CITY COUNCIL DISCUSSION/ INITIATIVES/COMMENTS
3:45 P.M.
Council Member Henley advised that she attended a fall-prevention presentation at the Senior
Resource Center yesterday, adding that falls are unplanned descents that can have serious
consequences and emphasized the importance of addressing fall hazards as the City's population
ages. Council Member Henley further advised that later that evening she visited The Villages at
West Neck and coincidentally received a letter from the President of the West Neck Community
Association regarding cracked, uneven, and lifted sidewalks that create tripping hazards for
residents, many who are older adults. Council Member Henley requested that the appropriate
City staff accompany her to evaluate the sidewalks to determine what improvements are needed.
Council Member Henley advised that the community has reportedly been requesting assistance
since January and suggested that the review could also identify practices that may benefit other
neighborhoods.Council Member Henley emphasized that even minor sidewalk elevation changes
can result in serious falls and injuries.
Mayor Dyer expressed his appreciation to Council Member Henley for her comments regarding
falls as the City is an aging city, both in terms of its population and infrastructure. Mayor Dyer
explained as a physical therapist for 45 years, falls can result in broken hips, broken shoulders,
and head injuries.
Council Member Henley advised fall-prevention classes are currently offered at Mount
Trashmore and includes instruction on preventing falls and how to safely get up after falling.
Council Member Ross-Hammond advised that she has received concerns from some seniors
about cross walks and suggested consideration of signage alerting motorists that seniors may be
crossing or walking in the area, similar to signage used for other pedestrian crossings.
Council Member Berlucchi advised that Plaza Little League, the Princess Anne Plaza Civic League,
local artist Seth Louboutin, and the Cultural Affairs Department unveiled new murals created
through the Creative Neighborhoods Grant Program. Council Member Berlucchi advised two (2)
murals were created on the back of the ballfield dugouts and described the project as an example
of how the grant program brings original artwork into neighborhoods while connecting residents
and communities through creative expression. Council Member Berlucchi advised that hundreds
of young people, parents, and volunteers attended the fall opening ceremonies and encouraged
the Body to go see the murals.
Council Member Berlucchi advised he will host a District 3 Town Hall on September 23rd from
6:00 - 8:00 P.M. at the Kempsville Recreation Center. Council Member Berlucchi advised topics
will include flood protection, an upcoming public art project at Mount Trashmore, and Sheriff

Holcomb will provide information on innovative mental-health programs being implemented at
the jail.
Council Member Berlucchi advised he and Council Member Hutcheson serve as Council Liaisons
to the Animal Services Advisory Board and distributed a recent letter from a member of
the Board expressing support for establishing an animal abuse registry, attached hereto and
made a part of the record. Council Member Berlucchi advised that community members he has
spoken with have expressed strong support for establishing an animal abuse registry and City
Manager Duhaney and the Animal Services Division have indicated it could be considered during
the next budget cycle process. Council Member Berlucchi requested that the necessary budget
and operational-impact analysis be conducted sooner rather than later and suggested the Body
receive a briefing in October and have a discussion before the budget process. Council Member
Berlucchi further advised that the Animal Services Advisory Board recommends including
additional provisions in the City's Legislative Agenda allowing municipalities the option to include
misdemeanor convictions for animal neglect and abuse in the registry, similar to an approach
used by Chesapeake. Council Member Berlucchi explained he recently learned that there is a list,
administered by a judge, with individuals who are banned from possessing a companion animal
and requested research whether it could be included into the registry.
Council Member Berlucchi advised he attended the recent ribbon-cutting for the Armed Services
YMCA in District 3, adding that the facility serves residents throughout the City and addresses
important issues for quality child care and early learning.
Mayor Dyer advised that housing and child care had been identified as a crisis issue affecting
military readiness, including recruitment and retention. Mayor Dyer advised child care is
expensive and difficult to obtain and learned the new facility already had a waiting list of more
than 600 people before opening. Mayor Dyer expressed his gratitude that the new facility is
located in District 3 and a convenient addition for families.
Council Member Ross-Hammond referenced transitional housing and advised some individuals
moving from one housing situation to independent living may require additional support during
the transition. Council Member Ross-Hammond stated that she planned to discuss the matter
with Ruth Hill, Director of Housing and Neighborhood Preservation and explore whether
additional transitional housing options could be developed.

