July 14, 2026 w FY26-27 • ' • Action PeopLe, PLaces, and Partnerships Monica Croskey, Deputy City Manager July 2026 PEOPLE , PLACES, PARTNERSHIPS FOCUSED & TRANSPARENT PERFORMANCE • City Council adopted the FY26-27 Focused Action Plan (F.A.P.) in November 2025. • 45 initiatives across three key focus areas: People, Places, and Partnerships. • The FY26 Year-End Performance Report will provide updates across all initiatives. SLIDE 2 PEOPLE: People are the foundation of the City's public service. Whether it's the residents and visitors we serve or the dedicated public servants who serve them, we value our people. We are interested in hearing from them, addressing their concerns and using their feedback to inform our service delivery. We strive to provide high-quality services in a fiscally responsible manner. From empty nesters who have decided to retire here to youngfamilies putting down roots, we seek to listen, serve, and support the diverse community that makes Virginia Beach special. PLACES: We strive to be a place of choice for families, businesses, and visitors. To achieve this, we recognize that we must offer places that can support a strong economy, housing options that �- are attainable for various income levels, and a built environment that appropriately �- accommodates these goals while aligning with community values, neighborhood integrity, and the protection of our natural resources. We will continue to be a place of choice by being strategic and transparent in our land use endeavors. PARTNERSHIPS: The whole is greater than the sum of its parts. Asingle-use proposal, for just housing for instance, would not be well received • A large majority felt if housing is proposed, some or all of it should be attainably priced (around 80% AMI) Community Feedback Continued If Developed, What Is Most Important To You? Mayor Dyer advised he prepared a statement to read for the viewing public to provide clarification regarding the Virginia Beach National Golf Course listed on tonight's Agenda: "The proposed sale of the golf course represents a pivotal moment for Virginia Beach— one that aligns strategic land use with the City's long-term priorities and directly supports the needs of our residents, including our military community.As we move toward the public hearing and vote on August 11, it is important to underscore both the thoughtful process that has led us here and the value this decision can bring to the city. The decision to delay the vote to August 11 allows more time for the public to express their opinion before a major decision is made by Council. It ensures that all questions can be fully addressed and that the public will have the opportunity to clearly understand the proposal before action is taken. Over several years, after receiving multiple unsolicited proposals, the City Council has participated in eight closed session briefings on whether it was best to sell the golf course, All Councilmembers were present at least seven times for those meetings. With these briefings, we were focused on ensuring that any redevelopment aligns with community needs,fiscal responsibility, and citywide priorities. The number of briefing discussion on this topic demonstrate the seriousness with which Council has evaluated both the sale and its potential public benefits. Importantly, discussions around the need for affordable housing have not emerged suddenly—they have been deliberate, ongoing, and central to Council's vision since the September 2023 Council Retreat. Affordable housing has repeatedly surfaced as one of Virginia Beach's critical needs. The City's 2024 housing study clearly identifies a shortage of attainable housing options for our workforce and military members, a vital thread in our community fabric. July 14, 2026 6 CITY COUNCIL DISCUSSION/I1VITL4TIVES/COMMENTS ITEM#78563 (Continued) Council Member Berlucchi advised that the Bureau of Ocean Energy Management opened a 30-day public comment period regarding a request to lease federal waters off Virginia for seabed mining of rare earth minerals. Council Member Berlucchi advised the comment period is coming close to ending and advised that environmental organizations, including Lynnhaven River NOW, and other residents have requested that the City ask for an extension of the comment period to allow additional public engagement. Council Member Berlucchi referenced a draft letter expressing opposition that was distributed to the Body by Brent McKenzie, Legislative Affairs Director, and expressed support for both requesting an extension and opposing the proposed mining, similar to when the City previously opposed offshore drilling and uranium mining. Council Member Berlucchi explained that seabed mining could potentially threaten the City's tourism industry, military operations, emerging offshore wind enterprise, and environmental resources, and requested the Body's support to have Mr. McKenzie send the letter with the City's position on behalf of City Council. City Manager Duhaney recommended preparing a letter for Mayor Dyer's signature on behalf of the City. Mayor Dyer expressed his agreement. Vice Mayor Wilson expressed support for requesting additional time to study the proposal but stated she does not have sufficient information to support or oppose the mining at this time and suggested the Body receive a briefing before taking a definitive position. Council Member Berlucchi acknowledged Vice Mayor Wilson's concerns and stated he would support either approach, but reiterated that his preference is for the City's response to remain consistent with the previous position opposing similar activities. Council Member Schulman advised his preference was for the City to oppose any such mining unless the comment period was extended and added, he has discussed the issue with representatives of Lynnhaven River NOW and others who have been following this issue closely. Council Member Ross-Hammond asked who would benefit from the proposed mining. City