ITEM: A Resolution Regarding the Membership of the Process Improvement Steering
Committee
MEETING DATE: May 7, 2024
■ Background: The City Council established the Process Improvement Steering
Committee ("Committee") in 2011 to study the operation of the City government and
recommend changes that improve processes, improve communications within the
various aspects of City government and between the City government and the people it
serves, and develop contingency plans to address a variety of situations that could
adversely affect our citizens. The Committee currently consists of eleven members, but
the members were not appointed for specified terms.
■ Considerations: The Final Report to City Council of the Citizens Committee on
Boards and Commissions, which the City Council adopted, recommends that the City
Council establish terms of office for boards, commissions, and other appointive agencies
that lack established terms of office. This resolution provides that new members of the
Process Improvement Steering Committee will be appointed to three-year terms (unless
appointed to fill an unexpired vacancy), and that the current eleven members of the
committee will be reappointed, with three appointed to an initial one-year term, four
appointed to an initial two-year term, and four appointed to a three-year term, with any
subsequent reappointments being for three-year terms.
The Old Beach Design Review Committee also lacks terms for members. The ordinance
to amend its membership must be reviewed by the Planning Commission prior to the City
Council's consideration of the ordinance.

Council agenda process.

ITEM: A Resolution to Add a Member to the Advertising Advisory Committee
MEETING DATE: May 7, 2024
■ Background: The Virginia Beach Advertising Advisory Committee was
established to enable citizens and organizations to provide input to the Convention and
Visitors Bureau regarding the City's tourism advertising and marketing initiatives. In
February of this year, the City Council adopted an ordinance to revise the membership of
the committee, which now has 13 voting members. Expanding the committee to include
an additional member would be beneficial to the committee and allow for the inclusion of
an additional voice and perspective on the committee.
■ Considerations: This resolution expands the voting membership of the
committee to 14 members. The additional member will be a resident of the City.
■ Public Information: Public information will be provided through the normal
Council agenda process.

ITEM: An Ordinance to Amend Section 10-1 of the City Code to Provide for the Location
of the Central Absentee Precinct for the June and November 2024 Elections
PUBLIC HEARING: April 16, 2024
MEETING DATE: May 7, 2024
■ Background: The Virginia Beach Electoral Board voted on March 26, 2024, to
keep the Central Absentee Precinct at Building 23 for the remainder of the year. Building
23 is located at 2473 North Landing Road, 23456.
The City Council has approved the purchase of a property that will be the future location
of the Office of the Voter Registrar. Provided the settlement of that transaction and
buildout follow the current schedule, there will be future legislation to move the Office of
the Voter Registrar and the Central Absentee Precinct to the new location.
■ Considerations: This location meets requirements of the Americans with
Disabilities Act. This change will become effective upon approval by the City Council and
the Attorney General's Office.
■ Public Information: As required by Section 24.2-306 of the Code of Virginia,
notice of this proposed change will be published in the newspaper once a week for two
consecutive weeks. An advertisement will be placed in the newspaper prior to any
elections this year.
■ Recommendations: Adopt the proposed change.

ITEM: A Resolution Adopting the Community of One: All In Plan to Address
Homelessness
MEETING DATE: May 7, 2024
■ Background: In October 2017, the City Council adopted the Community of One
strategic plan to address homelessness. The plan is the collective work of faith, City, and
nonprofit organizations, and it represents a shared vision to make homelessness rare,
brief, and nonrecurring in Virginia Beach. Housing & Neighborhood Preservation staff
have led a collaborative process with BEACH Community Partnership to update and
revise the plan. This process included engagement opportunities for stakeholders and
individuals with lived experience. The draft revised plan was distributed to the Council
and briefed on March 12, 2024. The BEACH Governing Board voted on April 23, 2024,
to recommend the plan to the Council for adoption.
The new plan, Community of One:All In, builds upon the progress and successes of the
previous plan toward addressing homelessness, and it outlines three broad goals and
multiple strategies for FY 25-30.
■ Considerations: It is important to have a strategic plan to guide the significant
efforts and resources being devoted to homelessness. In addition, a community-wide
strategic plan is required to continue receiving key federal and state funding.
■ Public Information: This item will be advertised as part of the regular Council
agenda process. Staff hosted a public meeting and provided a SpeakUp VB online survey
where the public could view and provide input on the goals and strategies for the updated
plan. In addition, the public had the opportunity to learn about the plan at the March 12
Council workshop meeting.

