Oberndorf in the Council Chamber, City Hall Building, on Wednesday, July 1, 1992, at 10:00 A.M. Council Members Present: John A. Baum, Linwood 0. Branch, III, James W. Brazier, Jr., Robert W. Councilman Baum placed in NOMINATION the name of William D. Sessoms, Jr. Councilman Moss placed in NOMINATION the name of Robert K. Dean. Voting: 7-4 Council Members Voting for William D. Kenneth Whitehurst, Chief Judge - Virginia Beach Circuit Court, administered the formal Oath of Office to the Vice Mayor: William D. Sessoms, Jr. Vice Mayor July 1, 1992 to June 30, 1994 - 7 - Item 111-D.2. ITEM # 35792 REMARKS OF THE MAYOR Mayor Oberndort advised this was the beginning of the 'Itirst day of the life of Virginia Beach" for the next four years. Mayor Oberndort was excited at the opportunity to be able to serve and be a part of the significant history of the City. Rabbi Bornstein's prayer for the water trom Lake Gaston was a "beauty" and something to which all will say AMEN. In the next tour years, the three parts of the triangle for the City of Virginia Beach will be: Pursuit and securing of a reliable water source from Lake Gaston. Continued emphasis on economic development to be able to cope with the horrendous economic situation of the entire Country and the World. Strong and secure public educational system. - 8 - Item Ill-D.3. ITEM # 35793 REMARKS OF THE VICE MAYOR Vice Mayor Sessoms extended appreciation to the majority of City Counci I for their support. The Vice Mayor bel ieved Virginia Beach had a great future with al I Members working together. The Vice Mayor offered his assistance in every way possible to the Mayor. - 9 - Item I I I -E. ITEM # 35794 Mayor Oberndorf advised no one serves in public office without the love, support and the encouragement of their family members. Mayor Oberndort introduced her parents, Mr. and Mrs. Louis Ellenson and her husband, Roger. One of her daughters arrived just in the "nick of time", Linda and her husband Lankford Smith. Marcle is on her way down (Marcie arrived just prior to ADJOURNMENT) and Heidi is flying airplanes in Alaska. Vice Mayor Sessoms introduced his wife, Beverly, accompanied by two of his daughters, his MC)ther, mother-in-law and sister. Councilman Baum advised his wife, Sandra, was the only one in attendance, but that was sufficient as she has been ot tremendous assistance. Councilman Branch advised his guests filled the entire third row co,,isting t his uncle, and his wife, their daughter, Councilman's Branch's grandmother, her grandson and his brother, as well as Councilman Branch's good friend, Henry Richardson. Councilman Dean introduced his daughter, who gives him purpose in life, friends trom the School system and their children, his campaign manager, as well as others from the Community of Virginia Beach who supported him during his campaign. Councilman Moss introduced his wife, his sons, both his parents, his Exchange Student from Finland, as well as his long tirm friend, Rae LeSesne. - 10 - Item IV. ITEM # 35795 FORMAL SEATING OF VIRGINIA BEACH CITY COUNCIL Mayor Oberndorf referenced the FORMAL AND INFORMAL SEATING OF VIRGINIA BEACH CITY COUNCIL. A copy ot the FORMAL AND INFORMAL SEATING chart is hereby made a part of the record. Mayor oberndorf advised the Vice Mayor's position in her term of office has always been on the left of the Mayor, with the Senior Member of City Council on the right.