CITY COUNCIL DISCUSSION / INITIATIVES/COMMENTS
(Continued)
Council Member Schulman requested Mayor Dyer comment on the recent leadership series at
Regent University and explained that the event included legislators and community leaders from
both political parties and four former governors.
Mayor Dyer advised it was a wonderful event and specifically recognized former Governor Doug
Wilder, noting his age of 95 and describing his remarks and leadership as remarkable. Mayor Dyer
acknowledged the participation of four governors from both political parties and the importance
of coming together.
Council Member Schulman expressed his wishes to the Jewish community for Rosh Hashanah,
describing it as the Jewish New Year and a time for family tradition, prayer, reflection, humility,
and accountability leading into Yom Kippur. Council Member Schulman explained Yom Kippur is
an opportunity to repent and seek forgiveness and is hopeful for a kinder and more considerate
new year for the Jewish community and the community at large.
Council Member Jackson-Green advised he will host a District 7 Town Hall on September 181h
from 6:00- 8:00 P.M. at Salem High School and encouraged interested residents to attend.
Council Member Ross-Hammond advised the unveiling of the Blackstreet Boulevard signage will
be on September 19th at 10:00 A.M., at Beasley Drive and Virginia Beach Boulevard in District 4.
Council Member Hutcheson advised he and Council Member Jackson-Green attended recent
Community Organization Grant Review and Allocation (COG) meetings where over thirty (30)
interviews were conducted. Council Member Hutcheson advised while grant funds are limited,
the applicants provide valuable quality of life services throughout the City and commended the
thorough and impartial process by the Committee and Staff.
Council Member Jackson-Green advised the Committee engaged in healthy, detailed discussions
and commended them for removing politics from their decisions and ensuring responsible use of
taxpayer funds which empower community organizations to improve the community.
Mayor Dyer emphasized the importance of community involvement in local government and
expressed his appreciation to the community organizations that provide outreach, programs, and
services for residents.

Dear City Council Members:
I am writing to express my support for the implementation of an Animal Cruelty Registry in the City of
Virginia Beach.
As a current member of the Animal Services Bureau Advisory Board, and former Animal Services Bureau
volunteer for over 10 years, I feel strongly the animals and citizens of the City of Virginia Beach deserve the
establishment of such a registry. The registry should also encompass animal cruelty misdemeanors as well,
including individuals that have been banned from the courts from possessing animals.
Several studies have shown the link between animal abuse and dornestic violence, and while this would not
be an all-encompassing registry, it is a start. The residents and animals of Virginia Beach and surrounding
localities deserve to be protected and it's our obligation as public servants to do so. What message does it
relay to our citizenry if we do not take advantage of such an opportunity?
For years I was one of the few volunteers that could process animal adoptions for Animal Services at our
partner PetSmart location in Virginia Beach. As an open admission municipal shelter, I am aware we could
not deny adoptions unless information was disclosed to us by the adopter and then, it was to the discretion
of management as there was nothing"legally" preventing us from adopting to potential abusers. We did
not have anything to "hang our hat on."And while the registry rnay not stop animals from getting into the
wrong hands, it will allow organizations and members of the community to do their due diligence when
handing over the care of a defenseless animal and to make the most appropriate decision based on all
relevant information.
On behalf of the Animal Service Bureau Advisory Board members, we wholeheartedly support the Animal
Service Bureau's request and efforts to introduce such a resource to our city. We vehemently urge Council
Members to consider investing in the safety of their citizens and companion animals and we look forward
to bringing this to our community.
Sincerely,
C. Kelly Copela d

CITY COUNCIL DISCLOSURES:
Vice Mayor Rosemary Wilson DISCLOSED that she is a real estate agent affiliated with Howard
Hanna Real Estate Services ("Howard Hanna"), who's Oceanfront Office is located at 303 34th
Street Suite 102,Virginia Beach,VA 23451. Because of the nature of realtor and real estate agent
affiliation, the size of Howard Hanna, and the volume of transactions it handles in any given year,
Howard Hanna has an interest in numerous matters in which she is not personally involved and
of which she does not have personal knowledge. In order to ensure her compliance with both
the letter and the spirit of the State and Local Government Conflict of Interests Act (the "Act"), it
is her practice to thoroughly review the agenda for each meeting of City Council for the purpose
of identifying any matters in which she might have an actual or potential conflict. If, during her
review of the agenda for any given meeting of the Council, she identifies a matter in which she
has a "personal interest," as defined in the Act, she will file the appropriate disclosure letter to
be recorded in the official records of the City Council. Vice Mayor Wilson regularly makes this
disclosure. Her letter of February 20, 2018 is hereby made part of the record.
Council Member Remick DISCLOSED that he is employee of Colliers International Virginia, LLC,
("Colliers") which is a commercial real estate services company. Because of the size and nature
of Colliers and the volume of transactions it handles in any given year, Colliers has an interest in
numerous matters in which he is not personally involved and has no personal knowledge. In that
regard, he is always concerned about the appearance of impropriety that might arise if he
participates in a matter before the City Council in which Colliers has an interest in the transaction
and he has no personal knowledge of that interest. In order to ensure compliance with both the
letter and the spirit of the State and Local Government Conflict of Interests Act (the "Act"), it is
Council Member Remick's practice to thoroughly review the agenda for each meeting of the City
Council to identify any matters in which he might have an actual or potential conflict. If, during
review of the agenda for a Council meeting, he identifies a matter in which he has a "personal
interest," as defined by the Act, either individually or as an employee of Colliers, he will file the
appropriate disclosure or abstention letter to be recorded in the official records of the City
Council.