THIS AGREEMENT, made this day of Apri 1 , 2024, by
and between the CITY OF VIRGINIA BEACH, VIRGINIA, a municipal corporation of the
Commonwealth of Virginia, Grantor, "City", and JEFFREY R. KINGSLAND (a/k/a
JEFFERY R. KINGSLAND) and MICHELLE KINGSLAND, husband and wife, THEIR
HEIRS, ASSIGNS AND SUCCESSORS IN TITLE, collectively "Grantee", even though
more than one.
WITNESSETH:
WHEREAS, the Grantee is the owner of that certain lot, tract, or parcel of
land designated and described as Lot "36", as shown on that certain plat entitled:
"SUBDIVISION OF LAUREL COVE SECTION THREE LYNNHAVEN BOROUGH -
VIRGINIA BEACH, VIRGINIA," SCALE: 1" = 100', dated March, 1972 and revised
through June 7, 1972, prepared by Marsh and Basgier, which plat is recorded in the
Clerk's Office of the Circuit Court of the City of Virginia Beach, Virginia in Map Book 92,
at page 3, and being further designated, known, and described as 1286 S. Schooner
Lane, Virginia Beach, Virginia 23454;
WHEREAS, it is proposed by the Grantee to construct and maintain a 185'
timber pier, the "Temporary Encroachment", with a maximum encroachment of 26.1'
into a 25' City-owned drainage easement and with a maximum encroachment of 158.9'
into a 5' City-owned drainage and utility easement, in the City of Virginia Beach; and
GPINs: NO GPINS ASSIGNED (25' CITY-OWNED DRAINAGE EASEMENT
AND A 5' CITY-OWNED UTILITY AND DRAINAGE EASEMENT)
GPIN: 1498-86-7529 (1286 S. SCHOONER LANE)
WHEREAS, in constructing and maintaining the Temporary
Encroachment, it is necessary that the Grantee encroach into a 25' City-owned
drainage easement and into a 5' City-owned utility and drainage easement, collectively,
the "Encroachment Area", and
WHEREAS, the Grantee has requested that the City permit the Temporary
Encroachment within the Encroachment Area.
NOW, THEREFORE, for and in consideration of the premises and of the
benefits accruing or to accrue to the Grantee and for the further consideration of One
Dollar ($1.00), cash in hand paid to the City, receipt, and sufficiency of which are hereby
acknowledged, the City hereby grants to the Grantee permission to use the
Encroachment Area for the purpose of constructing and maintaining the Temporary
Encroachment.
It is expressly understood and agreed that the Temporary Encroachment
will be constructed and maintained in accordance with the laws of the Commonwealth of
Virginia and the City of Virginia Beach, and in accordance with the City's specifications
and approval and is more particularly described as follows, to wit:
A Temporary Encroachment into the Encroachment Area as
shown on that certain exhibit plat entitled: "EXHIBIT `A' —
ENCROACHMENT REQUEST FOR A PROPOSED
TIMBER PIER FOR: JEFFERY R. & MICHELLE
KINGSLAND 1286 S SCHOONER LANE SECTION 3, LOT
36, BLOCK K, LAUREL COVE, M.B. 92, PG. 3," Scale: 1" =
100', dated March 19, 2024, prepared by Stone Green
Consulting, LLC, a copy of which is attached hereto as
Exhibit "A" and to which reference is made for a more
particular description.
Providing however, nothing herein shall prohibit the City from immediately
removing, or ordering the Grantee to remove, all or any part of the Temporary

