HomeMy WebLinkAboutHistoric Kempsville Request for Proposal (RFP)Historic Kempsville Northeast Quadrant RFP Emily Archer, Economic Development Acting Director City Council, July 14, 2026 Purpose •Background and overview of Historic Kempsville Northeast Quadrant •Review potential RFP criteria and community feedback •Seek City Council direction on next steps 2 Location Map Background 3 •2006 - Historic Kempsville Area Master Plan Adopted and amended in 2014 •2015 – Witchduck Road Phase I complete •2015 – RFP issued for mixed-use development (office, retail and residential) •2015 to 2025 – ongoing property assemblage Northeast Quadrant Conceptual Plan from the 2014 Historic Kempsville Master Plan Amendment Current City Ownership & Use •Virginia Beach Fire Station 9 & Kempsville Ruritan Club at Ruritan Ct 4 Potential Development Area 5 •Approximately 10.6 total acres, exclusive of 0.7 acres of privately owned parcels in center •Mixture of B4K, B2K, and B2 zoning, Historic Kempsville Overlay District •Mixture of City, VBDA, and private ownership •Council District 3 6 Existing Conditions Community Feedback 7 In March 2026, the Historic Kempsville Citizens Advisory Committee (CAC) weighed in on a potential RFP: •The majority of the CAC members present thought an RFP should be issued •A mixture of uses is important and desired. A single-use proposal, for just housing for instance, would not be well received •A large majority felt if housing is proposed, some or all of it should be attainably priced (around 80% AMI) Community Feedback Continued 8 0 2 4 6 8 10 12 The City's contribution is minimal to the development It does not significantly increase traffic in the area Provides adequate parking Stormwater runoff is adequately addressed The public has ample input opportunities Provides safe, inviting, and walkable internal circulation It respects the scale and character of the Historic Kempsville area If Developed, What Is Most Important To You? Potential RFP Criteria 9 A 60-90 day RFP could be issued with some of the following content: •Seeking walkable, mixed-use development •Must meet the Historic Kempsville Architectural Guidelines, be compatible with surrounding uses, and meet B4K zoning •Any housing that is proposed to contain some attainably priced options (at or below 80% AMI) •Respondents must include a concept plan, purchase price offered, timeline for execution, and any request for assistance clearly stated 10 For Council Consideration A.Issue an RFP B.Postpone until all land can be acquired and/or further study conducted C.Other as directed Discussion
