Oberndorf called to order the PUBLIC HEARING of the VIRGINIA BEACH CITY COUNCIL for CITIZEN CONCERNS RELATIVE VIRGINIA BEACH SCHOOL BOARD APPOINTMENTS in the Council Chambers, City Hall Building, on Wednesday, November 15, 1989, at 4:00 P.M. Oberndorf DECLARED A PUBLIC HEARING in accordance with Virginia State Code Sec. 22. 1-29. 1, and advised as stipulated by the PUBLIC NOTICE each citizen must limit their presentations to three (3) minutes each. CITIZEN CONCERNS RELATIVE VIRGINIA BEACH SCHOOL BOARD APPOINTMENTS Councilman John Moss DISCLOSED his wife is a teacher in the Virginia Beach School System pursuant to Section 2.1-639.14E of the Code of Virginia, Annotated. Councilman Moss referenced a letter of DECLARATION to the City Clerk dated March 30, 1988. Councilman Moss advised his wife's representation as a member of the School System did not inhibit him from participating in this transaction fairly, objectively and in the public's best interest. The following spoke relative appointments to the SCHOOL BOARD: Henry 1. Willett, Jr., 1253 East Bay Shore Drive, Phone: 422-8807, spoke in SUPPORT of reappointment of the three incumbants. Kathleen Dudley, 4944 Rugby Road, Phone: 467-1682, spoke in OPPOSITION to the reappointment of the three incumbents Nancy Lee, 3521 Indian River Road, Phone: 427-6404, spoke in OPPOSITION to the reappointment of the three incumbents William Lee, 3521 Indian River Road, Phone: 426-6404, spoke in OPPOSITION to the reappointment of the three incumbents. William Lee distributed information relative teen pregnancy and failure of sex education courses. Pat Greedan, 5512 Spider Court, Phone: 473-9864, spoke in OPPOSITION to the reappointment of the three incumbents and in SUPPORT of appointment of Vincent Marshall (Bayside Borough). Barbara Sanders, 1318 Hillock Crossing, Phone: 363-8164, spoke in OPPOSITION to the reappointment of the three incumbents and in SUPPORT of appointment of Paul Hubbard (Beach Borough). Sandy Richter, 721 Hemlock Crescent, Phone; 495-4488, spoke in OPPOSITION to the reappointment of the three incumbents and in SUPPORT of appointment for someone with a priority in advance education and academics and a feeling of accountability, as well as be responsive to the parents. Angel Creed, 4253 Spruce Knob Road, Phone: 471-3339, spoke in OPPOSITION to the reappointment of the three incumbents Edward Kreyling, 3646 South Seabreze Trail, Phone: 463-7465, spoke in OPPOSITION to the reappointment of the three incumbants. High School Students do not have proper background for high school math. George Faatz, 3012 Glastonbury Drive, Phone: 427-3031, spoke in behalf of Citizens for Better Education and in OPPOSITION to the reappointment of the three incumbants. Brie Larrabee, 5313 Angus Drive, Phone: 479-4373, spoke in OPPOSITION to reappointment of Gerald Gibbs and in SUPPORT of appointment of Paul Hubbard (Beach Borough). - 3 - Item I-A.l. ITEM # 32048 (Continued) Claire Polley, 1320 Baycliff Drive, Phone: 481-0106, President of the Virginia Beach Education Association comprising 3100 members/employees of Virginia Beach City Schools distributed a copy of her remarks which are hereby made a part of the record. Claire Polley advised the School Board is much more accessible to the public and strives for open communications with the City Council and the respective administrations. Joe Gwynn, 4916 Culfstream Circle, 424-7305(W), 495-1600(H), spoke in SUPPORT of appointment of Ralph E. Smith (Bayside Borough). LaGoldia Williamson, 285 Joan Terrace, Phone: 486-2517, advised the School Board has lost touch with those struggling with the basic needs. Pastor Desi W. Allen, 501 15th Street, Phone: 428-5441, Pastor of the Pentecostal Church of Christ, spoke in SUPPORT of appointment of Paul Hubbard Beach Borough) Robert Lee Rich, 1360 Battleford Drive, Phone: 467-5235, spoke in opposition to the Family Life Education and in OPPOSITION to the reappointment of the three incumbants. Carol DiGirolamo, 5624 Albright Drive, Phone: 479-0856, spoke in SUPPORT of the appointment of Vincent DiGloria (Princess Anne Borough). Camille Wilging, 2553 Elson Green, spoke in OPPOSITION to the reappointment of the three incumbants. Bryan Covington, 5433 Hargrove Boulevard, Phone: 420-6192, spoke in SUPPORT of the appointment of Vincent S. DiGloria (Princess Anne Borough) and Ralph E. Smith (Bayside Borough). Fran Faatz, 3012 Glastonbury Drive, Phone: 427-3031, spoke in OPPOSITION to the reappointment of the three incumbents and in SUPPORT of the appointment of Fred White, Jr. (Princess Anne Borough). Tim Manning, 1836 John Brown Lane, Phone: 479-3687, 'phoned the City Clerk's Office and advised he was unable to attend but wished it noted he was in OPPOSITION to the reappointment of the three incuplbants. There being no further speakers, Mayor Oberndorf CLOSED the PUBLIC HF-ARING. 4 Item I-B.I. ADJOURNMENT ITEM 32049 Upon motion by Vice Mayor Fentress, seconded by Councilman Moss, City Council ADJOURNED the Meeting at 6:42 P.M. Voting: 7-0* Council Members Voting Aye: Albert W.
