today and asked Council Member Hutcheson to provide comments.
Council Member Hutcheson advised there was a discussion concerning the need for programs and
assistance for older adults who are suffering with HIV and possible avenues for the LGBTQ Life Center to
assist.

Council Member Henley expressed her concern that the 90-Day Festival Task Force provided a report with
recommendations, but the Body has not taken any action on adopting or changing them and has not
established the group that will review special events. The report recommends funding for tourist events
should come from the Tourism Investment Program(TIP)Fund, but it is unclear what fund will be used for
community events. Council Member Henley asked if community events would be considered cultural events
and paid for through the Arts and Culture dedicated fund? Council Member Henley expressed her
appreciation for the compilation of the FY 2023-24 Regional Grant Reports recently provided to the Body
and asked that staff go through the listing and provide the amount of money each applicant was awarded
through the Community Organization Grant Review and Allocation Committee (COG). Council Member
Henley advised the Body approved funding for COG in the current budget and would like to know if grants
will continue to be processed through COG or through a new process. Council Member Henley believes
there is spillover between the different funding sources and processes and is critical for the Body to address
this as soon as possible to avoid conflicts.
City Manager Duhaney advised the Body will receive a presentation on July Yh.

Council Member Schulman advised last weekend he and Mayor Dyer attended the unveiling of a historical
highway marker designation on Shore Drive in front of Baylake United Methodist Church. The highway
marker commemorates the expedition from that site to the Albemarle region, which later became North
Carolina, and spearheaded the colonization of the first English settlement. Council Member Schulman
congratulated Mark Reed,Historic Preservation Planner and the Historic Preservation Commission(HPC)
on their work as well as recently having Chic's Beach added to the Virginia Landmarks registry and can
now be considered for inclusion on the National registry of historical places.
Vice Mayor Wilson advised the HPC has a small amount of funding they can use to provide grants for
research and has led to wonderful work like these special historical markers.

RESOL UTION
CERTIFICATION OF CLOSED SESSION
VIRGINM BEACH CITY COUNCIL
WHEREAS: The Virginia Beach City Council convened into CLOSED SESSION,pursuant to the
affirmative vote recorded in ITEM#75885 on Page 60 and in accordance with the provisions of The
Virginia Freedom of Information Act;and,
WHEREAS:Section 2.2-3712 of the Code of Virginia requires a certification by the governing body
that such Closed Session was conducted in conformity with Virginia law.
NOW, THEREFORE,BE IT RESOLVED: That the Virginia Beach City Council hereby certifies
that, to the best of each member's knowledge, (a)only public business matters lawfully exempted from Open
Meeting requirements by Virginia law were discussed in Closed Session to which this certification resolution
applies; and, (b) only such public business matters as were identified in the motion convening this Closed
Session were heard, discussed or considered by Virginia Beach City Council.
