Dear Mayor and Members of the City Council:
Several members of Council have asked to be provided advance notice of the
items intended for closed session. In order to be responsive to this request, I am
providing the draft closed session read -in, which lists the items proposed for
consideration. The read -in has annotated text in red as to some items in order to allow
you to know specifically which properties within each district are being discussed. This
information is confidential and the disclosure of same would undermine the purpose of
the closed session, so I would ask you not to share this information.

The Chair will entertain a motion to recess into a closed session pursuant to the exemption(s)
from open meetings allowed by Section 2.2-3711(A) Code of Virginia, as amended, for the
following purpose(s):
PUBLICLY HELD PROPERTY: Discussion or consideration of the acquisition of real property for
public purpose, or of the disposition of publicly held property, where discussion in an open
meeting would adversely affect the bargaining position or negotiating strategy of the public body
pursuant to Section 2.2-3711(A)(3).
• District 3
PUBLIC CONTRACT: Discussion of the award of a public contract involving the expenditure of
public funds, and discussion of the terms or scope of such contract, where discussion in an open
session would adversely affect the bargaining position or negotiating strategy of the public body,
pursuant to Section 2.2-3711(A)(29).

PERSONNEL MATTERS: Discussion, consideration, or interviews of prospective candidates for
employment, assignment, appointment, promotion, performance, demotion, salaries,
disciplining, or resignation of specific public officers, appointees, or employees of any public body
pursuant to Section 2.2-3711(A)(1).
• Council Appointments: Council, Boards, Commissions, Committees, Authorities, Agencies
and Appointees
