Oberndorf called to order the PUBLIC HEARING of the VIRGINIA BEACH CITY COUNCIL for the CAPITAL IMPROVEMENT PROGRAM in Princess Anne High School, on Wednesday, November 8, 1989, at 7:00 P.M. Council Members Present: John A. Baum, Vice Mayor Robert E. Fentress, Harold Heischober, Barbara M. Henley, Reba S. McClanan, John D. Moss, Mayor Meyera E. Oberndorf, Nancy K. Parker and William D. Oberndorf DECLARED A PUBLIC HEARING: CAPITAL IMPROVEMENT PROGRAM (FY-1989-90/1993-94) The following spoke expressing their concerns relative various issues: Dan Diviney, President - Lake James Homeowners Association, Phone: 424-3571, - Centerville Turnpike. Captain Les Fenlon, 2224 Scallop Road, Phone: 481-4836 - Bayfront Bikeway. Captain Fenlon, distributed petitions requesting the Bayfront Bikeway through Lynnhaven Colony be constructed as a path rather than a route and that it be located on the Virginia Power Easement paralleling Cape Henry Drive. Captain Fenlon also distributed a map of the original planned route of the Bayfront Bikeway. Said information is hereby made a part of the record. Donald B.
