Oberndorf called to order the PUBLIC HEARING of the VIRGINIA BEACH CITY COUNCIL for VIRGTNIA BEACH SCHOOL BOARD APPOINTMENTS in the Council Chambers, City Hall Building, on Friday, December 9, 1988, at 3:00 P.M. Council Members Present: Albert W. Balko, Harold Heischober, Barbara M. Henley, Reba S. McClanan, John D. Moss, Mayor Meyera E. Oberndorf, Nancy K. Parker, John L. Perry and William D. Councilman John @loss DISCLOSED his wife is a teacher in the Virginia Beach School System pursuant to Section 2.1-639.14E of th, Code of Virginia, Aniiotated. 'Councilman Moss referenced a letter of DECLARATION to the City Clerk dated illarch 30, 1988. -Uouncilrian Moss advised his wife's representation as a member of the School System did not inhibit him from participating in this transaction fairly, objectively and in the public's best interest. There being no further speakers, Council Lady Barbara M. Henley CLOSED the PUBLIC HEARING. Public Notice Virginia Beach City Council will hold a PUBLIC HEARING in the Council Chamber, City Hall, Municipal Center, at 3:00 p.m. Frida , December 9, 1988, in accordance wit@ Virginia State Code Section 22.1-29.1, for the purpose of in- terviewing any applicants for appoint- ment to the SCHOOL BOARD, effective 1 January,1989, for a term of three (3) years. There are three vacancies for which each of those currently serving are eligible for reappointment. All in- terested citizens are encouraged to submit their resume to the City Clerk (Room 281, City Hall) on or before December 1, 1988, and schedule their interview with the City Clerk (427-4303). As a member of the city council of the city of Virginia Beach, I have a duty and responsibility to the citizens of Virginia Beach to review, make reconunendations and approve or deny the School Board budget, and I intend to carry out said duties as fairly and faithfully as I can; and 2. Pursuant to the State Conflict of Interests Act prior to taking any action on the School Board budget, I am disclosing that my wife is a teacher in the Virginia Beach school system; and 3. My wife, as a teacher in a profession, nccupation and group along with several hundred other teachers, could possibly be affected by City Council's vote on the School Board budget; and 4. I am able to review, make recommendations and approve or deny a budget regarding the Scbool Board fairly, objectively and in the public interest even though my wife@ is one of many teachers within the school system. Accordingly, I respectfully request that you record this declaration in the official records of the city Council. Thank you for your assistance and cooperation in this matter.
