In accordance with the Virginia Beach City Code, Section 2-21, and by the authority vested in
me as Mayor of the City of Virginia Beach, I hereby call for a SPECIAL FORMAL SESSION
of the VIRGINIA BEACH CITY COUNCIL:

The purpose of this SPECIAL FORMAL SESSION is to conduct a PUBLIC HEARING
regarding the PROPOSED INCREASE IN TOTAL REAL PROPERTY TAX LEVIED
resulting from increases in annual assessments
If you wish to make comments during the meeting, please follow the two-step process provided
below:

NOTICE OF PROPOSED
REAL PROPERTY TAX INCREASE
Tax Increase Caused by Increase in Annual Assessment
The City of Virginia Beach proposes to increase property tax levies.
1. Assessment Increase: Total assessed value of real property, excluding
additional assessments due to new construction or improvements to
property,exceeds last year's total assessed value of real property by 6.77
percent.
2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate
which would levy the same amount of real estate tax as last year, when
multiplied by the new total assessed value of real estate with the
exclusions mentioned above, would be $0.9272 per $100 of assessed
value. This rate will be known as the"lowered tax rate."
3. Effective Rate Increase: The City of Virginia Beach proposes to adopt a
tax rate of$0.97 per$100 of assessed value. The difference between
the lowered tax rate and the proposed rate would be$0.04277 per$100,
or 4.61 percent. This difference will be known as the"effective tax rate
increase." Individual property taxes may, however, increase at a
percentage greater than or less than the above percentage. 46
4. Proposed Total Budget Increase: Based on the proposed real property tax
rate and changes in other revenues,the total budget of the City of Virginia
Beach will exceed last year's by 2.77 percent.
The City Council of Virginia Beach,Virginia at its special formal session on April
23, 2024 at 6:00 PM in the City Council Chamber in the City Hall Building
(Building #1), 2401 Courthouse Drive, Virginia Beach, Virginia 23456, will
conduct a public hearing on the adoption of an ordinance regarding the
effective rate increase. This hearing is open to the public, and all interested
citizens will have an opportunity to be heard.The public hearing will be held in-
person and virtually,and virtual participation shall be bythe method prescribed
below.
Individuals desiring to provide written comments may do so by contacting the
City Clerk's office at 385-4303. If you are physically disabled or visually
impaired and need assistance at this meeting, please call 385-4303;hearing
impaired,call TDD - 711.
If you wish to make comments virtually via WebEx(by computer,smart device,
or telephone) during the public hearing, please follow the two-step process
