Mayor Robert M. Dyer called to order the CITY COUNCIL SPECIAL FORMAL SESSION in the
Virginia Beach Convention Center, 1000 l yh Street, City Hall, on Wednesday,April 16, 2025, at 6:08 P.M.

In accordance with the Virginia Beach City Code Section 2-21, and by the authority vested in me
as Mayor of the City of Virginia Beach, I hereby call for a SPECIAL FORMAL SESSION of the
VIRGINIA BEACH CITY COUNCIL
Wednesday,April 16, 2025, at 6:00 P.M.

The purpose of this SPECIAL FORMAL SESSION is to conduct a PUBLIC HEARING to obtain
public input regarding:
• The FY2025-26 Operating Budget and Capital Improvement Program
• Authorization of$84,627,365 in General Obligation Bonds
• Authorization of$26,819,000 in Water and Sewer Utility Revenue Bonds
• Authorization of$12,369,281 in Stormwater Utility Revenue Bonds
• Increase in the Stormwater Management ERUFee
• Various Tax Rate Changes:pleasure boats and watercraft in excess of 18 feet used for
recreational purposes (proposed rate of$1.50 per$100); meals tax(proposed increase from
5.5% to 6.0%;real estate levy for the Atlantic Park Community Development Authority
(proposed additional$0.25 per$100 within project boundaries).
