In accordance with the Virginia Beach City Code Section 2-21, and by the authority vested in me as
Mayor of the City of Virginia Beach, I hereby call for a SPECIAL FORMAL SESSION of the VIRGINIA
BEACH CITY COUNCIL:

The purpose of this SPECIAL FORMAL SESSION is to conduct a PUBLIC HEARING to obtain public
input regarding:
• The FY2026-27 Operating Budget and Capital Improvement Program
• Authorization of$72,827,365 in General Obligation Bonds
• Authorization of$22,506,000 in Water and Sewer Utility Revenue Bonds
• Authorization of$21,057,315 in Stormwater Utility Revenue Bonds and Loan Proceeds
• Increases to Water and Sewer Fees
• Boundary Modification for Town Center Special Service District (SSD)
• Create the Pembroke Square Special Service District (SSD) and Dedicate Certain Tax
Revenue from the Project

bonds In the estimated maximum amount of
$72,827,365.
Of the total amount, the proceeds in the
maximum amount of$66,927,365 is to finance
various public Improvement protects, Including
schools, roadways, parks and recreation, and
buildings. Projects that may exceed 103;of the
amount authorized Include: Renovations and
Replacements-Reroofing 111;Renovations and
Replacements-HVAC 111;Holland Road Phase I;
and Nimmo Parkway VI-B.
Of this total amount, the proceeds in the
maximum amount of$5,9W,000 Is to finance

Notice of Public Hearing
Proposed Increases to Water and
Sewer Fees
The City Council of Virginia Beach,Virginia,at its
Special Session on April 15,2026,at 6:00 p.m.
at the Virginia Beach Convention Center, 1000
191h Street,Virginia Beach,Virginia 23451,will
hold a public hearing concerning proposed
ordinances to amend certain water and sewer
capital recovery fees.
The proposed changes eliminate the Pump
Station Fee and incorporate the cost Into the
Seger Capital Recovery Fee. Additionally,
changes to the code make provisions for the
application of the Sewer Capital Recovery Fee to
allow for a reduced rate for properties planned to
be connected to the sewer system,but either will
not discharge through a City pump station or the
property owner Is required to construct or modify
a pump station to Increase capacity.

Justification for the proposed fee changes and the
complete ordinances are available for

Oberndorf Central library during scheduled hours
of operation.This Information Is also available at

AN ORDINANCE CREATING THE
PEMBROKE SQUARE SPECIAL SERVICE
DISTRICT AND DEDICATING CERTAIN
TAX REVENUE FROM THE PROJECT
As required by Code of Virginia§15.2.2400 on
Wednesday, April 16. 2026, at Its Special
Session,the City Council of the City of Virginia
Beach,Virginia,will hold a public hearing at 6:00
p.m.at the Virginia Beady Convention Center,
100019^Street,Virginia Such,Viginia 23451,
to receive public comment on an ordinance to
create the Pembroke Square Special Service
District*The District.'The District is to be created
for the purpose of providing financing for
additional, more complete, and more timely
governmental services to public facilities, to
maintain public garages within the District,and to
pay for up to$5,50Q000 towards the acquisition
cost for parking units.
Pursuant to the authority contained in Code of
Virginia y 15.2-2403, the city council Is
considering an SSD levy at the rate of forty-seven
cents ($0.47) on each one hundred dollars
($100) of assessed value to fund the Citys
obligations to pay,either in whole or pan,the
expenses and charges for providing and
maintaining services and necessary facilities in
the service district. n
A detailed map and proposed ordinance are
