FY 1992-1993 OPERATING BUDGET

E. Dean Block, Assistant City Manager for Economic Management, advised the
video presentation would serve as an introduction to the issues of the FY 1992
- 1993 OPERATING BUDGET. In times of fiscal stress, City leaders must make
difficult choices to balance the budget. Inevitably these choices will affect
City services. As of January 1991, the population of Virginia Beach was
estimated to be 400,500 and the City is still trying to deal with the growth
occurring so rapidly in the 1980's. The population is becoming more diverse at
the same time when tax revenues are declining and the economy is weak. Citizens
have a greater need for assistance in medical, financial, occupational and
psychological services; therefore, City Departments offering these services:
Housing and Neighborhood Preservation, Health, Social Services and Mental
Health, are significantly impacted. These Departments are supported
substantially by State funding, so the situation continues to worsen as they
receive cuts from the State Budget. The City is called upon to make up the
difference and the City does not have the funds. A difficult choice must be
made: discontinue the service or dramatically cut another one to make up the
difference. The safety of the City's citizens is of the utmost concern and the
City provides numerous services in that regard. Libraries provide essential
support services for homework and special projects. Responding to the needs of
working parents, the Department of Parks and Recreation provides supervision of
youngsters in Kindergarten through sixth grade by providing before and after
school activity centers. City personnel have been innovative in the approach to
do more with less. Productivity has increased in many areas. Even with
declining resources, the commitment to provide quality customer service is the
strongest it has ever been among City employees. However, this personal
commitment can carry service provision only so far without revenue support,
before further decline in service will be inevitable. The City does not have
the money to continue the current level of service being provided for every
service or progam.
Mr. Block advised the FY 1993 - 1997 FIVE-YEAR FORECAST was entitled "A MATTER
OF CHOICES", which summarizes the issues to be faced as a community, as a
governing body and a staff supporting that governing body. This program might
also be entitled "A MATTER OF EXPECTATIONS". As shown in the video,
expectations might not be met in the future as they have been in the past. The
document is divided into three sections: Where we are, Five Year Forecast and
Basic Facts Sheet. The report produced by the Auditor of Public Accounts, which
examines expenditures of all cities was utilized by the City Staff. Virginia
Beach was compared to spending in other communities across the State. The City
of Virginia Beach spends significantly less than the average of all cities in
the State of Virginia. This City spends less on all operational functions of
government, except one, than the average of all cities in the State. The City
spent approximately 85% in Fiscal Year 1990 of the overall statewide average
for all cities. The City does so because they take in less revenue per capita
than other cities, and Virginia Beach takes in less money because the City
taxes less. The City spent 95% of the state average on schools in 1990; 73% of
the state average on public safety; and 66% of the state average for general
goverrment. The City spent proportionately more of the funds received for
school operations than the state average.
Citizens place demands on city government for basic services which provide for
their safety, health and well-being, as well as those services which add to the
quality of their lifestyles. The Demand for Services Index attempts to measure
that demand from actual requests for selected City services -- services like:
police, fire and rescue calls, refuse collection, Social Services assistance
payments, health clinic visits, library users, recreation classes and roadway
lane miles. This is a reasonable gauge of where demand is moving in
relationship to the population. The demand for services increases faster than
population growth. For example, the demand index for assistance payments from
Social Services has increased over the last four years approximately 80%, far
faster than the growth in total population.