Encroachment from the Encroachment Area in the event of an emergency or public
necessity, and Grantee shall bear all costs and expenses of such removal.
It is further expressly understood and agreed that the City may enter upon
the Grantee's property for ingress and egress on an as needed basis in order to monitor
Grantee's compliance with the terms of this Agreement, for routine maintenance
activities upon public property adjacent to 1286 S. Schooner Lane, Virginia Beach,
Virginia 23454, or at any time upon an event of noncompliance with the terms of this
Agreement to enforce the terms of this Agreement, provided that City will provide at
least ten (10) days' notice of such entry to Grantee, except when there is a threat of
imminent harm, personal injury or property damage. City shall not unreasonably
interfere with Grantee's use and quiet enjoyment of the Property. Any access authorized
by this section shall be limited to the property with a street address of 1286 S. Schooner
Lane, Virginia Beach, Virginia 23454.
It is further expressly understood and agreed that the Grantee shall
indemnify, hold harmless, and defend the City, its agents and employees from any/all
potential impacts from the Lake Trant Spillway arising out of the construction, location or
existence of the Temporary Encroachment. The Lank Trant Spillway is located south
and upstream of the Property.
It is further expressly understood and agreed the Temporary
Encroachment crosses into a 25' City-owned drainage easement and a 5' City-owned
utilities and drainage easement, said Temporary Encroachment will not interfere the
City's ability to perform maintenance on any/all City easements.
It is further expressly understood and agreed that the Temporary
Encroachment herein authorized terminates upon notice by the City to the Grantee, and

that within thirty (30) days after the notice is given, the Temporary Encroachment must
be removed from the Encroachment Area by the Grantee; and that the Grantee will bear
all costs and expenses of such removal.
It is further expressly understood and agreed that the Grantee shall
indemnify, hold harmless, and defend the City, its agents and employees, from and
against all claims, damages, losses and expenses, including reasonable attorney's fees,
in case it shall be necessary to file or defend an action arising out of the construction,
location or existence of the Temporary Encroachment.
It is further expressly understood and agreed that nothing herein
contained shall be construed to enlarge the permission and authority to permit the
maintenance or construction of any encroachment other than that specified herein and
to the limited extent specified herein, nor to permit the maintenance and construction of
any encroachment by anyone other than the Grantee.
It is further expressly understood and agreed that the Grantee agrees to
maintain the Temporary Encroachment so as not to become unsightly or a hazard.
It is further expressly understood that any existing encroachments
referenced in the attached Exhibit or in this Agreement are the ongoing maintenance
obligation of the Grantee and the City disclaims any ownership interest or maintenance
obligation of such encroachments.
It is further expressly understood and agreed that the Grantee must obtain
and keep in effect liability insurance with the City as a named insured in an amount not
less than $500,000.00, per person injured and property damage per incident, combined.
The company providing the insurance must be registered and licensed to provide
insurance in the Commonwealth of Virginia. The Grantee will provide endorsements

providing at least thirty (30) days written notice to the City prior to the cancellation or
termination of, or material change to, any of the insurance policies. The Grantee
assumes all responsibilities and liabilities, vested or contingent, with relation to the
construction, location, and/or existence of the Temporary Encroachment.
It is further expressly understood and agreed that the Temporary
Encroachment must conform to the minimum setback requirements, as established by
the City.
It is further expressly understood and agreed that the City, upon
revocation of such authority and permission so granted, may remove the Temporary
Encroachment and charge the cost thereof to the Grantee, and collect the cost in any
manner provided by law for the collection of local or state taxes; may require the
Grantee to remove the Temporary Encroachment; and pending such removal, the City
may charge the Grantee for the use of the Encroachment Area, the equivalent of what
would be the real property tax upon the land so occupied if it were owned by the
Grantee; and if such removal shall not be made within the time ordered hereinabove by
this Agreement, the City may impose a penalty in the sum of One Hundred Dollars
($100.00) per day for each and every day that the Temporary Encroachment is allowed
to continue thereafter, and may collect such compensation and penalties in any manner
provided by law for the collection of local or state taxes.
IN WITNESS WHEREOF, JEFFREY R. KINGSLAND and MICHELLE
KINGSLAND (a/k/a JEFFERY R. KINGSLAND), husband and wife, the said Grantees,
have caused this Agreement to be executed by their signatures. Further, that the City of
Virginia Beach has caused this Agreement to be executed in its name and on its behalf
by its City Manager and its seal be hereunto affixed and attested by its City Clerk.

ITEM: An Ordinance to authorize Temporary Encroachments into a City-owned

a Background:
Justin John Francis Canzoniero and Rayna Kathleen Canzoniero (the
"Applicants") request permission to construct and maintain a timber bulkhead, a
timber fixed pier, a gangway and a floating pier, and to maintain an existing
timber bulkhead (collectively, the "Temporary Encroachment") into a City-owned
maintenance easement and a City-owned impoundment easement, (collectively,
the "Encroachment Area"), located at the rear of 1717 Chestwood Drive (GPIN:
1495-70-3328).
• Considerations:
City staff reviewed the Temporary Encroachment and have recommended
approval of same, subject to certain conditions outlined in the Agreement.
There are similar encroachments in the City-owned easements, which is where
the Applicant has requested to encroach.