Manager Duhaney responded that some would say the defense industry, or national defense and others may say the mining industry but there are also negative impacts to the environment as Council Member Berlucchi pointed out, so there are multiple perspectives on either side. July 14, 2026 Housing crisis makes this a time to make building easier in Virginia By John Schuler Guest Columnist Virginia can seem like a state divided. Northern Virginia teems with suburban homes and apartment buildings just outside Washington, D.C., while the rest of the state is more rural, conservative and Southern. Yet all Virginians can agree on one thing: We need more housing. As rents and mortgages soar, as more people move in and traffic thickens, this is a time to build. Hampton Roads has seen a widening gap between stagnant wages and soaring home prices; the region has a "housing crisis hotline," with calls recently hitting an all-time high. Housing affordability is also becoming a workforce issue across Hampton Roads. Teachers, nurses, first responders, military families and shipyard workers increasingly struggle to find housing near their jobs, forcing longer commutes and adding pressure to already congested roads. The challenge extends beyond household budgets. With Naval Station Norfolk, Joint Base Langley-Eustis, Naval Air Station Oceana and Newport News Shipbuilding serving as major economic engines, housing costs are increasingly affecting the region's ability to attract and retain the workforce it depends on. But Hampton Roads is hardly alone.With the D.C. metro area gaining more than 1 million additional residents since 20o8, rents in many Northern Virginia communities have risen between 20-30% in recent years. The Richmond area has likewise struggled with surging housing costs, prompting city leaders to declare a housing crisis and estimate a shortage of at least 23,00o homes. In other words, this isn't a regional problem. It's a statewide one. According to Gov. Abigail Spanberger, the state needs 300,000 more affordable homes to keep up with a population that grew from 8.64 million in 2021 to 8.88 million in 2025. During the pandemic, Virginia built thousands of new homes, but since then the rate of construction in Virginia has slowed even as population growth has not. Some of the reasons are outside our control. But other reasons are more homegrown, such as the byzantine permitting system that's long been a sore spot among Virginia homebuilders. According to Virginia Realtors, a permit application for a new home can take up to a year to approve and must first be reviewed by nearly a dozen government agencies. Local zoning regulations also take a toll. In many parts of Virginia, zoning rules have the effect of increasing the value of existing homes rather than facilitating the construction of new ones. The answer is not to turn Virginia into one big megaplex of apartment buildings. Our state has environmental regulations in place for a reason and not every development deserves approval. But as Virginians struggle to pay their bills, we need to make it easier to build housing. Spanberger recently signed into law a bill that will simplify the approval process for some housing developments. That's a good start, as is a Faith in Housing initiative that will allow churches and other houses of worship to construct more affordable housing on their property. Spanberger and the legislature should keep pushing. We need a comprehensive overhaul of how Virginia regulates home construction with an eye toward making housing development cost-effective and efficient. In addition to implementing good ideas, Virginia also needs to reject bad ones. Bans on rent pricing software used by some property companies have become popular, but this is like prohibiting Kelley Blue Book because cars are expensive. The problem isn't that landlords have too much data; it's that Virginia doesn't have enough homes — and that's making the available data reflect the realities of the current market (higher housing costs). i Let's do what we can to change those marketplace conditions and lower housing prices across the board. And let's also make sure we have the public infrastructure to support the new homes we build. There's a time for governments to save money, and Virginia's fiscal future looks bright. But there's also a time to build — new houses, new apartments and new roads. That time is now. ARTICLE 1 That there is hereby created a Commission to be known as the Virginia Beach Parks and Recreation Commission, hereinafter referred to as the "Commission." ARTICLE 2 — Purpose of the Commission The Commission shall serve as an advisory body of the Virginia Beach City Council ("Council") for the purposes set forth in this article. The Commission shall serve as a liaison between Council, the City Manager, the Director of the Department of Parks and Recreation therewith, and the citizens of the City. The Commission shall consult with and advise the City Manager, the Director, and the Council in matters affecting open space, parks and recreation policies, programs, finances, and the acquisitions and disposal of lands and properties related to the total community and open space, parks and recreation programs, and to its long-range projected program for open space, parks and recreation. ARTICLE 3 — Membership Section 1. The Commission shall be comprised of thirteen (13) members. One (1) member shall be appointed by City Council from the residents of each of the City's ten (10) election districts, one (1) member shall be appointed from the residents of the City at large, and two (2) additional members shall be high school students (i) who reside in the City and (ii) attend different high schools. ARTICLE 5 — Meetings Section 1. — Regular meetings shall be held the first Thursday of each month during the year, or at such other time of the month as may be determined by majority vote of all members of the Commission. Section 2. —Special meetings may be called