land and infrastructure for TCC over the years and she does not remember a vote being taken for the entranceway but recalls there was discussion on it being needed and then it not being needed. Vice Mayor Wilson asked City Manager Duhaney to comment. City Manager Duhaney advised there was an item planned to be added to the Agenda that he was concerned about after receiving a call from Dr. Conston and Ms.Hardiman. City Manager Duhaney advised he was concerned City Council would be considering an item that did not include all of the information and notified the Mayor and Vice Mayor to have the item removed from the Agenda. City Manager Duhaney advised he also spoke with Council Member Moss and Council Member Wooten to inform them of the issue. City Manager Duhaney advised he then had a meeting with City and TCC staff where it was then understood previous funding programmed for the project was only enough to build culverts and possibly a traffic signal. City Manager Duhaney advised upon looking into the project further, it was determined there was already an easement for utilities which did not require the approval of TCC. City Manager Duhaney advised, based on that, as well as it not being part of a strategic plan or City Council priority provided to him, the funding was taken out of the previous budget. City Manager Duhaney advised he apologized to Dr. Conston for the predicament TCC was in by believing the project was going to come to fruition and explained to Dr. Conston the Body was not aware of the project and he did not believe it would be appropriate to take funding from projects designated as priorities by City Council. City Manager Duhaney advised that is when Council Member Wooten requested to have this presentation on today's Agenda. Council Member Henley referenced a news report of Kroger selecting Henrico County as a pilot community where plastic bags will no longer be provided and has asked Kroger representatives if they will include the City in the pilot program but has not heard back yet.
