After meeting with representatives from the Commissioners of Revenue,
Virginia Realtors and AirBnB , we were unable to overcome some of the
deficiencies in how the fine would work operationally. We will work on this in
the offseason and potentially come back again next year

Traffic Enforcement Technology
1.HB2041Speed safety cameras; placement and operation
•Expands where speed cameras can be placed to include any highway with a speed limit of 45 miles per hour or less that is located
in (i) a priority pedestrian corridor as identified by the Department of Transportation in the statewide Pedestrian Safety Action Pla n
or (ii) a high -risk pedestrian corridor as designated by the Commissioner of Highways.
•Requires excess funds to be sent to the Virginia Highway Safety Improvement Program
•Requires two signs be placed 1,000 feet in advance of the camera, with one of those signs a pole mounted speed display sign
•Require excess funds to be used for traffic, pedestrian, and bicycle safety or speed management projects
•Requires a mailed warning for the first 30 -days of any new speed camera being placed in the community
•Requires a locality to create an advisory group, consisting of stakeholders it deems necessary, to identify issues and public
concerns regarding such speed safety cameras

•Requires the recorded image produced by a photo speed monitoring device placed in a school crossing zone to include the blinking
sign that is activated

Collective Bargaining

• Repeals the existing prohibition on collective bargaining by public employees
•The bill creates the Public Employee Relations Board, which shall determine appropriate bargaining units and
provide for certification and decertification elections for exclusive bargaining representatives of state employees
and local government employees.
•The bill requires public employers and employee organizations that are exclusive bargaining representatives to
meet at reasonable times to negotiate in good faith with respect to wages, hours, and other terms and conditions
of employment.
•The bill repeals a provision that declares that, in any procedure providing for the designation, selection, or
authorization of a labor organization to represent employees, the right of an individual employee to vote by secret
ballot is a fundamental right that shall be guaranteed from infringement.
HB2495Firefighters and emergency medical services providers; collective bargaining
•Authorizes firefighters and emergency medical services providers to engage in collective bargaining
•The bill establishes the Fire Service Cooperation Board to administer its provisions.
•The bill has a delayed effective date of January 1, 2026.
