Council Conference Room, Tuesday, June 10, 2025, at 1:30 P.M.

Advisory Committee(TA/ITA CAC). Ms.Mixer her appreciation to City Council for their continued support
and played a short video she produced highlighting High School Student Commissioners serving on several
City Council Appointive Agencies.
Mayor Dyer expressed his appreciation to Ms. Mixer for the presentation.
Council Member Schulman also expressed his appreciation to Ms. Mixer and recognized the other High
School Student Commissioners who were in attendance.

History of Proposal
• In FY20201 the Resort Parking District CIP was created for the purpose
of developing more public parking in the Resort.
• In 2021, the City approached Suburban Capital about partnering in
the development of a parking garage on their 35t" Street parcel to
provide more public parking in this area of the Resort.
• There are no public parking lots/garages north of 31s' Street.
• At that time, the cost to build the garage would have been
$25,000/space.
• The original proposal was for Suburban Capital to own the land and
their parking spaces and VBDA would own their spaces under a condo
regime.

• City Council adopted an Ordinance on December 14, 2021, directing
$7M out of the Resort Parking District CIP toward the development of
public parking (200 public spaces) at 35t'' Street and directed staff to
continue to work with Suburban Capital to develop a term sheet and
development agreement.
• In 2022, the Hyatt Place opened.
• As time progressed, construction pricing continued to escalate above
$30,000/space (Atlantic Park agreement) and the project was put on
hold.
• City Staff continued to work with Suburban Capital by updating
pricing every year.
• Construction pricing continued to increase so the construction was
put on hold.

RASAP/RAMP and Parking Strategy Support
• The Resort Area Mobility Plan (RAMP), with Resort Stakeholder
support, is recommending the development of additional public
parking spaces throughout the Resort with a focus on the area north
of 315t Street.
• The 2013 Kimley-Horn Parking Strategy supports the continued
dispersal of public parking throughout the Resort to support higher
parking demands and work with private developers to develop public
parking as part of larger private developments.

Council Member Rouse advised the Active Transportation Advisory Committee (ATAC) partnered with
Schools for Bike Month to hold the bike/roll to school event and had over 1,000 participants at six(6) City
Schools. Council Member Rouse advised she is proud to be part of the ATAC and the partnership with the
Schools and expressed her appreciation to the staff who provided support. Council Member Rouse advised
recently she and Mayor Dyer attended the Three Oaks Path Ribbon Cutting Ceremony in Redmill, which is
the newest addition to the Citys network of safe trail routes to school.
Council Member Rouse further advised, this weekend there will be Parks After Dark events in both Districts
7 and 10. District 10 event will beat Rosemont Elementary School and District 7s will beat College
Park Elementary School, and both are free to the public.

Ross-Hammond expressed her pride in the students'milestone achievement and explained
she remembers when they were little and just beginning.

Council Member Schulman referenced the email he sent to the Body last night concerning his recent
knowledge of the executive action taken by the White House to revoke the offshore drilling ban and the
opportunity to provide public comment to the Bureau of Ocean Energy Management by June 16`h. Council
Member Schulman advised since Resolutions were adopted by the Body in 2017 and 2018 opposing offshore
drilling, he would like to ask the Body to join his request to have Mayor Dyer and City Manager Duhaney
submit a letter, on behalf of the Body, to express continued opposition to offshore drilling off the Citys
coast.
Upon consensus from the Body, Mayor Dyer directed City Manager Duhaney to send the Bureau of Ocean
Management a letter expressing the Citys opposition to offshore drilling.

Council Member Henley advised she is the Council Liaison to the WITA CAC and the ITA is a very active
part of the City and an important part of District 2. Council Member Henley expressed her concern that
last year people were told the updated Comprehensive Plan would be adopted at this time of year, but it
keeps getting delayed, and in the meantime, decisions are being made for the area that will significantly
impact the ITA. Council Member Henley advised in April, after learning the Development Authority
contracted an engineer to create a master plan to expand Innovation Park, she asked Economic Director
Green to provide a brief during her monthly forum and provide more information concerning the plans for
the area. Council Member Henley advised it was well attended and Director Green asked the attendees to
let him know what they wanted but is disappointed that she has not seen any other public engagement to
gain feedback since then. Council Member Henley expressed she was alarmed to see the Development
Authority's presentation in last week's Friday Package showing plans for the Industrial Park to expand to
North Landing Road as it is not what has been planned and nobody has spoken to her about the proposed
master plan. Council Member Henley recalled years prior, 150 acres in the ITA was deeded to the
Development Authority for biomedical and research development but over a few years it was determined
there was not enough interest so other businesses within the same context was agreed on. Council Member
Henley advised what is proposed now is to expand the area and develop 600 acres and is not what was
intended orplanned and believes if development was planned in another Council Member' District without
consulting them or the residents, the Council Member would feel as upset as she is, adding, she takes her
responsibility as a Council Member seriously and will take the information she has and share it with the
residents.
