In accordance with the City Charter, Section 3.06, the City
Code, Section 2-21, and by the authority vested in me as Mayor of
the City, I hereby call a SPECIAL FORMAL SESSION of the VIRGINIA
BEACH CITY COUNCIL in the Princess Anne High School Auditorium on
Thursday, April 30, 1992, at 7:00 P.M. for the purpose of holding a
PUBLIC HEARING of the 1992-1993 FISCAL YEAR OPERATING BUDGET.

Mayor Meyera E. Oberndorf DECLARED A PUBLIC HEARING:
1992-1993 FISCAL YEAR OPERATING BUDGET
The following spoke expressing their concerns relative various issues:
Cheryl Tokac, 1904 Eastborne Drive, Phone: 721-2773, President of the Virginia
Beach Education Association. Mrs. Tokac urged the funding be restored in the
1992-93 School Board Budget.
Greg Benshoff, 3998 Roebling Lane, Phone: 486-1910, represented the Virginia
Beach Professional Firefighters. Mr. Benshoff referenced a Budget study,
conducted by the International Association of Firefighters and their
determination that funds are available for a 5% Increase in the General Pay
Plan. Budget cuts in overtime accounts will not allow firefighters to be paid
for holidays which they are required to work. The firefighters normally work
a 56-hour week. Statement of Mr. Benshoff is hereby made a part of the
record.
Dr. Alice L. Twining, 330 West Brambleton Avenue, Norfolk, Phone: 640-0400,
Board of Directors of Samaritan House. Last year, over 600 children were
sheltered as part of 173 families. Dr. Twining expressed appreciation to the
City Council and requested full funding for the Samaritan House. All other
speakers on behalf of Samaritan House WAIVED their time. Dr. Twining
requested a Community Advisory Board be appointed to look over and analyze the
Community Development Block Grant, the COIG funds and recommend an equitable
distribution among the charities.
William Carson, 921 Queen Elizabeth Drive, Phone: 463-7479, teacher and parent
of two kindergarten students.'Mr. Carson spoke in SUPPORT of proposed 1992-93
School Board Budget.
Jane Kaminski, 3720 Virginia Beach Boulevard, Phone: 431-0114, Director of
Family Life in Richmond for Family Life Services of Tidewater. Mrs. Kaminski
supervises "My Baby and Me", the Virginia Beach Resource Mothers' Program. In
only six months of project implementation, Resource Mothers have served 85
expectant women and trained 20 lay home visitors. 1,326 Virginia Beach teens
were pregnant last year. Mrs. Kaminski urged funding of Resource Mothers' for
1992-1993.
Larry Zenk, 4817 Kemps Greens Parkway, Phone: 495-3326, represented the
Kemspville Greens Civic League. Mr. Zenk spoke in SUPPORT of proposed 1992- 93
School Board Budget and 5% pay increase for teachers as well as City
Employees.
Kathryn Bryan, 3349 Terrazzo Trail, Phone: 498-9117, Member of the Virginia
Beach Clean Community Commission and Chairman - Earth Day Committee. Mrs.
Bryan spoke in SUPPORT of fully funding the Clean Community Commission and in
OPPOSITION to the deletion of the Coordinator.
Jacqueline Sharpe, 1653 Devon Way, Phone: 471-1866, represented the Virginia
Beach Health Advisory Council. Mrs. Sharpe extended appreciation to the City
Council for continued support of both adult and children's dental clinic, as
well as the maternity program.
Robert Engesser, 5290 Vestry Drive, Phone: 499-3157, represented himself. Mr.
Engesser requested the right to vote for the Vice Mayor.

Reverend Fred Guy, 4136 Holland Road, Phone: 486-7428, Co-ordinator of the
Winter Task Force for the Homeless. Approximately 400 homeless people in this
City have been sheltered and ted this year. Dr. Guy requested a reprioritizing
of funds concerning the Neptune Festival vs the homeless.
Kenneth Stern, 1041 Blue Spring Lane, Phone: 468-1608, Volunteer for the
homeless. Mr. Stern urged redistribution of the funds from the Neptune
Festival for the hcxneless.
PatWelling, 4876 Halwell Drive, Phone: 467-4031, Member of St. Timothy Luthern
Church. Mrs. Welling registered protest against additional funding for the
Neptune Festival and other activities at the expense of the homeless.
