The SPECIAL SESSION of the VIRGINIA BEACH CITY COUNCIL to commemorate the
TWENTY-FIFTH ANNIVERSARY OF THE MERGER OF PRINCESS ANNE COUNTY and THE CITY OF
VIRGINIA BFACH was called to order by Mayor Robert G. Jones in Courtroom No.
6, Court Square, Ten O'Clock Friday Morning, New Year's Day, January 1, 1988.

The MAYOR stated the purpose of the SPECIAL SESSION was to commemorate the
TWENTY-FIFTH ANNIVERSARY of THE MERGER OF PRINCESS ANNE COUNTY and THE CITY OF
VIRGINIA BEACH on January 1, 1963.
The iaayor advised the Gavel was the original used by the Board of Supervisors;
The Table was the original used by the Virginia Beach City Council; the Room
was the original Meeting Place of the Virginia Beach C!-ty Council; and, the
time was the exact hour Virginia Beach City Council convened January 1, 1963.
The Bronze Plaque on the Wall was presented to Virginia Beach City Council
January 1, 1963, by a group of United States Navy Men aboard the USS Amphion --
Captain Joseph W. Crawford, Jr., Ski-pper, presented the bronze City Seal in
behalf of Rear Admiral Denys W. Knoll, Commander of tlie Service Force, U.S.
Atlantic Fleet. Captain Crawford's widow was in the audience. The City Seal was
designed by Mrs. H. Ashton Williamson, Jr.

PROCLAMATION
Mayor Jones PROCLAIMED January 1, 1988 as:
25th ANNIVERSARY CELEBRATION DAY
This PROCLAMATION advised on February 28, 1962, the Virginia Beach Charter was
approved and enacted by the General Assembly of Virginia to be effective
January 1, 1963. The Consolidation of Virginia Beach and Princess Anne County
brought Virginia Beach to a total population of 100,000 and the rank of a City
of first class. The newly created City Charter provided for a City Council of
eleven members representing the seven boroughs of the City and four At Large
Members. At 10:00 A.M., on Tuesday, January 1, 1963, the Council of the City of
Virginia Beach held its first meeting in the Circuit Court Room, City hall, in
the Borough of Princess Anne, to conduct the first official business, including
appointment of staff and board riembers, passages of twenty-seven ordinances and
various resolutions.

WHEREAS, the first settlers of this great country landed on our City's
shores at Cape Henry making Virginia Beach truly the "Landmark of our
Nation's Beginning"; and
WHEREAS, on January 4, 1962, the citizens of the tiny resort town of
Virginia Beach and the sprawling county of Princess Anne voted overwhelmingly
in favor of merger; and
WHEREAS, on February 28, 1962, the Virginia Beach Charter was approved
and enacted by the General Assembly of Virginia to be effective January 1,
1963; and
WHEREAS, the consolidation of Virginia Beach and Princess Anne County
brought Virginia Beach to a total population of 100,000 and the rank of a
city of the first class; and
WHEREAS, the newly created City Charter provided for a City Council of
eleven members representing the seven boroughs of the City; and
WHEREAS, at 10:00 A.M., on Tuesday, January 1, 1963, the Council of the

NOW, THEREFORE, I, Robert G. Jones, Mayor of the City of Virginia Beach,
do hereby proclaim Friday, January 1, 1988 as
25TH ANNIVERSARY CELEBRATION DAY
and urge all citizens and organizations within the Citl( of Virginia Beach to
commemorate and celebrate the City's Silver Anniversary--twenty-five years of
progress, with the anticipation of an even brighter future, commencing today
with a year of City-wide commemorative activities.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of
the City of virginia Beach, Virginia, to be affixed this first day of
January, nineteen hundred and eighty-eight.

The City Manager introduced a Histor4-cal Review of the City Seal prepared by
the Office of Public Information.
The City Seal reflects a dramatic history. Utilized on all official municipal
documents, it is representative of the Nation's beginnings.
Leaping in concert, a circle of marlins for@ns the outer ring of the Seal. These
gracious creatures of the Sea depict the City's dedication to the extensive
offerings of marine activities to residents.

In 1971, a City EmDloyee donated a very special gift: a tapestry designed and
handmade by the Donald French family which was ACCEPTED by City Council.
Each element of the City Seal reflects a pride inherent to the City's very
beginning. In the center of the City Seal is the historic Cape Henry
Lighthouse. The original order for the 90-foot tall brick structure was signed
by President George Vlashington. Erected in 1791, it began a 200 year history of
guardianship over the Chesapeake Bay. The Cross marks the first landing of
settlers on this Nation's soil. In 1607, 104 Englishmen landed on this Beach
embarkin, from three small sailing vessels: The Godspeed, The Susan Constant
and the Discovery. The liation began and so did an expansive Ocean Front area,
w'qich would more than three centuries later become the City of Virginia Beach.

Council Session, the City Council ADOPTED 27 Ordinances, named Department
Heads, appoi-nted Boards and concluded its entire business in less than one (1)
hour.
The Merger of t'le City witil Princess Anne County was ge,@ierated by the
annexation and the fear of annexatioii by the City of i\lor@-olk. In 1059, -@he Ci-ty
of -lorfolk ANIF-XED 1,@-1/2 square miles of the Couiit@ takiilg with it 38,000
residents of the County, approximately 113 of the population of the Count,, at
that '@irie. Norfolk appealed the decision of the Annexation -Uourt, alle.,!-ng the
court had colqmitted error in failing to order annexation of the entire
territory sought by the City of llorfolk (33 square miles). The Court had also
erred in requiring @'he City o@' ilorfolk to assune too much of the Count,,,Is debt.
The threat of annex.Ltioia iiiade it difficult for the County to engage in any

to the Genere.1 Assembly -or changes in the Annexation Laws, by requiring a

be of local application only. A 1956 amendment accomriodated only the merger of

County. The 1960 a-mendr!ient created a general statute applicabl-- to all
counties, cities a-,id towns in Virginia. It provided for the r@ierger of an,,

the Supreme @lourt of Virginia had recognized the consti-tutionally of t'.ae forner

By an overwhelming vote o@- a.,oproximately a five-to-one r.,ijority, the Town a-,id
County voted to MERGE.
On January 8, 1962, the elect-@lon returns were filed and the Court ordered the
consolidation. The entire procedure had been accoinplished i-n just a little more
than three months from the fii-st announceiqent that Merger was beiig considered
to the fi-nal Court Order.
