Options to Consider:
City Council can add this to the agenda for further discussion at upcoming

•Discuss potential funding strategies for infrastructure to support future

City Council may provide direction to move forward with some or all of the
development proposals which may include:
•An update of the 2017 ITA and Vicinity Plan to include public engagement and
Planning Commission/City Council process
•Modification of the roadway network to support development proposals
•A fiscal impact study for the proposed projects to determine return on investment
(ROI)

History of the Interfacility Traffic Area (ITA)
•Located in District 2, approximately 4,400 acres
•Residential density capped at 1/15 acres
•ITA Overlay Zoning District created in 2005 (BRAC Initiative)
•Area between Naval Air Station Oceana (NAS Oceana) and Naval
Auxiliary Landing Field Fentress (NALF Fentress)
•Created to manage land use in the region, ensuring compatibility with
frequent overflights of military aircraft
•ITA and Vicinity Master Plan formally adopted by City Council in 2011

ITA Master Plan – (Urban Design Assoc.)
•In 2010, the City of Virginia Beach engaged Urban Design Associates
(UDA) to develop a plan for the ITA and vicinity.
•The ITA and Vicinity Master Plan was adopted by City Council in 2011.
•The ITA Plan was updated in 2017 to reflect the large quantity of land
acquired by the City.
•ITA Plan was updated through its own separate public process and then
included by reference to the 2016 Comprehensive Plan.

Innovation Park Background
•150 acres conveyed to VBDA in 2016 to promote expansion of the
biomedical and healthcare industry
•First infrastructure funded in the FY 2017-2018 CIP as VA BEACH BIO
•The purpose was to provide funding for infrastructure for the newly
branded biomedical park to support STEM business and innovation
opportunities.
•In FY 2021-2022 CIP, renamed to VA Beach Innovation Park and
additional Infrastructure Phase II funding provided
•Economic Development strategy pivot from biomedical to advanced
manufacturing that would create new tax revenues to the City and create
and retain jobs

Law Enforcement Training Academy (LETA)

LETA Background and Existing Conditions
•Located on Birdneck Road
•City Police (VBPD) and Sheriffs (VBSO) have utilized the old Seatack Elementary School
for training purposes since 2000.
•LETA is one of three sites utilized (Creeds Training Facility & Xe in Moyock, NC) for the
training of these officers.
•The LETA facility is relatively unchanged since its utilization as an elementary school and
is currently being leased to the City by VB Schools.
•Condition of current facility cannot support LETA operations for another 3-5 years
without major capital investment to include ADA Compliance, new HVAC, and
technology upgrades.
•City Council gave direction to staff to explore the ITA for future LETA location at the
March 11th, 2025 meeting.

•Existing site of the LETA facility was utilized for this study
•Public Works considered alternative locations, including Area 6 of the ITA. This area has been designated for city municipal services.
•$82.6M estimate did not include site development costs for this location and is for construction only
•Approximately 10 acres
