2017 10 Sports Tourism 11 Sports Tourism Complex Existing Conditions •Princess Anne Athletic Complex•8 Softball Fields•8 Multipurpose Rectangular Fields (4 synthetic turf/4 natural turf) •Virginia Beach Sportsplex •Stadium venue with synthetic turf rectangular field •2 additional synthetic turf rectangular fields (in design) •Field Hockey Facility •2 Astroturf field hockey pitches •Virginia Beach Field House•Indoor sports facility for basketball, volleyball, soccer, etc. •P&R Administration Building•Offices for 110 P&R staff 12 Sports Tourism Expansion Proposal •Baseball •Pickleball •Disc Golf •BMX Track •Nature Trails •Cross Country Course •Bike Trails •Wildlife Observation $161M Estimated Cost for total buildout – City Council can decide to pursue various components of proposal for reduced cost 13 Innovation Park 14 Innovation Park Background •150 acres conveyed to VBDA in 2016 to promote expansion of the biomedical and healthcare industry •First infrastructure funded in the FY 2017-2018 CIP as VA BEACH BIO •The purpose was to provide funding for infrastructure for the newly branded biomedical park to support STEM business and innovation opportunities. •In FY 2021-2022 CIP, renamed to VA Beach Innovation Park and additional Infrastructure Phase II funding provided •Economic Development strategy pivot from biomedical to advanced manufacturing that would create new tax revenues to the City and create and retain jobs 15 Map 16 Innovation Park Existing Conditions •Princess Anne Road and Hudome Way •150 Acres, I1 Zoning •10.6 Acres remaining for I1 development •Acoustical Sheet Metal Phases I and II •$22,368,000 invested in infrastructure to date (Hudome Way, multipurpose trail, (3) stormwater facilities, a pump station,utilities, and a traffic signal) •Future businesses: AGI, Phase III of Acoustical Sheet Metal •Jobs to Date = 380 •Direct revenue to the City 2022 to Date = $1,275,091, including: •Real estate taxes •Personal property taxes •Business license taxes •Sales tax 17 VBDA’s Innovation Park Expansion Proposal •25-year master plan •Storm ponds & wetlands are used as buffers between adjacent uses •Poor soils accommodated with large areas for stormwater Land Use Summary Parcel Area (Ac) Remaining Innovation Park Phase 1 10± Proposed Passive Recreation Area 25± Proposed Innovation Park Phase 2 68± Proposed Innovation Park Phase 3 & City Uses 298± Potential Preservation Area 100± Potential Phase 2 and 3 Wetlands 55± Phase 2 and 3 Stormwater Facilities 163± Potential acreage available for future light industrial development: 300 - 375 Acres 18 Law Enforcement Training Academy (LETA) 19 LETA Background and Existing Conditions •Located on Birdneck Road •City Police (VBPD) and Sheriffs (VBSO) have utilized the old Seatack Elementary School for training purposes since 2000. •LETA is one of three sites utilized (Creeds Training Facility & Xe in Moyock, NC) for the training of these officers. •The LETA facility is relatively unchanged since its utilization as an elementary school and is currently being leased to the City by VB Schools. •Condition of current facility cannot support LETA operations for another 3-5 years without major capital investment to include ADA Compliance, new HVAC, and technology upgrades. •City Council gave direction to staff to explore the ITA for future LETA location at the March 11th, 2025 meeting. 20 LETA Proposal •Existing site of the LETA facility was utilized for this study •Public Works considered alternative locations, including Area 6 of the ITA.
