Oberndorf in the Council Chambers, City Hall Building, on Monday, March 30, 1989, at 12:00 NOON. Council Members Present: Albert W. Balko, John A. Baum, Harold Heischober, Barbara M. Henley, Mayor Meyera E. Oberndorf, Reba S. McClanan, Nancy K. Parker and William D. Sessoms, Jr. Council Members Absent: Vice Mayor Robert E. Fentess (OUT OF CITY) John D. ITEM # 30978 The MAYOR'S 1=R stating the purpose of the SPECIAL SESSION was read by the City Clerk: " In accordance with City Code Section 2-21 and by the authority vested in me, I hereby call a SPECIAL SESSION of the VIRGINIA BEACH CITY COUNCIL in the Council Chambers, City Hall Building, on Thursday, March 30, 1989, at 12:00 NOON for the purpose of the City Manager's Presentation of the FY 1989-1990 OPERATING BUDGET. s/Meyera E. ITEM # 30979 1989-1990 FISCAL YEAR OPERATING BUDGET CITY MANAGER'S PRESENTATION The City Manager presented the proposed FY 1989-90 PROPOSED OPERATING BUDGET, totaling $597,698,684. Last year, the FY 1988-89 FY OPERATING BUDGET possessed the lowest percentage incrase in 2 years. Despite mandates and other factors, the City absorbed the full school increase and tightened their belt in City Departments. As this was not possible this year, the City Manager made the school board and school administration aware of revenue limits. However, the School Board itself was and is confronted both with many state mandates and identified local needs for education improvement. Consequently, the school budget is significantly larger than can be absorbed without a tax increase. This school-related real estate tax increase equals 5.5 cents per $100 Assessed Value. Regarding City Programs, the City Manager stated his primary GOALS: Insure consistent and stable services Meet mandates and commitments, either as a result of external demands or policy initiatives of the City Council. Continue to be a good employer Fulfill the CIP requirements and efforts to invest in the future. Dean Block, Assistant City Manager for Analysis and Evaluation, presented the FINANCIAL SUMMARY of the FY 1989-90 PROPOSED OPERATING BUDGET.
