Under the Ordinance concerning THE GREEN LINE:
The word bi-annually will be inserted in the second paragraph, page 2, line
18, after the words "will be evaluated" and before the words "based upon the
following considerations:"
The considerations shall be reprioritized with "Sensititve environments"
being first rather than sixth.
The word "bi-annual" shall be inserted before the word "review" in the fourth
paragraph, line one.

REGARDING A TRANSITION FROM URBAN
TO RURAL WTHE GREEN LINER
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF VIRGINIA BEACH,
VIRGINIA:
That the Comprehensive Plan dated January, 1985, Is amended and
reordained by adding the fol lowing to the section entltled "What thls
Plan Provides - A Transltlon From Urban To Rural "The Green Ltne":
A TRANSITION FROM URBAN TO RURAL
"THE GREEN L I NE"
(added by amendment on
Virginla Beach encompasses an area of approximately 300
square mifes. The northern half of the City can be charact-
erized as urban and the southern as rural, generally speaklnq.
The City's rapid growth Is proceadinq In the form of urbani-
zation moving In a southerly direction as land convert5 from
agricultural to higher density residential, commerclal and
lndustrTal uses. The managenent of this trend Is essentlal
In order to rrinimlze the confilcts which artse from the
location of lncompattble uses In close proxlmlty to one
another. In addition, the tendency for urbanization to
expand beyond avallable Infrastructure must be regulated In
order to maintain an orderly and predictdble transitlon whlch
can be balanced with the requisite upgradlng of factlities
and services, from those levels necessary to serve a rural
area to those necessary to serve an urban area.
The Plan therefore provtdes a method of orderly transition
from urban, where facilittes are planned or programmed to
accornmodate growth, to rura I , where the f ac I I It les are p I anned
to serve a predominantly rural population, thus maintalnlng
the traditlonal values and economles of the agrtcultural
Industry. The place where thts transition occurs 15 displayed
graphtcally In the Land Use Plan and has come to be known as
the "Green Llne". The Green Line Is the City's fnost effective
tc)ol In managing this transttion. It Is shown In thts Plan
and dlvtdes the City Into two geographic parts. North of the
Green Line lie those areas where facilittes are adequate to
support urban development or where efforts will be made to
make them adequate within what Is deemed to be a reasonable
period of time. South of the Green Ltne lie those areas where
facilitles are not adequate for urban development and where
no efforts are being made to Install facillties to support

The Courthouse-Sandbrtdge Study Area Is the area of the city
most I I ke I y to change I n the years to come. Severe over I oad I ng

unless a careful development strategy Is produced. Future
muntclpal land use actions should be geared to the changes In
this area, and should seek to establish a reasonable pattern
of development.
The Study Area Is separated Into two distinct districts by
the "Green Llne". The "Green Llne" basically follows an east
to west llne along Sandbridge Road and Princess Anne Road. The
llne Is drawn along this corridor based on the availability
and adequacy of public facfllties, especially the road system,
to handle the planned land uses. The Green Line may be viewed
as a I fne, below which rezonings to encourage density Increases

The Back Bay Watershed extends Into the southeastern portlon
of the Study Area. Some residential development Is recommended
of a medlum denstty. Any development should be approved with
due consideratlon as approprlate given to the Intent and
guidelines of the Back Bay Watershed Management Plan.

A. Residential Developtiient
Although there have been a substantial number of zoning
changes and land use plans approved In the Study Area; the
rate at which development acttvlty has taken place Is relatively
small In comparison to the other Study Areas. Thereforo,
anttctpated demands for servlces north of the "Green Line" In
this Study Area @vT I I be stgnlf icant at the "but ld-out" year
projected to be 2042. The rate at which these demands corie
"on-I ine" Is at present expected to be moderate and manageable
through the normal Capital Improvement Program process.
Resldential land north of the Green Line should develop at a
density not to exceed 3 dwell fng unlts per acre (excluding
al I floodway area for which no density credit Is given)
either through a trad[tional zoning classification or through
a more Innovative classffication - Planned Unit Development
(PD-H2). The traditional zoning classification approach is
appropriate for snialler parcels of land under 15 acres;
whereas, the PD-H2 approach encourages Greater housing diver-
sity and Increases open space which Is necessary for larger
size parcels.
Whtle denstty and houstng type inay vary within a O.Iven tract,
the average density of the residential acreage of the tract,
in order to naintain an acceptable servlce level for the
area's public facllities, should not exceed a density of 3
dwelling units per acre.
The transportation system In the areas descrtbed above Is
capable of handling thls demand only if the followtng four
strategles are Implernented with respect to the General Booth
Boulevard area:
1. Genera I Booth Bou I evard must be ma I nta I ned as a control I ed
access arterial.
2. Traffic from areas east of General Booth Boulevard
should be allowed to move across east to west only at
r,iajor Intersections to reach Ferrell Parkway.
3. The Master Street and Highway Plan should be amended to
include a road system In areas west of General Booth
Boulevard prior to development activities.
4. Commerclal development along General Booth Boulevard
should be limited to the Dam Neck Road Intersection and
In and around existing commercial zoning at lilmmo Church.
As an exception to the above, those areas whtch lie south of
the proposed al fgnment of Ferrel I Parkway but north of Princess
Anne Road and Sandbridge Road and west of the Lago Mar subdivi-
sion wi I I be developed In single-fami ly detached residential
use at an average overa I I dens i ty not to exceed 2 dwe I I I ng
units per acre. Agaln, floodway area should not be given
credit toward overall density.
Those areas west of Princess Anne Road and south of Sandbridge
Road are areas of prime agricultural land wlth key economic
importance. The residential development In these areas Is
scattered and at low density, and the rural character of the
area Is established. These areas should stay In agricultural
use and should not be subject to residentlal expansion be,and

The Sandbrldge area should expertence restdential lnf If I ing
at densities compatible with existing zoning. Commercial
tourtst development, as well as general commercial expanslon,

Residential development along existing rtghts of way Is general ly
compatible with existing character, but farmette development
or development requirtng construction of addltional streets
wtil generally not be compatible.
