HomeMy WebLinkAboutConvention and Sports Center Parking UpdateConvention & Sports Centers Parking Update Amanda Jarratt Deputy City Manager LJ Hansen Director of Public Works October 21, 2025 1 Background •The VB Convention Center and the VB Sports Center support the City Council’s initiative to transition to a year-round resort. •These two facilities share the same parking areas and, when they have overlapping events, parking can be problematic. •Concerns with parking in this area have been documented and City Council has asked staff to look at the condition and for some recommendations. •In response to parking challenges an RFP was issued to construct a parking deck at the corner of 19th and Parks. •Responses were due on Monday October 20th and will be presented to City Council for consideration at a future meeting 2 Parking Issues at Convention & Sports Centers 3 4 Parking Issues at Convention & Sports Centers 5 Identified Issues •Insufficient parking – 2,372 spaces is not sufficient for full use of these facilities. •Insufficient enforcement – These parking facilities are not enforced through Parking Management. •Parking Management does respond to calls from CVB staff. •Insufficient technology – With no understanding of where vacant spots are, visitors are left to circle the lots looking for vacancies. •Insufficient space turnover – Vehicles stay all day, not allowing new patrons an opportunity to get in. 6 Staff’s Recommendation •CVB and Parking Management staff recommend that the Convention Center and Sports Center parking lots be created as a separate parking zone to be managed by Parking Management. •This parking zone would be managed as other parking facilities are in the City and would have an associated hourly fee and dynamic pricing schedule for parking. 7 Identified Issues - Recommendations While not a silver bullet, this recommendation makes progress on each of the areas defined as an issue. •Insufficient space turnover – Encourages turnover, thereby increasing the likelihood of vacancies throughout the day. •Insufficient enforcement – Parking Management staff would be onsite regularly to enforce appropriate behavior. •Insufficient technology – Parking Management would be able to adopt and maintain technology to identify vacancy information. •Insufficient parking – Would allow for the self-sustained Parking Fund to build revenue to assist in the construction of new facilities 8 Additional Items of Note CVB staff have identified several issues that we will need to address if we move forward. •Parking accommodations that are listed in existing contracts. •High school graduation. •Spill-over parking during Atlantic Park and Resort Area events. 9 Next Steps •CVB staff will review contracts to identify clauses that require accommodation. •Parking Management staff will make preparations for signage and enforcement. •Enforcement will begin April 1, 2026. •Parking Management staff will develop a plan for implementation of parking availability and signage, as funding allows. 10 Questions or Discussion 11
