Staff Recommends Approval Planning Commission voted 9 to 0 to recommend Approval 6 ITEM 2 – CITY OF VIRGINIA BEACH (SLIDE 2 OF 4) •Amendment would alter the RT-1 Use Table to allow an eating and drinking establishment as a by-right principal use. •Currently, eating and drinking establishments require a Conditional Use Permit and have the following requirements: •(i) alcoholic beverages are served; and •(ii) the establishment excludes persons on the basis of age during any part of the day CITY OF VIRGINIA BEACH | 7 ITEM 2 – CITY OF VIRGINIA BEACH (SLIDE 3 OF 4) •RT-1 Resort Tourist District intended as a high-density hotel district adjacent to the boardwalk/oceanfront •Currently, 5 parcels zoned RT-1 •Southern portion of Resort Area •3 properties along Winston Salem •2 directly south of Rudee Loop (city-owned) CITY OF VIRGINIA BEACH | 8 ITEM 2 – CITY OF VIRGINIA BEACH (SLIDE 4 OF 4) •Complements vision of the Resort Strategic Growth Area (Marina District) •Supported by PDRC and Restaurant Association •No known opposition CITY OF VIRGINIA BEACH | 9 An Ordinance to adopt and incorporate into the Virginia Beach Comprehensive Plan, 2016, the Urban Forest Management Plan, 2023, which will supersede the Urban Forest Management Plan, 2014 CITY OF VIRGINIA BEACH | 10 ITEM 3 – CITY OF VIRGINIA BEACH (SLIDE 1 OF 2) Staff Recommends Approval Planning Commission voted 7 to 1 to recommend Approval Urban Forest Management Plan Update 2023 •Comprehensive strategy aimed at preserving, expanding and diversifying the city’s urban forest •Although the city lost 1.34% of the Urban Tree Canopy (UTC) between 2012 and 2018, the plan maintains the goal of achieving 45% UTC by 2045 •Outlines steps that include tracking, education, management, and collaboration •Internal and external stakeholders were part of the plan creation, and public engagement was completed through in-person meetings and an online survey •Deferred at the October 15th City Council hearing CITY OF VIRGINIA BEACH | 11 ITEM 3 – CITY OF VIRGINIA BEACH (SLIDE 2 OF 2) SUMMARY – November 19th (Slide 1 of 1) 2 Planning Items Scheduled for City Council’s Consideration 1.Catholic Diocese of Richmond •Conditional Use Permit (Cemetery) •Recommended for Approval by Planning Commission & Staff 2.City of Virginia Beach •Code Amendment •Recommended for Approval by Planning Commission & Staff 12 ITEM 1 – CATHOLIC DIOCESE OF RICHMOND (Slide 1 of 4) City Council: District 2 (Henley) Location: Parcel on Indian River Road, directly east of 3168 Indian River Road CONDITIONAL USE PERMIT (Cemetery) Staff Recommends Approval Planning Commission voted 8 to 0 to recommend Approval 13 ITEM 1 – CATHOLIC DIOCESE OF RICHMOND (Slide 2 of 4) •Request for Conditional Use Permit to develop and operate a Cemetery with Columbarium, Cremation Gardens, and Mausolea •Applicant engaging in land swap with City of Virginia Beach for a portion of the property •Acquiring approximately 16 acres of 186- acre parcel •Proposed right-of-way reservation for future Indian River Road realignment CATHOLIC DIOCESE OF RICHMOND | 14 ITEM 1 – CATHOLIC DIOCESE OF RICHMOND (Slide 3 of 4) •Proposed entrance opposite Bridlepath Lane •BMP proposed along Indian River Road •Significant landscaping proposed throughout the site •Located in Interfacility Traffic Area and 70-75 dB AICUZ noise zone CATHOLIC DIOCESE OF RICHMOND | 15 ITEM 1 – CATHOLIC DIOCESE OF RICHMOND (Slide 4 of 4) •One letter of concern with concern about visual impact of burials on enjoyable use of property •No known Opposition CATHOLIC DIOCESE OF RICHMOND | 16 ITEM 2 – CITY OF VIRGINIA BEACH (Slide 1 of 2) An Ordinance to adopt and incorporate into the Virginia Beach Comprehensive Plan 2016, the Local Road Safety Action Plan, 2024 Staff Recommends Approval Planning Commission voted 9 to 0 to recommend Approval 17 ITEM 2 – CITY OF VIRGINIA BEACH (Slide 2 of 2) Local Road Safety Action Plan 2024 •Comprehensive roadway safety plan •Aims to improve safety for all road users •Data-driven, equitable approach •Result of a combination of two initiatives: •Citywide need for a Comprehensive Roadway Safety Plan •Identify safety improvements for future State and Federal grant eligibility, and compliance with the U.S. DOT Safe Streets and Roadways for All (SS4A) program •Benefits of Incorporation into the Comprehensive Plan •Builds on Planning initiatives and growth, assists with grants, supports leadership, and consistent with adopted polices and ordinances CITY OF VIRGINIA BEACH | 18
