Vice Mayor Wilson advised the Crush Cancer Fundraiser event was held on May 7th and raised over $300,000, all of which will go towards rare cancer research. Vice Mayor Wilson advised it was a great event and expressed her appreciation to Council Member Remick who participated for the third year, as well as Council Member Holcomb who came with his wife to support the participants. May 23, 2023 52 CITY COUNCIL DISCUSSION/INITIATIVES/COMMENTS ITEM#74266 (Continued) Council Member Wooten advised she recently visited a homeless encampment at the London Bridge Commercial Park and expressed her appreciation to Police Captain Harry McBrien and staff who cleared the area of several piles of debris. Council Member Wooten advised this brought to her attention the importance of having funding set aside to address homelessness and a way to clean homeless encampments to protect surrounding neighborhoods. Council Member Wooten advised she met with two homeless people under the London Bridge who explained they did not have anywhere to go and had been told by State Police they had to leave. Council Member Wooten advised in researching what resources were available for them, she learned the City has a waiting list for housing and while there are hotels that provide vouchers for rooms, none were available. Council Member Wooten expressed the importance of finding solutions to assist homeless people in similar situations and recommended developing an emergency services policy that will connect people with the necessary City services and will provide a solution when there is a housing waiting list or for those having a mental health crisis. Council Member Wooten advised there are organizations and churches that provide shelter during the winter months but there should be year-round resources. Council Member Wooten referenced the "Housing First Policy" as a policy previously used and believes it should be implemented again to provide housing without having barriers, such as income. Council Member Wooten advised she spoke with other people who were staying in a hotel and stated they were informed they did not qualms for housing assistance because they were in a hotel and had shelter. Council Member Wooten advised the Body will receive a homeless presentation on June 13`"and is looking forward to the information. Council Member Berlucchi advised he is aware of three(3)homeless encampments in District 3, and stated when he recently visited one of them, it was unbelievable and tragic to see the conditions of the encampment, not only for the people who live there but for the people who live in the nearby neighborhoods. Council Member Berlucchi advised the way the land is treated, with trash, human waste and fires, creates an unsafe environment. Council Member Berlucchi advised residents also expressed concerns that objects in the encampment were taken from nearby homes. Council Member Berlucchi believes this is an important and challenging issue to discuss in order to find solutions and is looking forward to the June 13`"presentation. Council Member Schulman advised he is aware of at least three (3) homeless encampments in District 9 and looks forward to the June 13`"presentation as well. Vice Mayor Wilson advised she has been made aware of several citizens from the Red Mill area who are planning to speak on this issue at the City Council Meeting on June 6t. May 23, 2023 53 CITY COUNCIL DISCUSSION/INITIATIVES/COMMENTS ITEM#74267 (Continued) Council Member Henley referenced the May 21 S`Beacon article, "The Outer Banks Turnpike, The Gateway That Never Was"and advised the Virginia Beach Historical Society will provide a presentation explaining the history of the project on June 4`1', at 2:30 P.M., at Scott Memorial United Methodist Church. Council Member Henley advised Dr. Stephen Mansfield is one of the presenters and invited anyone interested to attend. Council Member Henley advised there are discussions on projects that have been completed but few on those that were never completed. Council Member Henley explained the original plan was for a turnpike that connected from the interstate to the Outer Banks, it would have run from what is now Ferrell Parkway to Princess Anne Road to Nimmo Parkway through Sandbridge and on to the Outer Banks. Council Member Henley advised it is a fascinating history which also provides all of the reasons why it never came to fruition. May 23, 2023 54 CITY COUNCIL DISCUSSION/INITIATIVES/COMMENTS ITEM#74268 (Continued) Council Member Henley advised as she was researching the issues surrounding the application for a redevelopment project near the Municipal Center, she found historical information she would like to share. Council Member Henley advised in 1820 the General Assembly approved the relocation of the Princess Anne County Courthouse for the fifth and last time to where it is today. Council Member Henley explained the new courthouse and jail was completed in January 1823, in time for the 1823 Session of the County Court. Council Member Henley advised the Body missed an opportunity to celebrate the 200th anniversary of the Princess Anne Courthouse and feels it is important to recognize the history of the Municipal Center and how it has evolved over 200 years. May 23, 2023 55 CITY COUNCIL DISCUSSION/INITIATIVES/COMMENTS ITEM#74269 (Continued) Council Member Holcomb advised he held a Town Hall Meeting last night to discuss the Kemps River Crossing project and expressed his appreciation to all of the staff who came to provide information. Council Member Holcomb advised the citizens do not have a concern for redevelopment and growth but are concerned about several cut-through roads such as Lord Dunmore Avenue, Ferrell Parkway, Whitehurst Landing, Balfor Drive, Fordham Drive, Bonneydale Road, Burlington Road, Susquehanna Drive and Timberlake Drive,just to name a few. Council Member Holcomb believes these types of cut- through roads are a concern in all Districts, as he has heard of similar complaints on Edwin Drive in District 3 and Lake Christopher Drive in District 7 and is working with the City Attorney to draft an Ordinance for a traffic calming study to find a solution for the neighborhoods affected by the nuisance and dangers of motorists speeding on residential roadways. Council Member Taylor advised the Affordable Housing Summit will be held tomorrow from 9:30 A.M. — 12:30 P.M, at the Central Library and asked Ruth Hill, Director — Housing and Neighborhood Preservation to provide additional details. Ms.Hill advised subject matter experts will speak on issues surrounding affordable housing in the City and Region.