by the Chairperson or upon the written request of at least three members. Section 3. —The time and place for the meetings shall be designated by the Chairperson. Section 4. — The first meeting in September of each year shall be called the organizational meeting. The purpose of this meeting shall be the election of officers, review of the inventory report, and other business that may need to come before such meetings. The presentation of the annual report shall be in August of each year. The Commission shall prepare and submit an annual report of its activities, recommendations, and proposals to the City Clerk's office, who shall transmit the document to City Council. Interim reports to City Council may be provided when deemed appropriate or necessary by the Commission, City Council, or the City Manager. In compliance with City Council's Ordinance No. 94-2258, attendance records shall be kept at each meeting of the Commission with a yearly compilation to be submitted with the Commission's Annual Report to the City Council via the City Clerk's Office. Section 5. —The majority of the members present and voting at any duly constituted meeting shall have the full authority of the Commission, provided that a majority of the voting members must be present to constitute a quorum, and thus shall constitute an organizational meeting. Section 6. —All meetings are open to the public. Where allowed by the Freedom of Information Act, the Commission, by majority vote, may go into a closed meeting. Section 7. — Meetings shall be conducted in accordance with procedures prescribed in the by- laws. ARTICLE 6 — Duties and Responsibilities of the Commission Section 1. —The Commission shall make recommendations for approval by City Council. 1) The establishment of a system of supervised recreation for the City; to set apart for use as parks, playgrounds, recreation areas and structures, any lands, water areas, or buildings owned or leased to or controlled by the City and may suggest improvements of such lands or buildings and structures as may be necessary to the recreational program within funds allocated to the Department. 2) The Commission shall assist City Council and the City Manager by appointing subcommittees to study and evaluate certain matters dealing with Parks and Recreation as directed by City Council. Section 2. —The Commission shall advise Council in the acceptance of any grant, gift, bequest, or donation of any personal or real property offered or made available for recreational purposes and which is judged to be of present or possible future use for recreation, parks, or open space. Section 3. —The Commission shall interpret the recreation and park services of the Department to the community and interpret the needs and desires of the community to the Council, City Manager, and Director. Section 4. —The Commission shall determine and establish the general policies to be followed in carrying out the purposes for which the Commission was established. REVISED n 10'' Y/2/2026 Section 5. — Financial Duties and Responsibilities — The Commission shall have no authority to enter into any contract or incur any obligation binding the City. 1) The Commission shall assist the Director in the development and preparation of an annual budget for the Department to be submitted to the City Manager and subsequently to City Council, at the time designated by the City Manager. 2) The Commission shall assist the Director in the development and preparation of an annual budget for capital improvements (acquisition and development) in accordance with the plan for parks and recreation for the City. Section 6. — Planning Duties and Responsibilities — The Commission shall investigate and determine the needs and interests of the community for open space, recreation facilities and programs, and recommend open space areas, recreational programs, and facilities to meet these needs and interests. ARTICLE 7 — Duties of Officers and Relationship of the Director of Parks and Recreation Section 1. — Chairperson — The Chairperson shall preside at all meetings, sign official papers, appoint committees, call special meetings when he or she deems it advisable, and perform all such duties as are usually handled by a Chairperson, except when such duties are properly delegated. The Chairperson may succeed himself or herself and shall be elected from the Commission members. Section 2. — Vice-Chairperson — The Vice-Chairperson shall perform all the duties of the Chairperson, in the absence of the Chairperson. The Vice-Chairperson shall be charged with the responsibility to see that all standing and temporary committees function as planned by the Commission. In the absence of both the Chairperson and Vice-Chairperson, the Commission shall elect a Chairperson Pro Tempore who shall perform the duties of the Chairperson. Section 3. —Secretary—The Secretary shall perform the usual duties pertaining to the office. The Secretary shall keep or cause to be kept a full and true permanent record of all meetings of the Commission. This includes regular and special meetings plus reports of standing committees and the Secretary shall be the custodian of all documents committed to his or her care. Section 4. —Director's Relationship—The Director shall have a continuing responsibility to explain the organization, responsibilities, working relationships, and program objectives of the Department of Parks and Recreation to the Commission. The Director of Parks and Recreation shall work closely with the Commission in matters of interest to the Commission, involving the operation of an efficient parks and recreation program in the City of Virginia Beach. The Director is an ex-officio member (by virtue of his/her office) and attends the Commission meetings. The Director keeps the Commission informed concerning the interests, needs, objectives, the progress of plans, and other factors related to Parks and Recreation and considered to be of importance to the Commission.
