Mayor Robert M. Dyer called to order the FORMAL SESSION in the City Council Conference Room,
Tuesday, September 26, 2023, at 2:30 P.M
Council Members Present:

City Manager Duhaney advised Brent McKenzie, Assistant to the City Manager — Legislative Affairs
Director, would like a few minutes to provide the requirements to change the e City's Charter and request
the Body's direction going forward. Mayor Dyer welcomed Mr. McKenzie.
Mr.McKenzie expressed his appreciation to City Council for their continued support and advised pursuant
to the Code of Virginia, a request by the City`Council to the General Assembly to amend the City Charter
requires either a.public hearing or a referendum. Mr.McKenzie advised he anticipates the following three
(3)changes to the Charter;Implementing the 10-1 Election System, Change to the City Council process for
filling Council Member vacancies and adding a fifth member and an alternate member to the City's Board
of Equalization.
Mr.McKenzie advised if the Body would like to hold a Public Hearing, an advertisement is required to be
placed seven (7)days in advance. Mr. McKenzie requested the Body's direction.
By consensus, Mayor Dyer directed Mr. McKenzie to coordinate with staff to make'the appropriate
arrangements for_the Public Hearing.

- The Department of Education announced St. Gregory, the Great Catholic School as a 2023
National Blue Ribbon Award winner
- Advised she and Council Member Berlucchi attended last Sunday's service at the Global
Outreach Church, expressing it was very nice to see them recognizing Hispanic Heritage
Month by singing in Spanish
Advised the $150,000 allocated for District 4 will be used to create African American
heritage signs throughout the City and expressed her appreciation to Planning
Department staff, Kathy Warren -Director, Emily Archer—Project Coordinator and
Mike Anaya -Planner,for their help in designing the first one dedicated for Burton
Station. Council Member Ross-Hammond advised the signs will be built in sets of four -
(4) and will total fifteen (15),once completed
- Advised she and Council Member Rouse recently attended an event at the site for the Tri-
Campus-where the new school will be built to combine 4`h`and 5`h`grade students from Betty F.
Williams and 6`"grade students from Bayside Elementary Schools.
Council Member Berlucchi expressed his appreciation to Pastor Cunningham and the congregation for
being so welcoming. Council Member Berlucchi advised it was a fantastic experience to see how,different
countries are recognized each week and prayed for.

Vice Mayor Wilson advised she attended the groundbreaking event where Governor Youngkin announced
that Amazon will launch a new, state-of-the-art fulfillment center and delivery station in the City. Vice
Mayor Wilson advised it was a big event with Congresswoman Kiggans, Senator DeSteph,Delegate Knight
and six (6) Members of City Council there. Vice Mayor Wilson added, this is expected to bring
approximately 1,000 jobs to the City and is great for District 5.

CERTIFICATION OF CLOSED SESSION
VIRGINIA BEACH CITY COUNCIL
WHEREAS: The Virginia Beach City Council convened into CLOSED SESSION, pursuant to the
affirmative vote recorded in ITEM#74760 on Page 50 and in accordance with the provisions of The
Virginia Freedom of Information Act; and,
WHEREAS:Section 2.2-3712 of the Code of Virginia requires a certification by the governing body
that such Closed Session was conducted in conformity with Virginia law.
NOW, THEREFORE,BE IT RESOLVED:That the Virginia Beach City Council hereby certifies that,
to the best of each member's knowledge, (a) only public business matters lawfully exempted from Open
Meeting requirements by Virginia law were discussed in Closed Session to which this certification resolution
applies; and, (b) only such public business matters as were identified in the motion convening this Closed
