In accordance with the Virginia Beach City Code Section 2-21 , and by the authority vested
in me as Mayor of the City of Virginia Beach, I hereby call for a SPECIAL FORMAL SESSION
of the VIRGINIA BEACH CITY COUNCIL
Tuesday, October 28, 2025, at 3:00 P.M.
City Council Conference Room 2034
Building 1, City Hall, 2nd Floor
2401 Courthouse Drive
The purpose of this SPECIAL FORMAL SESSION is to allow City Council to convene into a
Closed Session at the conclusion of the regularly scheduled Formal Session where the
following matters will be considered:
Personnel Matters — Council Appointments: Council,
Boards, Commissions, Committees, Authorities,
Agencies, Task Forces and Performance of Council
Appointees to Boards, Commissions and/or
Committees
At the conclusion of the Closed Session, the City Council will reconvene into Open Session
for the purpose of certifying the Closed Session.