David W. Gillhooly, 740 Duke Street, Suite 520, Norfolk, Phone: 626-0127,
Executive Director - Tidewater Aids Crises Task Force. This Task Force is
currently providing services to over 152 residents of Virginia Beach. This
agency's funding is being reduced from $2,500 last year to $1850 this year.
1. P. Goodwin, 3182 Adam Keeling Road, Phone: 481-6382, spoke relative the
2.1 3% of the Parks and Recreation Budget and the 4.5% portion of this
delegated to the Kempsville Playhouse. Mr. Goodwin spoke in SUPPORT of the
full funding of the Kempsville Playhouse.
Linda Gregorczyk, 5808 Chippewa Road, Phone: 497-2059, concerned parent. Mrs.
Gregorczyk spoke in SUPPORT ot proposed 1992- 93 School Board Budget and 5%
pay increase for teachers.
Scott Prentice, 1061 Culmer Drive, Phone: 721-5945, Firefighter employed with
the City for over 6 1/2-years. Mr. Prentice spoke in SUPPORT of fully funding
mandatory overtime for firefighters and the 5% salary increase for all City
Employees.
John 0. Parmele, 1316 Yawl Point, Phone: 481-1259, private citizen, grandfather
and City Council Candidate. Statement of Mr. Parmele is hereby made a part of
the record. Mr. Parmele advised the Reserve for Contingencies has increased
233%. Thls Reserve, the General Fund and the Category "Other Charges" needs
to be reevaluated. Both City and School Employees deserve a full 5% pay
raise. Mr. Parmele requested the top City officials give up 2% of their
annual salary for the next Fiscal Year.
Mike Monahan spoke for Carl Marshall, 1353 Laskin Road, Phone: 422-5991/627-
6900. Mr. Monahan represented the Sugar Plum Bakery. The Sugar Plum provides
employment and training to individuals with disabilities who are unable to
obtain employment in the private market place. Mr. Monahan extended
appreciation tor the funding, even thought cut 13% from last year.
Clitf Hill, President - Hospice Volunteers of America. Statement of Mr. Hill is
hereby made a part of the record. Hospice requested continuation of financial
support. Mr. Hill distributed a listing of the Board of Directors.
Reverend Gary Danielsen, 1301 Holly Avenue, Norfolk, Phone: 622-0125, Chairman
for the Task Force for Homeless Service Providers. Reverend Danielsen advised
the Task Force provides not only food and shelter, but assists with other
vital needs, the opportunity for job search and referral for other City
services. The funding levels for service to the homeless are severely
underfunded. Reverend Danielsen recommended the City implement a cost-per-
person-per-day to those agencies who provide shelter to the homeless and the
Winter Shelter Program be fully funded in the 1992-1993 fiscal year.
Marilyn Diaz, 253 West Freemason Street, Norfolk, Phone: 625-4248, Coordinator
of the YWCA Women In Crises Programs. This was the first shelter for battered
women and their Children in Hampton Roads. Over 21000 Virginia Beach women
and children have been served.

Errol Bueche, 3061 Brickhouse Court, Suite 101, Phone: 463-2201, Executive
Director - Volunteers of America. Mr. Bueche spoke concerning the Winter
Shelter Program and requested It be fully funded in the 1992-1993 fiscal year.
David Smith, 3841 Liberty Ridge Road, Phone: 436-0336, Vice President -
Virginia Beach Municipal Employees Association. Mr. Smith spoke in SUPPORT of
a 5% Increase in the general pay plan for both City and School Employees.
Benjamtn Pscion, 429 Courtney Arch, Phone: 499-5434/463-4689, President of the
the Groveland Park Civic League. Mr. Pscion requested funds be set aside for
developing the neighborhood park in this subdivision.
Jay Sigmund, 3105 Dolphin Road, Phone: 481-4056, represented the Southeastern
Association for Virginia's Environment (SAVE) and expressed concern relative
the reduction in positions from three to one in the Offic, of Envlronmental
Management. SAVE requested full funding for the Clean Community Commission.
George Minns, 317 Birchwood Park, Drive, Suite 305, Phone: 463-3758, President
of the NAACP. Mr. Minns urged funding for the homeless. Mr. Minns spoke
concerning the need for a gym in the Seatack Community Recreation Center.
