Public Utilities applied for funding for preliminary engineering of a 1.5 mile, 30-inch diameter water transmission main from Kempsville Road and Newtown Road to the 36-inch diameter water transmission main along South Parliament Drive. The new water main would provide needed system redundancy and improve system operation by more proportionally distributing the flow of water between transmission mains, which will ensure continued reliable transmission of drinking water and fire protection for the citizens of Virginia Beach. In March 2026, Public Utilities applied for a follow-on Installation Readiness Grant for the final design for the project. In May 2026, Public Utilities was awarded the full request of $725,220. If approved by the City Council, this stage of the project will be funded by the awarded federal grant funds and a local match of $80,580. Following the final design, Public Utilities will seek further funding through the Office of Local Defense Community Cooperation's Defense Community Infrastructure Program for construction. ■ Considerations: If approved, the local match would be funded through existing appropriations to Project #100701 "Princess Anne Road Water Transmission Main." ■ Public Information: Normal Council agenda process. ■ Recommendations: Adopt the attached ordinance. ■ Attachments: Ordinance, Detail Sheet, Award Letter, Notice of Award Recommended Action: Approval Submitting Department/Agency: Department of Public Utilities City Manager:(W 1 AN ORDINANCE TO ACCEPT AND APPROPRIATE 2 FUNDS FROM THE OFFICE OF LOCAL DEFENSE 3 COMMUNITY COOPERATION TO CAPITAL 4 IMPROVEMENT PROJECT #100701 "PRINCESS 5 ANNE ROAD WATER TRANSMISSION MAIN" 6 7 BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH, 8 VIRGINIA THAT- 9 10 1. $725,220 is hereby accepted from the Office of Local Defense Community 11 Cooperation and appropriated, with federal revenue increased accordingly, to 12 the FY 2025-26 Capital Improvement Program to project #100701 "Princess 13 Anne Road Water Transmission Main." 14 15 2.
