BACKGROUND
1413 Laskin Road Property
•VBCPS solicited an RFP for redevelopment in June 2021
•Seven proposals received; four teams interviewed
•TFJG’s Canopy Project unanimously recommended by
VBCPS/City review panel
•School Board approved sale on April 26, 2022 for $7M
•City Council approved School Board’s sale and retention of
funds May 3, 2022
•Conditional rezoning from A-12 to Conditional B-4 for
development of mixed retail, office and up to 132 apartment
units approved by City Council on September 6, 2022
•1st Site Plan submission to DSC August 24, 2023
•Demolition of School completed in August of 2023
•Total Development Cost anticipated: $82M (Anticipated
$450,000 RE Taxes Annually)

FOR CONSIDERATION
•Consider cost participation for the traffic signal with a Not to Exceed of $1M to
improve pedestrian safety at the Winwood Drive/Laskin Road intersection

COST PARTICIPATION PROPOSAL
•During the site plan process, the Developer asked if the City would consider cost
participating with the addition of a traffic signal at Laskin Road and Winwood Drive
•The Traffic Signal will provide improved pedestrian connectivity and safety from the
shared-use path on the North side of Laskin Road to the public open space amenities
located at the Canopy property
•Intersection provides access to Linlier Neighborhood to the North and Chanticleer
Apartments to the South
•Laskin Road is under construction and will have six travel lanes in this area when the
project is complete
•In the future, the restaurant development of the outparcel warrants a traffic signal
•Hilltop SGA Plan recommends major street improvements that support urban, walkable
environments that are positioned to service growth
