Mayor Robert Jones requested a SCHEDULE be devised to culniinate in the
ADOPTION of the COMPREHENSIVE ZONING ORDINANCE
The City Manager advised a composite document to all Members of City Council
could be provided by the end of this week. This document would include the
original City Council recommendati-ons, as well as the HMP COMMITTEE
modifications to sar.@ie. UDon receipt of this, additional requests for
modifications could be made. .4 document witli those modifications could then be
preiDared for advertising. PUBLIC HEARING and ADOPTION of the COMPREHENSIVE
ZONING ORDINANCE would be SCHEDULED for April 18, 1988.
Councilman Moss requested the changes as well as the original content be NOTED
in the composite document.
Councilwoman Heiley exdressed the desire to ADOPT the CZO by April 4, 1988, so
as not to interfere with the FY 1988/1989 OPERATING BUDGET Schedule.

Councilman Fentress adv"sed on Sunday, March 13, 1988, the City's Fire
Department was training from the 21st Floor of the OCEANS CONDOMINIUM with a
I'slidedown wire" all -@he way down to the parking deck in the other block. The
first one down was a female fire officer.

Councilwman Parker referenced the BUSINESS SECTION of the VIRGINIA-PILOT and
THE LEDGER STAR on Monday, 14arch 14, 1988, relative Dr. Richard T. Cheng of
Eastern @@omputers, Inc. For the last 14 months, eight members of his research
and development team have worked full time to create a circuit board ancl
software for a personal computer that can generate more than 60,000 Chinese
characters in a wide range of shapes, sizes and typefaces. I'he City Manager
advised Dr. Cheng has assisted in bringing three businesses to Vir-,inia Beach.
Councilwoman Parker wished recognition ol- individuals like Dr. Cheng who are
promoting industry.

and Recreation relative the LIFEGUARD FRANCHISE BID PROPOSAL RECOlq4ENDATION,
dated October 8, 1987.

Councilman Perry further referenced a letter from Mrs. Eleanor J. Field dated
January 26, 1988, referencing a December Eighteenth letter to the City Monger
concerning problems with the completion of the NAVPHIBASE FEDERAL CREDIT UNION.

Councilman Perry advised in LAKE SMITH in 1963, Willie Glen's father received
a Permit to rebuild and repair a store with two apartments on the second story.
When the City began to widen the Street, he deci.ded to wait. Now, he just wants
to repair it and add these two adartments to the second story. Councilman Perry
understood the Planning Commission had DENIED same. This application has been
SCHEDULED for City Council on April 11, 1988.

appointment, promotion, performance, demotion, salaries, disciplining or
resignation of public officers, appointees or employees.
2. PUBLICLY HELD PROPERTY: Discussion or consideration of the condition,
acquisition or use of real property for public purpose, or of the
disposition of publicly held property, or of plans for the future of an
institution which could effect the value of property owned or desirable
for ownership by such institution.
3. PUBLIC FUNDS INVESTMENT: The investing of public funds where competition or
bargaining is involved, where if made public initially the financial
interest of the governmental unit would be adversely affected.
4. LFGAL MATTERS: Consultation with legal counsel or briefings by staff
members, consultants or attorneys, pertaining to actual or potential
litigation, or other legal matters within the jurisdiction of the public

feet from the Feeder Road and one hundred-twenty

summer residence. Caroline Phillips addressed the incorqpatibilitv of the
proposed church complex with the surrounding iieighborhood. The Church is
requesting tliis complex be placed on a parcel of land approximately 1/2 acre
in size surrounded on three sides by C4@ty streets. Caroline Phillips
refereiiced the Variance Pistory and distributed copies to City Council. The
new cliurch was originally intended for Lots 88, 89 and 90. This Variance did
not include Lot 86. The Church intends to build the new complex on Lots 86

represented himself and advised h-- wished to provide for a maximum of ten (10)
dogs and a maximum of ten (10) horses in the kennel with indoor runs within
the kennel. The kennels would be located approximately 900 feet from the
existing Princess Anne Road, parallel and behi-nd the existing barn. There will
be a riding ring for horses behind the indoor kennel runs. Steven H. Davidson
advised the Master Street and Highway Plan and the City Engineer's alignment
are two different documents. Theseth indica-,e Princess Anne Road being in two
different locations. The Master Street and Highway Plan indicates basically a
widening off the front of his ,oroperty. The City Engineer's alignment plan
entails Princess Anne Road running within 30 feet of his house and right
through the middle of his barn. There is an 800-foot dil-@-erence between the
City Engineer's alignment and the Master Street and Highway Plan.
.obert Scott, Director of Planning, advised on the basis of an agreement
between himself and Donald Trueblood, the City Engineer, a detailed Center
Line alignnent has been indicated which would be the measurement from which
the set backs would be determined. This would be distinguished from a General
Corridor concept depicted on the Master Street and flighway Plan. Said
alignrqent was forwarded to Steven Davidson.
A MOTION was made by Councilwoman Henley to ADOPT Ordinance upon application of
STEVEN H. DAVIDSON for a Conditional Use Permit with additional conditions of a
maximum of ten horses and ten dogs with indoor runs. Councilwoman Henley also
stipulated these conditions include: All new structures must rieet all
applicable building setbacks from both the existing and proposed rights-of-way
(the one presently on the Master Street and Highway Plan); and, a 92-foot
reservation of right-of-way is required thru this parcel to provide for an
ultimate four (4) lane divided roadway for Princess Anne Road relocated in
accordance w'th the Master Street and @,Iighway Plan and the alignment on file in
the City Engineer's Office. Councilwo-man Henley AMENDED her MOTION to reference
the detailed Center Line aligntqent submitted by Memorandurii dated Deceniber 1987
by ',iobert Scott and Donald Trueblood. As this were not acceptable to the
applicant, Councilwoman Henley WTTHDREW her MOTION.
