Taylor Franklin •Architect: Cox, Kliewer & Company, Herb Shartle •Engineer: Timmons Group, John Zaszewski •Legal: Troutman Pepper Hamilton Sanders, LLP, Rob Beaman •Financing: Towne Bank DISCLOSURES LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 2 •Project Background •Conceptual Layout and Elevations •Laskin Road/Winwood Intersection •Cost Participation Proposal and Possible Future Ordinance for City Council Consideration •Discussion LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 3 PRESENTATION OVERVIEW •Former Virginia Beach City Public Schools (VBCPS) Laskin Road Annex Administration Facility •Located in Hilltop SGA, designated for high- quality mixed-use, retail and office •Total Site Size - 12.41 +/- Acres zoned Conditional B4 LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 4 BACKGROUND 1413 Laskin Road Property •VBCPS solicited an RFP for redevelopment in June 2021 •Seven proposals received; four teams interviewed •TFJG’s Canopy Project unanimously recommended by VBCPS/City review panel •School Board approved sale on April 26, 2022 for $7M •City Council approved School Board’s sale and retention of funds May 3, 2022 •Conditional rezoning from A-12 to Conditional B-4 for development of mixed retail, office and up to 132 apartment units approved by City Council on September 6, 2022 •1st Site Plan submission to DSC August 24, 2023 •Demolition of School completed in August of 2023 •Total Development Cost anticipated: $82M (Anticipated $450,000 RE Taxes Annually) LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 5 BACKGROUND The Canopy Project THE CANOPY CONCEPTUAL ELEVATION 6 THE CANOPY CONCEPTUAL ELEVATION 7 8 •132 Multifamily Units •50,000 SF Office •9600 SF Commercial CONCEPTUAL SITE PLAN PRESENTATION NAME 9 FOR CONSIDERATION •Consider cost participation for the traffic signal with a Not to Exceed of $1M to improve pedestrian safety at the Winwood Drive/Laskin Road intersection 10 COST PARTICIPATION PROPOSAL •During the site plan process, the Developer asked if the City would consider cost participating with the addition of a traffic signal at Laskin Road and Winwood Drive •The Traffic Signal will provide improved pedestrian connectivity and safety from the shared-use path on the North side of Laskin Road to the public open space amenities located at the Canopy property •Intersection provides access to Linlier Neighborhood to the North and Chanticleer Apartments to the South •Laskin Road is under construction and will have six travel lanes in this area when the project is complete •In the future, the restaurant development of the outparcel warrants a traffic signal •Hilltop SGA Plan recommends major street improvements that support urban, walkable environments that are positioned to service growth LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 11 COST PARTICIPATION PROPOSAL FOR CONSIDERATION •City cost participates for an amount Not to Exceed $1M for a traffic signal at Winwood Drive and Laskin Road to improve pedestrian and vehicular safety at this intersection •At City Council’s direction, an ordinance can be placed on the agenda and considered for this cost participation in June, 2024 LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 12 DISCUSSION LASKIN ROAD TRAFFIC SIGNAL – THE CANOPY PROJECT 13
