The Waste Management Enterprise Fund is currently primarily supported by a $25 monthly fee for residential waste and refuse collection. • The Waste Management Enterprise Fund is responsible for covering its own operating and capital replacement costs, including payments to the Southeastern Public Service Authority (SPSA) for waste disposal, TFC for residential recycling disposal, and operation of the City's landfill. FY 2017-2018 marked the last year that the Waste Management Fund received annual assistance from the General Fund for the purpose of the City's annual payment to SPSA. ika0 Budget and Management Services j November 22,2022j Five-Year Forecast ` 4 Virginia Beach Cost Drivers I Potential Impacts to Fund • Recycling rates with TFC projected to increase with contract expiring in FY 2023-24. Public Works anticipates an increase of up to $4 million annually starting in FY 2023-24, approximately double the existing contract. • The current rate per ton for solid waste disposal at SPSA, the regional municipal solid waste landfill, is $65. The anticipated per ton rate for SPSA over the next five years are as follows: FY 2023-24 - $69, FY 2024-25 - $77, FY 2025-26 - $65, FY 2026-27 - $52, and FY 2027-28 - $53. 31 Budget and Management Services 1 November 22,20221 Five-Year Forecast Virginia Beach Cost Drivers / Potential Impacts to Fund • Equipment replacement as well as critical site improvements are needed at the office buildings and site structures located at the Holland Road collection's location and the City landfill. • Recent changes in salary structures and CDL stipend increases implemented in FY 2022-23 have increased salary expenses in all divisions of Waste Management, further burdening the enterprise fund as no General Fund support was provided for these new City initiatives. • Rate study currently underway to determine overall health of fund with results to be known later in FY 2022-23. AAA .. , ; , r,► • Nin,, ,34 Budget and Management Services I November 22,20221 Five-Year Forecast Virginia Beach Background Information The Stormwater Enterprise Fund primarily exists to support the City's Stormwater Capital Improvement Program and maintenance. Since 1993, this fund has been supported primarily by the stormwater equivalent residential unit (ERU) fee. Other fund revenues include interest on bank deposits and other miscellaneous sources. The stormwater ERU fee is billed monthly as a part of the City's combined services bill for water, sewer, stormwater, and solid waste. ir f Budget and Management Services I November 22,2022j Five-Year Forecast70,.„,, Virginia Beach Cost Drivers / Potential Impacts to Fund • In the FY 2019-20 Operating Budget, City Council adopted a six-year, 3.5C annual rate increase to the stormwater ERU fee, as an update to the previously adopted five-year plan that was implemented in FY 2017-18. Throughout the course of this five-year plan the rate increase has been suspended three times, most recently in FY 2021-22. • As a result of the successful Flood Protection bond referendum, the ERU fee is frozen, via City Council ordinance until FY 2028-29 as a dedication of the real estate tax will be increased to support the flood protection program. Without a rate increase, the fund will see minimal year-over- year revenue growth. 36 Budget and Management Services 1 November 22,20221 Five-Year Forecast 7V1Ai;ginia Beach Cost Drivers I Potential Impacts to Fund • The Stormwater CIP saw an influx of funding from the American Rescue Plan. City Council appropriated $44 million to maintenance projects to alleviate the backlog of work, specifically in lake dredging and neighborhood rehabilitation. • In FY 2022-23 the fund has a slight reserve for future CIP and debt service usage. However, beginning in FY 2024-25, the fund begins to run a deficit. Council Member Henley requested the City Attorney draft a Resolution to direct the VBDA to provide the necessary verification to the VHA. November 22, 2022 42 CITY COUNCIL DISCUSSION/INITIATIVES ITEM#73525 (Continued) Council Member Branch referenced the comment he made to Mr. Kellam, Commissioner of the Revenue during his presentation and advised thousands of citizens in District 6 received campaign fliers in the mail which made false accusations of him and how the City operates, attached hereto and made a part of the record. Council Member Branch expressed this has been personally painful to him, as well as his wife, who tearfully told him the people she plays tennis with believe her husband is a "shady politician". Council Member Branch expressed the integrity of this Body is above reproach and the allegations made need to be condemned by the Body. Council Member Branch advised if this is the way elections are going to be won then nobody decent will want to run for office in the future. Council Member Branch apologized to the Body for his comments to Mr. Kellam, explaining that Mr. Kellam was a campaign consultant to the candidate responsible for distributing the fliers. Council Member Branch emphasized the importance of the City's integrity and for the Body to stand up to condemn the allegations, stating, "the integrity of this City is not a political football". Mayor Dyer advised national and local campaigns have become unacceptable with more and more becoming about trashing other candidates. Mayor Dyer advised he has been a part of this Body since 2004 and knows the integrity of this City, as seen by others, giving it the reputation for being a City of inclusiveness, safety and best managed. Mayor Dyer expressed to Council Member Branch there are always going to be those who are self-serving and judgmental. Council Member Branch asked how the thousands in District 6 will find out the truth since right now they believe the City operates illegally, immorally and unethically and expressed it is a disgrace.
