LETA Background and Existing Conditions
•Located on Birdneck Road. City Police (VBPD) and Sheriffs (VBSO) have utilized the old
Seatack Elementary School for training purposes since 2000. Facility is relatively
unchanged since its utilization as an elementary school and is currently being leased to
the City by VB Schools.
•LETA is one of three sites utilized (Creeds Training Facility & Xe in Moyock, NC) for the
training of these officers.
•Condition of current facility cannot support LETA operations for another 3 -5 years
without major capital investment to include ADA Compliance, new HVAC, and
technology upgrades.
•City Council gave direction to staff to explore the ITA for future LETA location at the
March 11th, 2025 meeting.
•Design funding appropriated by Council in current (FY26) budget. Staff is progressing
through procurement process to select design firm.

•Public Works considered alternative locations, including Area 6 of the ITA. This area has been designated for City municipal services.
•$82.6M estimate did not include site development costs for this location and is for construction only

•Should staff proceed with any portion of the Sports Tourism opportunity
at this time?
•Conduct an economic impact study of the Sports Tourism proposal in
this area to determine the impact to the Virginia Beach economy
•Funding included in the FY25 -26 budget; Council provided direction during
reconciliation to not proceed on this without further Council direction.
•Develop funding plan for less-cost items, such as tree planting, a 5k
cross country course, nature/bike trails, disc golf course design, etc.
•Estimated in FY24-25 at around $1 to $1.5 million
•Some version of Landstown Road Improvements may be needed.
