Virginia Beach Convention Center 1000 19' Street The purpose of this SPECIAL FORMAL SESSION is to conduct a PUBLIC HEARING to obtain public input regarding: • The FY2025-26 Operating Budget and Capital Improvement Program • Authorization of$84,627,365 in General Obligation Bonds • Authorization of$26,819,000 in Water and Sewer Utility Revenue Bonds • Authorization of$12,369,281 in Stormwater Utility Revenue Bonds • Increase in the Stormwater Management ERU Fee • Various Tax Rate Changes: pleasure boats and watercraft in excess of 18 feet used for recreational purposes (proposed rate of$1.50 per$100); meals tax(proposed increase from 5.5%to 6.0%; real estate levy for the Atlantic Park Community Development Authority (proposed additional $0.25 per$100 within project boundaries). Amanda Barnes,MMC City Clerk PILOT: 04/1/2025&04/08/2025 Mu s '1 PUBLIC NOTICE INCREASE IN THE STORMWATER MANAGEMENT FEES The City Council of Virginia Beach,Virginia, at its Special Session on April 16,2025,at 6,00 p.m.at the Virginia Beach Convention Center,1000 19th Street,Virginia Beach, Virginia 23451,will hold a public hearing concerning a proposed ordinance amending Section 32.5-2 of the City Code to increase stormwater management fees charged on an equivalent residential unit (ERU)in fiscal year 2026. Virginia State Code g 15.2-2114 authorizes the City Council to impose fees for providing a local stormwater management program. The fee is included in the monthly combined utility bill.The City Council is considering an increase to stormwater management fee effective July 1,2025.The City Council may adopt a daily charge of up to fifty-eight and two tenths cents (58.2$) per ERU, an increase of eight and nine tenths cents (8.90,or 18.1%,over the current monthly charge. Information concerning the documentation and justification for the proposed fee increase and the complete ordinance is available for examination by the public at the Meyera E. Oberndorf Central Library during scheduled hours of operation. This information is also available at the City Manager's Office,the City Clerk's Office and the Department of Budget and Management Services, in the City Hall Building, Municipal Center, between 8:00 a.m.and 5:00 p.m.,Monday through Friday. Amanda Barnes,MMC City Clerk PILOT.04/3/2025&04/08,/2025 PUBLIC NOTICE NOTICE OF VARIOUS TAX RATE CHANGES The City Council of Virginia Beach,Virginia, at its Special Session on April 16,2025,at 6:00 p.m.at the Virginia Beach Convention Center,1000 19th Street,Virginia Beach, Virginia 23451,will hold a Public Hearing concerning proposed ordinances increasing the tax rate on certain personal property for calendar year 2026,the tax on meals for fiscal year 2026,and establishing a tax levy on real estate within the boundaries of the Atlantic Park Community Development Authority for the fiscal year 2026. The personal property tax rate on the classification of privately owned pleasure boats and watercraft in excess of eighteen (18) feet in length used for recreational purposes provided for in Section 9 of the 2026 Personal Property Tax Levy, is proposed to increase from the rate of one millionth of one cent($0.000001)per one hundred dollars of assessed valuation to the rate of one dollar and fifty cents($1.50) per one hundred dollars($100)of assessed valuation.If adopted,the effective date of the change in rate would be January 1, 2026. The tax levy on all restaurant meals as defined in Section 35-136 of the City Code is proposed to increase from 5.5%to 6.0%, effective July 1,2025. A supplemental real estate levy within the boundaries of the Atlantic Park Community Development Authority is proposed to be set at the additional rate of twenty-five cents($0.25)on each one hundred dollars ($100)of assessed value for the purposes provided for in section 8 of the 2026 Real Estate Levy.
