The Virginia Beach Mustangs youth football organization is a program that has become a cornerstone of youth development in Virginia Beach;and WHEREAS.The Virginia Beach Mustangs started in Pop Warner in 2001,winning the National Championship in its first year and became part of United Youth Football League(UYFL)in 2021. Over the past 25 years, the Mustangs have won 10 National Championships and have become the standard ofyouth football in Virginia. The organization now serves over 1,000 children each year with a variety of training, conditioning and game seasons. The mission of the Mustangs has always been to provide structure,discipline,and positive mentorship,while keeping our youth active,engaged,and on the right path;and WHEREAS:The Mustangs organization was founded by Sidney"Pops"Pearl and his son Bruce Pearl. Sidney started his coaching with the Woodstock Mustangs in 1965. 'Pops'passed away in November 2021.His legacy continues with "Pops" being printed on all jerseys and a prestigious award named after him, being given to one special player on each team at the annual banquet;and WHEREAS:Former Mustangs players include gold medal winners at the Olympics in track Grant Holloway and Quincy Wilson,NCAA national champion winner in wrestling Bubba Jenkins,and former NFL players Scotty McGee, Tajh Boyd, Percy Harvin,Eli Harold,and Matt Darby just to name a few;and WHEREAS: In December 2025, the Mustangs sent three teams to Plant City, Florida to compete in the National Championship games. The IOU and 12U teams won the championships with the 12u becoming back-to-back champions. Birdneck Road PUBLIC HEARING: April 7, 2026 MEETING DATE: April 7, 2026 ■ Background: The City of Virginia Beach (the "City") owns property located at 928 S. Birdneck Road, consisting of approximately 25 acres (the "Property"). In 2021, the City entered into an agreement with Virginia Pickleball Classic LLC ("Virginia Pickleball") for the management of a pickleball facility (the "Facility") located on approximately 7 acres of the Property (the "Premises"). The Facility consists of a pro shop, 44 lighted courts, and restrooms with locker rooms. The current agreement expires on June 14, 2026. The City issued a Request for Bids seeking a private party to lease the Premises for the purpose of operating a public pickleball facility. City staff evaluated the 3 timely responsive bids and recommends awarding a lease to Virginia Pickleball. ■ Considerations: The term of the lease would be for 10 years, with two 5-year renewal options. Virginia Pickleball has agreed to be responsible for all ordinary and capital maintenance of the Facility. Additional terms and conditions of the lease are set forth in the Summary of Terms attached to the Ordinance as Exhibit A. ■ Public Information: A public hearing will be advertised on March 29, 2026 in The Virginian-Pilot. The Property showcases the beauty and function of a coastal ecosystem despite its heavily developed surroundings. There are live oaks and longleaf pines on the Property adjacent to critical wetlands and Chesapeake Bay buffer area, which provide food and habitat for iconic wildlife species, including diamondback terrapins, glossy ibis, and night herons. The acquisition of the Property will prevent it from being developed, which would compromise the environmental and recreational value of the area and the viewshed from the Park. The Property will be restricted to open space use by the terms of the grants and the proposed purchase agreement. ■ Considerations: By preserving the Property, the City will protect critical coastal habitats, protect the water quality in the Lynnhaven River, and expand public access to natural spaces. The Powhatan County Sheriff's Office is a full-service law enforcement agency serving the greater Richmond area, covering approximately 250 square miles and a population of around 31,000 residents. The Powhatan County Sheriff's Office is seeking assistance from jurisdictions that can provide surplus or unused TASER X2 equipment. This support will help sustain deputies assigned to patrol duties and enhance their ability to conduct recertification training for TASER users. To facilitate these purchases, a transfer of $3.2 million to capital outlay accounts is requested to fund the purchase of the following equipment: • Navigation Aid Boat — This transportable workboat is essential for installing and maintaining navigational aids in shallow waters throughout the City. Currently, Dredge Operations staff rely on a small aluminum skiff with a folding ladder, which is both unsafe and inefficient due to instability in moving currents. The team maintains 112 poles with navigational aid signs, with an additional 67 buoys and 33 signs expected to be added. Without an appropriate vessel, maintaining these assets will become increasingly challenging. • Vac Trucks (2) — The City currently owns 12 vac trucks used for system maintenance. Due to their size, complexity, and the harsh environments in which they operate, these trucks require frequent repairs, resulting in regular downtime. Additional units are needed to maintain service levels and reduce operational disruptions. • Variable Message Boards (8) — These boards are necessary for advertising upcoming public meetings related to engineering projects, as required for all public infrastructure efforts that impact traffic. They are also critical for traffic management during construction activities and public events. • Survey Drone — Unmanned Aerial Vehicle (UAV). UAVs provide highly accurate survey data by collecting information from remote locations from the operator. They can capture data significantly faster than traditional manual methods, reducing field time and increasing safety. Adding a UAV to the City Surveyor's Office will expand capabilities, improve data-collection efficiency, and allow the team to self-perform several services currently outsourced, such as the annual landfill survey for Waste Management. • Waste Management Equipment — Waste Management has received a quote for three automated side loader trucks currently available from the vendor. Typical wait times for these trucks exceed 12 months. Purchasing them now will not only reduce the wait time but also decrease reliance on costly rental trucks.
