Dyer called to order the CITY COUNCIL FORMAL SESSION in the City Council Conference Room, City Hall, on Tuesday, May 28, 2024, at 2:00 P.M. Council Members Present: Michael F. Berlucchi, Mayor Robert M. Dyer, Barbara M. Henley,David Hutcheson, Robert W "Worth"Remick, Dr. Amelia N. Ross-Hammond, Jennifer Rouse,Joashua F. "Joash"Schulman, Chris Taylor, Vice Mayor Rosemary Wilson and Sabrina D. Wooten Council Members Absent: None 2 ADD ON MOUNT IRA SHMORE SHOOTING UPDATE 2:01 P.M. City Manager Duhaney advised Chief Neudigate would like to provide the next steps and answer any questions the Body may have concerning the tragic loss of life and a wounding that occurred outside the carnival footprint over the weekend near Mt. Trashmore. Chief Neudigate expressed the Police Departments condolences to the victims and their families. Chief " Neudigate advised the shooting on May 25t1i resulted in a fatality of a 15 year old female and critical wounding of an 18 year old male who has been downgraded from critical to serious condition and remains in the ICU. Chief Neudigate advised detectives have been working around the clock to investigate what was originally believed started as a fight within the carnival and now believes this shooting is a separate and isolated incident outside of the carnival. Chief Neudigate advised the investigation has been very difficult as Police Officers have been continually lied to by the individuals who were there, making bringing justice to the victims'families challenging. Chief Neudigate advised this case remains the utmost priority and asked the viewing public to please bring forward any information they have, no matter how trivial it may seem. If anyone may have captured any footage on their cell phone, it can be uploaded on the Police Department's website to the digital evidence platform and investigated. Chief Neudigate emphasized a lot ofpeople were in the area and believes someone has information that would help solve the case. Chief Neudigate advised he would like to briefly discuss the status of violent crime in the City and distributed the Weekly Analysis for VBPD Engagement& Strategies (WAVES), Shooting Victims: Year to Date Comparison and a list of Youth Services Unit Initiatives, attached hereto and made a part of the record. Brenman expressed her appreciation ti City Councilforcontinued iii Convention & Visitors Bureau Here is 2024 90-Day Festival Task Force Julie Brenman, Fountainworks Michael Mauch, Chair May 28, 2024 i summary ofthe Resolutionii 90 /a iForce: Resolution Direction The Task Force consisted of 16 voting members including a member designated by each member of the City Council,as well as a representative of the following entities: • The Resort Advisory Commission, • The Arts and Humanities Commission, • The Minority Business Council, • The Central Business District Association, • The Virginia Beach Hotel Association, • The Virginia Beach Restaurant Association. The City Manager and City Attorney provided staff support to the Task Force which included a facilitator, a representative of the Convention and Visitors Bureau, a representative of Parks and Recreation, a representative of Emergency Management, and a representative from Budget and Management Services. The Task Force was charged with proposing revisions to the current Oceanfront Parks Policy and developing a festival funding criteria and process. The 90 Day Festival Task Force met for their first meeting on Thursday,February 15,2024. The 16 members appointed to the Task Force represented a broad and diverse group of Virginia Beach residents,business owners,and event producers. Recommending Guiding Principals #3 Festivals and events that receive in-kind or financial City support need to produce a return on investment (ROI) to Virginia Beach residents. Even if the City does not currently charge for the services, it is important to recognize their value to event producers and cost to taxpayers. May : 2024 11 CITY COUNCIPS BRIEFINGS 90 D. Y FESTIVAL TASK FORCE ,D Community Events Process for Funding Community Events: 1.CVB staff conducts an initial vetting to determine if an event is a Community Event or a Tourism Event based on verifiable criteria. The event must generate a minimum of 1,000 verifiable hotel room nights during the event to be considered a Tourism Event. 2.If a Community Event would like to request cash assistance from the City, a newly formed Community Events Committee will review qualifications and determine funding subject to the event coinciding with the City's marketing objectives. In-kind services from the City will be considered as part of the total package.(See recommendations regarding the new Committee below). Community Events Process for Funding Community Events(continued): 3. Evaluation criteria ,by priority,for financial or in-kind request for Community Events: a. Community ROI:Events that appeal to diverse audiences and provide a community benefit.Community ROI also supports community vibrancy, well-being,inclusion, belonging,and connectedness.This is the highest priority criteria for Community Events. b. Image of Virginia Beach ROI:Positive media impressions for Virginia Beach(local, regional,national marketing) c. We recommend the City create a new Community Events Committee(modeled after the City's Arts&Humanities Commission) a) The committee will comprise of 7-11 members,including pertinent business association representatives,community representatives,and representatives from the hotel and restaurant associations. b) The committee will review funding requests for Community Events three times per year. c) The committee will establish parameters for receipt of funds and/or in-kind services from the City. d) The City will set aside funding from the General Fund annually for Community Events for the committee to allocate. e) The City needs to provide staff(estimated at 3 FTEs)to support the work of the committee and administer funding. Motion Direction For Newly Formed Community Event Funding Committee f) The committee will use the ROI criteria noted above,as well as emphasize funding for events that: i. Are appealing to diverse audiences and fill a unique or unmet need; ii. Have the ability to grow into Tourism Events;and iii. Promote collaborations or partnerships to support newer producers in gaining experience. g) The committee will make recommendations for Community Events that can be held at the Oceanfront during the non-resort season. h) The committee will ensure accountability by reviewing documentation of spending and impact after awards are given. CVB staff conducts an initial vetting to determine if an event is a Community Event or a Tourism Event based on verifiable criteria. The event must generate a minimum of 1,000 verifiable hotel room nights during the event to be considered a Tourism Event. 