Public notice will be provided via the normal City Council agenda process.

Deny the Temporary Encroachment or add conditions as desired by Council.

11 WHEREAS, Justin John Francis Canzoniero and Rayna Kathleen Canzoniero
12 (the "Applicants") request permission to construct and maintain a 8"x 77' timber bulkhead,
13 a 16' x 15' timber fixed pier, a 12' x 3' gangway, and a 10' x 16' floating pier, and to
14 maintain an existing 77' timber bulkhead, (collectively, the"Temporary Encroachment") into
15 a 15' City-owned maintenance easement and a City-owned variable width impoundment
16 easement(collectively, the "Encroachment Area")"), located at the rear of 1717 Chestwood
17 Drive (GPIN: 1495-70-3328); and

19 WHEREAS, City Council is authorized pursuant to §§ 15.2-2009 and 15.2-
20 2107, Code of Virginia, 1950, as amended, to authorize temporary encroachments upon
21 City-owned easements subject to such terms and conditions as Council may prescribe.

23 NOW, THEREFORE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
24 VIRGINIA BEACH, VIRGINIA:

26 That pursuant to the authority and to the extent thereof contained in §§ 15.2-
27 2009 and 15.2-2107, Code of Virginia, 1950, as amended, the Applicants, their heirs,
28 assigns and successors in title are authorized to maintain the Temporary Encroachment
29 within the City-owned easements as shown on the map entitled: "EXHIBIT `A' —
30 ENCROACHMENT REQUEST FOR AN EXISITING CONCRETE PATIO, TIMBER PIER,
31 TIMBER BULKHEAD AND A PROPOSED TIMBER PIER, FLOATING TIMBER PIER WITH
32 A GANGWAY AND A TIMBER BULKHEAD FOR: RAYNA K. & JUSTIN J. F.

39 BE IT FURTHER ORDAINED, that the Temporary Encroachment is expressly
40 subject to those terms, conditions and criteria contained in the agreement between the City
41 of Virginia Beach and the Applicants (the "Agreement"), an unexecuted copy of which has
42 been presented to the Council in its agenda, and will be recorded among the records of the
43 Clerk's Office of the Circuit Court of the City of Virginia Beach; and

45 BE IT FURTHER ORDAINED, that the City Manager or his authorized
46 designee is hereby authorized to execute the Agreement; and

48 BE IT FURTHER ORDAINED, that this Ordinance shall not be in effect until
49 such time as the Applicants and the City Manager or his authorized designee execute the
50 Agreement.

Commonwealth of Virginia, Grantor, "City", and RAYNA KATHLEEN CANZONIERO
and JUSTIN JOHN FRANCIS CANZONIERO, wife and husband, THEIR HEIRS,
ASSIGNS AND SUCCESSORS IN TITLE, collectively "Grantee", even though more
than one.
WITNESSETH:
WHEREAS, the Grantee is the owner of that certain lot, tract, or parcel of
land designated and described as Lot "175" as shown on that certain plat entitled:
"SUBDIVISION OF HOLLAND PINES SECTION FIVE PRINCESS ANNE BOROUGH —
VIRGINIA BEACH, VIRGINIA," Scale: 1" = 50', dated November 9, 1993, prepared by
Miller - Stephenson & Associates, P.C., which plat is recorded in the Clerk's Office of
the Circuit Court of the City of Virginia Beach, Virginia in Map Book 233, at page 64,
and being further designated, known, and described as 1717 Chestwood Drive, Virginia
Beach, Virginia 23453;
WHEREAS, it is proposed by the Grantee to construct and maintain a 8" x
77' timber bulkhead, a 16' x 15' timber fixed pier, a 12' x 3' gangway, and a 10' x 16'
floating pier, and to maintain an existing 77' timber bulkhead, collectively, the
"Temporary Encroachment", in the City of Virginia Beach; and

VARIABLE WIDTH CITY-OWNED IMPOUNDMENT EASEMENT (NO GPIN
ASSIGNED)

