Mayor Meyera E. Oberndorf called to order the PUBLIC HEARING of the VIRGINIA
BEACH CITY COUNCIL for the FY 1990-1991 OPERATING BUDGET in Princess Anne High
School, on Thursday, April 19, 1990, at 7:00 P.M.
Council Members Present:
Albert W. Balko, Vice Mayor Robert E. Fentress,
Harold Heischober, Barbara M. Henley, Reba S.
McClanan, John D. Moss, Mayor Meyera E. Oberndorf,
Nancy K. Parker and William D. Sessoms, Jr.
Council Members Absent:
John A. Baum and John L. Perry

Mayor Meyera E. Oberndorf DECLARED A PUBLIC HEARING:
FY 1990-1991 OPERATING BUDGET
The following spoke expressing their concerns relative various issues:
Claudette Thomure, 1220 Eagle Way, Phone: 486-0202, spoke in SUPPORT of the
School's Proposed Budget and requested the City increase the Employer Paid
Health Tnsurance to approximately $117 per month effective January 1, 1991.
Kevin Conray, 2208 Margaret Circle, Phone: 468-4759, State Vice President for
Virginian's Opposing Drunk Driving. Mr. Conray expressed concern relative the
Office of the Commonwealth's Attorney not having sufficient funds to prosecute
the DUI cases.
Ellen Ferber, 1008 Birnam Woods Drive, Phone: 420-0931, Executive Director of
Beach Ecumenical Housing/Samaritan House, which has requested a Grant of
$51,000.
Bob Engesser, 5290 Vestry Drive, presented a "hand-out" to the City Clerk for
distribution and read a copy of letter to the Honorable Kenneth N. Whitehurst,
Chief Judge, Circuit Court into the record.
Winnie Young ("Angel"), 226 Seventeenth Street, Phone: 491-2887, spoke
concerning the homeless. A citizen has lodged 28 young homeless people in a
hotel for a month.
Brenda @IcCormick, 417 16th Street, Phone: 491-2887, requested 1% of the $645-
MILLION Operating Budget for the homeless.
Jeff Cantell, 780 Queens Way, Phone: 428-1463, spoke relative the homeless who
are mentally ill. Mr. Cantrell requested 1% of the $22-MILLION in the
Operating Budget be allocated for Mental Health for the "Homeless"..
Joan Uhlar, 2212 Laurel Cove Drive, Phone: 481-7708, represented Justice for
Victims of Crime, a non-profit organization incorporated in the State. Mrs.
Uhler requested no reduction in funds in the Office of the Commonwealth's
Attorney. The man who murdered her son in 1985 had commenced a criminal career
with small, petty crimes.
Jack Uhlar, 2212 Laurel Cove Drive, Phone: 481-7708, represented Justice for
Victims of Crime, a non-profit organization incorporated in the State. Mr.
Uhlar reiterated the request of his wife relative no reduction in funds in the
Office of the Commonwealth's Attorney.
Dorothy Saule, 5560 New Colony Drive, Phone: 424-3083, Kempsville Borough
resident. Mrs. Saule requested no reduction in funds in the Office of the
Commonwealth's Attorney. The Commonwealth Attorney has advised the increasing
caseload will cause the redefining of a misdemeanor to include some acts which
are now considered felonies. Her son was murdered in 1979. Mrs. Saule praised
the Victim/Witness Program in the Office of the Commonwealth's Attorney.
Joe Gwynn, 4916 Gulfstream Circle, Phone: 495-1660, spoke in OPPOSITION to the
School's Proposed Budget. The approximate $284-MILLION represents an increase
of $29-MILLION. This represents $24,000 added for each new student.
Pat Greendan, 5512 Spider Court, Phone: 473-9864, spoke relative the crises in
Education. It does not cost extra money to teach the basics.
Michael Hamar, 1597 Bay Point Drive, Phone: 481-9214, spoke relative the
School's Proposed Budget and spoke in OPPOSITION to certain portions i.e, a
Research Study relative the effects of reducing class size. The Gifted
Program should remain at Old Donation.

R. Zernheld, 4889 Klamath Road, Phone: 473-9170, requested no reduction in
funds in the Office of the Commonwealth's Attorney. His daughter, a nurse,
was murdered in Virginia Beach and her body placed in Currituck, North
Carolina. Police, Prosecutors and Judges make up the law enforcement team.
Pat Horan, Endependence Center, Phone: 461-8007, and spoke in SUPPORT of their
Budget request for $42,840. One hundred fifteen citizens of the City are
currently served.
George Faatz, 392 Glastonbury Drive, Phone: 427-3031, President of Citizens for
Better Education.
Lee Thrasher, 1136 Birdneck Lake Drive, Phone: 477-8301, Director of the
Virginia Beach Victim Witness Program. Mrs. Thrasher urged the continued
financial support of the Program. The program is entirely city funded.
There being no further speakers, the Mayor CLOSED the PUBLIC HEARING.
