The Chair will entertain a motion to recess into a closed session pursuant to the exemption(s)
from open meetings allowed by Section 2.2-3711(A) Code of Virginia, as amended, for the
following purpose(s):
SECURITY MATTERS: Discussion of plans to protect public safety as it relates to terrorist activity
or specific cybersecurity threats or vulnerabilities and briefings by staff members, legal counsel,
or law enforcement or emergency service officials concerning actions taken to respond to such
matters or a related threat to public safety, where discussion in an open meeting would
jeopardize the safety of any person or the security of any facility, building, structure, information
technology system, or software program pursuant to Section 2.2-3711(A)(19).
• City Council Cybersecurity Briefing (Requested by City Manager)
PUBLIC CONTRACT: Discussion of the award of a public contract involving the expenditure of
public funds, and discussion of the terms or scope of such contract, where discussion in an open
session would adversely affect the bargaining position or negotiating strategy of the public body,
pursuant to Section 2.2-3711(A)(29).
• Project Repurpose (Requested by City Manager)
PUBLICLY HELD PROPERTY: Discussion or consideration of the acquisition of real property for
public purpose, or of the disposition of publicly held property, where discussion in an open
meeting would adversely affect the bargaining position or negotiating strategy of the public body
pursuant to Section 2.2-3711(A)(3).

PERSONNEL MATTERS: Discussion, consideration, or interviews of prospective candidates for
employment, assignment, appointment, promotion, performance, demotion, salaries,
disciplining, or resignation of specific public officers, appointees, or employees of any public body
