Mayor Robert M. Dyer called to order the CITY COUNCIL SPEC1 L FORMAL SESSION in the City
Council Chamber, on Tuesday,April 22, 2025, at 6:08 P.M.
Council Members Present:

In accordance with the Virginia Beach City Code Section 2-21, and by the authority vested in me
as Mayor of the City of Virginia Beach, I hereby call for a SPECIAL FORMAL SESSION of the
VIRGINIA BEACH CITY COUNCIL
Tuesday,April 22, 2025, at 6:00 P.M.

2401 Courthouse Drive
The purpose of this SPECIAL FORMAL SESSION is to conduct a PUBLIC HEARING
regarding the PROPOSED INCREASE IN TOTAL REAL PROPERTY TAX LEVIED resulting
from increases in annual assessments.
If you wish to make comments during the meeting, please follow the two-step process provided
below:
1. Register for the WebEx here.
2. Register with the City Clerk's Office by calling 757-385-4303 prior to 5:00 p.m.
on April 22, 2025.
This Special Formal Session will be broadcast on Cable TV, virginiabeach.gov and Facebook
Live. Citizens are encouraged to submit their comments to the City Council prior to the Special
Formal Session via email at CityCouncil(&vbgov.com.

Vice Mayor Wilson asked City Manager Duhaney to provide comments regarding the proposed Library
staffing and budget concerns shared by speakers.
City Manager Duhaney advised Library staff will have an opportunity to participate in the Employee
Transition Program where the City will lookfor employment opportunities that will match their salary and
determining if the staff members will accept that position, if available, or another available position that
may not meet the salary expectation. City Manager Duhaney expressed his understanding it may not be
possible,and explained the next step will be to offer staff a severance with the City. City Manager Duhaney
advised he does not anticipate any reductions in library hours or services.
Vice Mayor Wilson expressed her appreciation to City Manager Duhaney.