Lou Pace, 1908 Hunts Neck Court, Phone: 468@925, Candidate for City Council.
Mr. Pace believed all City employees should be treated equally and receive a
5% salary Increase. Mr. Pace bel ieved the Samaritan House should be ful ly
funded, as well as the other desirous agencies.
Jean Bankos, 5617 William & Mary Court, Phone: 497-6518, parent and teacher in
neighboring community. Mrs. Bankos spoke In SUPPORT of ful I funding of the
School Board Budget.
Lisa O'Donnel 1, 3420 Virginia Beach Boulevard, Phone: 431-01 14, represented the
Resource Mothers I Program. Ms. 0 1 Donne I I worked as a Vo I u nteer f or the I ast
four months and urged funding of Resource Mothers' for 1992-1993.
Lisa Guthrie, 1405 Petrell Court, Phone: 422-6088, President-Elect of the
Virginia Beach Education Association, parent and Librarian at Fairfield
Elementary School. Mrs. Guthrie spoke in SUPPORT of fully funding the proposed
1992-93 School Board Budget.
Donna Berg, 809 Niland Court, Phone: 523-6315, mother of student at Fairfield
Elementary. Mrs. Berg spoke in SUPPORT of fully funding the proposed 1992-93
School Board Budget.
Margaret Kiernan, 3305 Belmont Court, Phone: 486-7622, Member of Faculty of
Adult Learning Center. Mrs. Kiernan spoke in SUPPORT of fully funding the
proposed 1992-93 School Board Budget. The Adult Learning Center is
relinquishing its building to allow the Sixth grade students in the Bayside
area to have a quality educational facility, thereby leaving the 400 adult
morning population served with no home.
Robert Oechsner, Post Office Box 64211, Phone: 463-8154, Virginia Beach
Professional Firefighters. Mr. Oechsner spoke in SUPPORT of fully funding
mandatory overtime for Firefighters and the 5% salary Increase for all City
Employees.
Elizabeth Versprille, 1517 Custom Street, Phone: 481-4845, Teacher. Mrs.
Versprille spoke in SUPPORT of the 5% salary Increase for all City Employees
and fully funding the School Board Budget.
Leslie Paul, 4124 Clintwood Lane, Phone: 463-0478, "Mother Earth". Mrs. Paul
spoke in SUPPORT of fully funding the Cfean Community Commission and in
OPPOSITION to the deletlon of the Coordinator.

Brenda Stahl, 2774 Broad Bay Road, Phone: 496-0634, "Ridit Frog". Mrs. Stahl,
as "Ridit Frog", explains to Elementary School Children the value of not
littering, recycling and the value of the environment. Mrs. Stahl spoke in
SUPPORT of fully funding the Clean Community Commission and in OPPOSITION to
the deletion of the Co-ordinator.
Laurmel J. Buergey, 3601 Chamberlayne Court, Phone: 340-6417, grandmother and
mother. Mrs. Buergey spoke in SUPPORT of fully funding the School Board
Budget, as well as providing tor all the requests of the various agencies
represented. Mrs. Buergey advised she was willing to pay an increase in real
estate taxes.
Vicki Hendley, 1661 Darrow Street, Phone: 471-1658, educator with eighteen
years of experience working with special needs in mentally retarded children.
Mrs. Hendley spoke in SUPPORT of fully funding the School Board Budget.
Cindy Hopkins, 645 Aubrey Drive, Phone: 499-9075, Resource Mother. Mrs. Hopkins
urged funding of Resource Mothers for 1992-1993. Mrs. Hopkins read into the
record a letter from one of their clients.
Lisa Hobgood, 649 Barberton Drive, Phone: 437-9539, eighteen years and eight
months pregnant. Ms. Hobgood spoke in SUPPORT of the Resource Mothers' Program
and their assistance. Ms. Hobgood urged funding of Resource Mothers for 1992-
1993.
Mark Snyder, 5194 Earhart Circle, Phone: 479-1230, President of the Board of
Directors of the Endependence Center. Mr. Snyder requested funding decisions
be prioritized. Due to the American Disabilities Act, the Center will play an
ever increasing role in the local communities. Mr. Snyder urged SUPPORT of
the 5% salary Increase for all City Employees.