WHEREAS, in constructing and maintaining the Temporary
Encroachment, it is necessary that the Grantee encroach into a 15' City-owned
maintenance easement and a City-owned variable width impoundment easement,
collectively, the "Encroachment Area"; and
WHEREAS, the Grantee has requested that the City permit the Temporary
Encroachment within the Encroachment Area.
NOW, THEREFORE, for and in consideration of the premises and of the
benefits accruing or to accrue to the Grantee and for the further consideration of One
Dollar ($1.00), cash in hand paid to the City, receipt and sufficiency of which are hereby
acknowledged, the City hereby grants to the Grantee permission to use the
Encroachment Area for the purpose of constructing and maintaining the Temporary
Encroachment.
It is expressly understood and agreed that the Temporary Encroachment
will be constructed and maintained in accordance with the laws of the Commonwealth of
Virginia and the City of Virginia Beach, and in accordance with the City's specifications
and approval and is more particularly described as follows, to wit:

shown on that certain exhibit plat entitled: "EXHIBIT 'A' —
ENCROACHMENT REQUEST FOR AN EXISTING

PIER WITH A GANGWAY AND A TIMBER BULKHEAD

LLC, and a copy of which is attached hereto as Exhibit "A"
and to which reference is made for a more particular
description.

Providing however, nothing herein shall prohibit the City from immediately
removing, or ordering the Grantee to remove, all or any part of the Temporary
Encroachment from the Encroachment Area in the event of an emergency or public
necessity, and Grantee shall bear all costs and expenses of such removal.
It is further expressly understood and agreed that the Temporary
Encroachment herein authorized terminates upon notice by the City to the Grantee, and
that within thirty (30) days after the notice is given, the Temporary Encroachment must
be removed from the Encroachment Area by the Grantee; and that the Grantee will bear
all costs and expenses of such removal.
It is further expressly understood and agreed that the Grantee shall
indemnify, hold harmless, and defend the City, its agents and employees, from and
against all claims, damages, losses and expenses, including reasonable attorney's fees,
in case it shall be necessary to file or defend an action arising out of the construction,
location or existence of the Temporary Encroachment.
It is further expressly understood and agreed that nothing herein
contained shall be construed to enlarge the permission and authority to permit the
maintenance or construction of any encroachment other than that specified herein and
to the limited extent specified herein, nor to permit the maintenance and construction of
any encroachment by anyone other than the Grantee.
It is further expressly understood and agreed that the Grantee agrees to
maintain the Temporary Encroachment so as not to become unsightly or a hazard.
It is further expressly understood that any existing encroachments
referenced in the attached Exhibit or in this Agreement are the ongoing maintenance

obligation of the Grantee and the City disclaims any ownership interest or maintenance
obligation of such encroachments.
It is further expressly understood and agreed that the Temporary
Encroachment must conform to the minimum setback requirements, as established by
the City.
It is further expressly understood and agreed that the Grantee must obtain
and keep in effect liability insurance with the City as a named insured in an amount not
less than $500,000.00, per person injured and property damage per incident, combined.
The company providing the insurance must be registered and licensed to provide
insurance in the Commonwealth of Virginia. The Grantee will provide endorsements
providing at least thirty (30) days written notice to the City prior to the cancellation or
termination of, or material change to, any of the insurance policies. The Grantee
assumes all responsibilities and liabilities, vested or contingent, with relation to the
construction, location, and/or existence of the Temporary Encroachment.
It is further expressly understood and agreed that the City, upon
revocation of such authority and permission so granted, may remove the Temporary
Encroachment and charge the cost thereof to the Grantee, and collect the cost in any
manner provided by law for the collection of local or state taxes; may require the
Grantee to remove the Temporary Encroachment; and pending such removal, the City
may charge the Grantee for the use of the Encroachment Area, the equivalent of what
would be the real property tax upon the land so occupied if it were owned by the
Grantee; and if such removal shall not be made within the time ordered hereinabove by
this Agreement, the City may impose a penalty in the sum of One Hundred Dollars
($100.00) per day for each and every day that the Temporary Encroachment is allowed

to continue thereafter, and may collect such compensation and penalties in any manner
provided by law for the collection of local or state taxes.
IN WITNESS WHEREOF, JUSTIN JOHN FRANCIS CANZONIERO AND
RAYNA KATHLEEN CANZONIERO, the said Grantee, have caused this Agreement to
be executed by their signatures. Further, that the City of Virginia Beach has caused this
Agreement to be executed in its name and on its behalf by its City Manager and its seal
be hereunto affixed and attested by its City Clerk.