2. The CVB Staff will recruit and vet requests for events that promote tourism. Certain large Tourism Events receive incentives. 3. City Council will need to review and approve financial support after the staff brings the proposal to them for consideration. Festival Funding Criteria and Process 4. The Resort Investment Committee(RIC)and Resort Advisory Committee(RAC) are designated by Ordinance to review Tourism Investment Program)TIP expenditures;Any TIP fund expenditures for event must be reviewed by RIC and RAC. May 28, 2024 50 CITY COUNCIL DISCUSSIONIINITLITIVES/COMMENTS ITEM#75729 (Continued) Council Member Henley advised she requested staff provide information on budget transfers and advised she missed seeing the change during last year's budget process when the amount the City Manager could transfer without the Body's approval increased to $250,000. Council Member Henley advised for twenty (20) years the financial strategy enabled the City Manager to make transfers between $25,000 and $100,000 and expressed concern that the Body did not have a discussion regarding this increased amount. Council Member Henley advised City Council receives monthly transfers reports but when she requested all of the reports over the past year to look at the trends, she found there was a total of$3-Million transferred between Capital Improvement Projects (CIP) and the Operating Budget during the month of April. Council Member Henley understands inflation has been a factor in increased costs but is concerned how these transfers may impact the budget. Council Member Henley suggested the Body look at this to see if this is the right direction the Body wants to take. Council Member Remick advised the Body receives financial updates which covers sales taxes, real estate taxes, personal property taxes and other revenues and asked if that is related to the transfers Council Member Henley discussed and requested to know how the City is tracking on forecasted revenues. City Manager Duhaney advised the Body receives a monthly financial report and he can also add a quarterly briefing to the Agenda if the Body would like the additional briefing. Council Member Henley advised the Body used to receive briefings related to budget impact information but has stopped and believes the Body needs to be aware of all of this. Council Member Henley advised as the Personal Property Tax and Real Estate Tax rates increase, it affects affordable housing and believes with the increase in inflation and assessments there should not be a need to change the tax rate. City Manager Duhaney advised he will add a quarterly financial update to the Agenda. Council Member Remick advised it is a pilot program that is contracted until the end of June and requested the Body's support to extend the program to the end of the tourist season. Council Member Ross-Hammond advised she spoke with the President of Hampton Roads Transit (HRT) regarding the Freebie Program and was informed the City is approved for a second micro-transit grant, however, it will not be available until late August and is hopeful the Body will support extending the Freebie Program contract. Council Member Schulman advised his new Legislative Aide is Grace Harriman, who currently attends VWU, and will start in June. May 28, 2024 53 CITY COUNCIL DISCUSSION/INITL4TIVES/COMMENTS ITEM#75 732 (Continued) Council Member Taylor advised he has received concerns from residents regarding the increase in the Real Estate Tax Rate and requested the City Assessor provide a briefing to help explain how commercial office buildings and hotels are valued. Council Member Taylor advised some homeowners have asked why Real Estate Tax Rates increased if tourism is up and why the commercial Real Estate Tax base only contributes 16%when there are so many hotels at the Ocean Front and Town Center. Mayor Dyer advised he has spoken to many other Mayors around the country, and this is not a unique situation. On a recent trip to Tampa,Florida, he learned there were 90,000 young adults who moved there with increasing prices on real estate, including rental properties. May 28, 2024 54 CITY COUNCIL DISCUSSIONANITL4TIVES/COMMENTS ITEM#75 733 (Continued) Vice Mayor Wilson expressed her appreciation to the Constituent Services and what an amazing job both, Jonathan Torres and RJ Mattes, from the City Manager's Office, do to help the Body answer citizen requests with a "can do" attitude. Vice Mayor Wilson advised there was a gentleman from the Croatan area who asked about having benches placed near the steps going towards the beach. Vice Mayor Wilson advised she forwarded his message to Mr. Mattes who worked with Parks and Recreation to have a bench installed at no costs since there was one in stock and made the gentleman very happy. City Manager Duhaney advised this was a request from the recent resident survey to have more engagement of this kind and was a proposal supported by the Body that has been tremendously helpful. This allows requests to come into one office and sent to the appropriate department, rather than several departments trying to respond to requests, helping to process and track requests efficiently while ensuring future requests are treated with consistency. S. Colored Troops left Hopewell and sailed to Galveston, Texas to inform those enslaved of their freedom and absolute equality. - She is working with the Hampton Roads Chamber of Commerce on an initiative to promote regionalism with the development of the Hampton Roads Heritage Guidebook that will include African American sites and trails, so far there are eleven (11) cities in support and funding for it was approved by the General Assembly.