Lois Hoyt, 1245 Treefern Drive, Phone: 491-1706, teacher and taxpayer. Mrs.
Hoyt urged SUPPORT of the 5% salary increase for all City Employees and fully
funding the School Board Budget.
Sarah Ray, Post Office Box 6131, Phone: 427-8807, City Employee since 1983 with
a Bachelor's Degree in Social Work and a Master's Degree in Human Resource
Management. Ms. Ray is currently the Club President ot Toastmasters and was
recently selected the Outstanding City Employee for 1991 by the Rotary Clubs
of Virginia Beach. Ms. Ray has spent a lot of time teaching and preaching
Quality Mangement to City Employees. Statement of Ms. Ray is hereby made a
part of the record. Ms. Ray spoke relative low morale and the loss of jobs of
70 hard working individuals.
Rena Mitchell, 2801 County Place, Phone; 426-0828, parent of one eighth grader
at Princess Anne Junior High and President of Virginia Beach Council of PTAS.
Mrs. Mitchell urged the City Council SUPPORT full funding of the School Board
Budget.
Rick Lippert, 4461 Jeanne Street, Phone: 497-3054, President of the Fraternal
Order of Police. Mr. Lippert urged SUPPORT of the 5% salary Increase for all
City Employees and fully funding mandatory overtime.
Reverend Richard Powell, 209 53rd Street, Phone: 491-2846, represented the
Judeo-Christian Outreach Shelter. The Shelter has never received any funding
from the City of Virginia Beach. Reverend Powell requested the Shelter be
reconsidered under the COIG funding.
Maurice Jackson, 1200 First Colonial Road, Phone: 481-6300, Volunteer/Chairman
of the Clean Community Commission. Mr. Jackson urged SUPPORT of fully funding
the Clean Community Commission and in OPPOSITION to the deletion of the
Coordinator.

Jeanne Brobst, 409 Carolanne Point Court, Phone: 497-5637, concerned Citizen,
mother and school teacher. Mrs. Brobst urged SUPPORT of the 5% salary Increase
for all City Employees and fully funding the School Board Budget.
Chris Solanic, 4727 Edon Court, Phone: 456-0214, Volunteer with the Clean
Community Commission. Mr. Solanic urged SUPPORT of fully funding the Clean
Community Commission and in OPPOSITION to the deletion of the Coordinator.
Tim Solanic, 4727 Eldon Court, Phone: 456-0214, Fire Dispatcher. Mr. Solanic
urged SUPPORT of fully funding the Clean Community Commission and in
OPPOSITION to the deletion of the Co- ordinator.
Mike Cromwell, 3837 Lampf Avenue, Phone: 486-3939, sixteen year professional
Firefighter and Vice President of the Virginia Beach Professional
Firefighters. Mr. Cromwell spoke in SUPPORT of fully funding mandatory
overtime for Firefighters and the 5% salary In crease for all City Employees.
Mr. Cromwell's statement is hereby made a part of the record.
Ron Wilhelm, Sr., 933 Woodhue Court, Phone: 468-5905, Utility Mechanic Aid with
a $14,000 a year salary. Mr. Wilhelm advised both he and his wife are City
employees. Mr. Wilhelm spoke in SUPPORT of a 5% Increase in the General Pay
Plan to both City and School employees. Mr. Wilhelm advised he could not
afford health insurance.
Jackie Wood, Witchduck Triangle Business League, 121 Pennsylvania Avenue. The
League has worked with the City and Public Works to attempt to find solutions
to deter the crime in this area. At this time, the area is rated the highest
crime area in Virginia Beach. Mrs. Wood submitted a petition to allocate the
estimated $75,000 needed to install and replace light poles and fixtures for
the area known as Witchduck Triangle.
Robert Arthur, Timber Creek Place, Drama Critic for Port Folio Magazine. Mr.
Arthur spoke in SUPPORT of the full funding of the Kempsville Playhouse. If
the Kempsville Playhouse closes, the only amateur theatre remaining will be
the Little Theatre of Virginia Beach.
Jesse McClenny, 481 Marchris Court, Phone: 464-1234, student at Princess Anne
High School. Mr. McClenny spoke in SUPPORT of the full funding of the School
Board Budget.
There being no further speakers, Mayor Oberndorf CLOSED the PUBLIC HEARING.