Operations Bomb Unit
MEETING DATE: May 7, 2024
■ Background: The Virginia Department of Emergency Management has
awarded the Police Department pass-through (sub-awardee) funds from the U.S.
Department of Homeland Security. These funds are part of the 2023 State Homeland
Security Grant Program. The purpose of this program is to assist state and local efforts
to prevent, prepare for, protect against, and respond to acts of terrorism.
Funding awarded to the Police Department is for three pieces of equipment that will be
used by the Police Special Operations Bomb Unit (the "Bomb Unit"). This equipment
includes one Standoff Spectrometer, six Rad Eye Radiation PPE units for each member
of the bomb squad, and one POLR-1 ("Presence of Life Radar"). These pieces of
equipment are crucial components to the Bomb Unit's mission. These are flexible tools
that can be used in different situations and conditions.
■ Considerations: This grant provides $170,600 of funding, and there is no local
match requirement for this grant. All funds must be spent by June 30, 2025. The
ordinance provides the City makes no commitment as to the replacement of the
equipment.

Community Corrections & Pretrial Services Act FY2024 Grant (the "FY2024 Grant") in the
amount of $30,000. This is one-time funding to supplement the other funds provided by
the FY2024 Grant. The project period ends on June 30, 2024.
■ Considerations: Since the adoption of the City's FY 2023-2024 Operating Budget,
the total has increased by $30,000 with the new one-time funding.
The Virginia Department of Criminal Justice Services (DCJS) awarded the additional
$30,000 to cover expenditures for the purchase of equipment, supplies, training materials,
specific projects, treatment group material, or resources to aid in success planning. The
attached ordinance accepts and appropriates $30,000 in revenue from DCJS. There is
no required local match for this supplemental award.

MEETING DATE: May 7, 2024
■ Background: The Department of Parks and Recreation's Youth Opportunity
Office (YOO) leads the eight-week Summer Youth Employment Program (SYEP). The
SYEP has been providing summer employment opportunities for young people since
2011 . From the inception of the SYEP, the YOO has included financial empowerment
programming for SYEP participants.
The YOO has completed the Summer Jobs Connect-Expansion Cohort — Part I and Part
II. The two-part program provides technical assistance, a site visit from Cities for Financial
Empowerment (CFE) Staff, and participation in the CFE Fund's National Learning
Community. As part of this program, the YOO developed a robust plan for effective
banking integration into the SYEP, drawing on best practices and lessons learned from
experienced CFE cities.
■ Considerations: The Department was recently notified that the CFE will provide
an additional $10,000 to the YOO. This funding will allow the YOO to continue providing
banking access and financial empowerment training to participants in the SYEP through
August 7, 2024.

variety of programs. Community Mental Health Services Block Grant funds and
Substance Abuse Prevention and Treatment Block Grant funds are utilized by Community
Services Boards in Virginia (including the Department of Human Services) to deliver
services to vulnerable populations through programs. This award is to continue support
for the Community Service Board by providing a 10% increase in the FY 2024 ongoing
block grant allocation.
■ Considerations: This is supplemental funding of $1,665 in support personnel
expenses in the Substance Use programs. There is no required local match for these
funds.

MEETING DATE: May 7, 2024
■ Background: A primary election for both the Democratic Party and Republican
Party has been ordered for June 18, 2024. These primaries are for the United States
Senate and the House of Representatives. State law requires the City to pay the costs
of primary elections. The operating budget for the Office of the Voter Registrar does not
include funding for a primary election, so a transfer of funds is necessary to fund the
primary elections. The source for this transfer is a transfer from the Voter Registrar
lease accounts ($30,000), the remaining funding available in the General Fund Reserve
for Contingencies, and vacancy savings in the General Fund.
■ Considerations: The total cost for the election is estimated to be $780,485. If
approved, the balance of the General Fund Reserve for Contingencies will be $0. The
current balance is $353,516. If approved, this appropriation may need to be carried
forward into FY 2024-25 due to the timing of the election and the timing of payment of
invoices.