The forecast this year continues the trend of attempting to provide an
understanding or a link between available resources and service. To accomplish
this, the Staff has forecast not just revenues and expenditures but also the
demand for services.- The School Administration was requested and agreed to
provide their own forecast of school resource needs. They have provided a high
and a low forecast. The first graph illustrates the "Base Case" revenue and
expenditure forecast. The intent of the "Base Case" is simply to reflect a
ilcurrent level of effort" scenario. Adjustments are made in expenditures only
for population, per pupil growth and inflation. All other alternatives are
variations of this forecast. Several major assumptions were made in developing
this scenario. First, there would be no tax increase within the forecast
period. This includes no additional fee revenues. To maintain this assumption
the planned referendum for the Schools Capital Improvement Program was not
included. There are no merit and/or general salary increases included in the
forecast period. Salaries for both City and School employees would remain at FY
1990-91 levels through the forecast period. Third, system growth is projected
at 1% per year for the City and at 2.5% per year for the Schools. The City
figure is based on modest total population growth. The School figure is based
on expected enrollment growth. The City, under this scenario, is facing a total
funding deficit in FY 1992-93 of at least $20.5-MILLION.
Alternative A identifies the variable of increasing salaries for both City and
School employees by 2.5%. Providing a 2.5% salary adjustment will increase the
total city deficit by $11.9-MILLION.
Alternative B goes back to the "Base Case" and illustrates what would happen if
the State was to reduce funding in FY 1992-93 to the localities by 5%. A
reduction in state funding of 5% would increase the total city deficit to
$30.1-MILLION.
Alternative C would not allow for any growth on the City side and would hold
departments to their FY 1991-92 adjusted funding level. The total City variance
under this alternative is $17.0-MILLION in FY 1992-93.
Alternative D is a "Policy Managed" approach to expenditures for both City and
Schools. The $20.5-MILLION deficit identified in the "Base Case" for FY 1992-93
would be split equally between City and School services. City programs and
services would experience an actual reduction from FY 1991-92 of $4-MILLION or
the second straight year of actually declining resources for City operations.
For schools there would still be an increase from their FY 1991-92
appropriation level of 1%. Alternative D is provided only as an illustration
and is not intended as a recommendation.
A copy of "A MATRER OF CHOICES" is hereby made a part of the record.
The City Manager advised of his earlier announcement concerning an additional
hiring freeze. The goal is to build up funds through keeping positions open and
provide an element of security, so as much as possible to avoid layoffs later
in the year.
Councilman Sessoms suggested the possibility of incentives to issue a challenge
to Managers of City Departments and employees. If $30-MILLION in cuts is found,
one-third of that will be returned in salary increases.
Relative Councilman Brazier's concern of the rumor relative lay-offs and
seniority not being a factor, the City Manager advised an adopted reduction in
force policy is not in existence. Everything is being done to prevent that
occurrence. This is certainly a possibility, but rather premature.
Councilwoman McClanan said no department should be exempt. The service might be
deemed to be essential by the City, but does not mean it cannot be run in a
more efficient and productive way than it is. Many departments utilize overtime
when "total quality planning" could avoid this method. Sometimes overtime is
much greater than it should be. There are programs and activities that
transcend different departments and incorporate rather larger amounts but are
not addressed in the discussion.

Concerning privatization, Vice Mayor Fentress referenced the goit course issue.
The effect on the citizens playing golf every day should be factored into the
decision to privatize or not privatize the golf courses. Councilman Heishchober
cautioned concerning privatization and referenced the example of New York City.
One might go in with a savings but becomes hostage over the years to that
privatization. Councilman Jones reterenced an example of the renewal of a
contract of $3-1/2-MILLION tor a private firm to perform inspections of the
road constructions. The City Council instead of renewing the private contract,
opted to retrain some of the current staft not being fully utilized in another
department and thus saved the $3-1/2-MILLION and retained the jobs of the City
personnel.
Councilman Jones believed it more important in terms of education to know how
much the City was spending per pupil rather than per capita.
Councilman Lanteigne believed all departments should be examined to determine
it services might be consolidated and a better job performed. In some cases
more funds might have to be expended in one budget code to save money in other
areas.
Concerning privatization, Councilman Clyburn advised the cost of transporting
the school population in our City is only one-fourth of that of a private
company which performs the service for one ot our Sister Cities.
Councilwoman Parker referenced the suggestion of "gainsharing". Public
Utilities would be the easiest to track for a first time experimental
situation. One time recurring savings might also be put into a pool that would
provide a one-time bonus to that particular department.
Mayor Oberndorf complimented the City Staft and City Manager on their
extraordinary job in attempting to focus the City Council's attention and
involve them in the budget process in a more meaningful fashion. In the 1990's,
many of the taxpayers are not retired and not going to be employed and are thus
without a safety net. Policy decisions must be made regarding using public
monies more wisely to provide City services with the least possible impact.
Whether it is privatization of golf courses or any ot the other services, the
expectations of the public and their appeal will still come to those elected to
make their quality ot life more comfortable.

A RESOLUTION REQUESTING THE GENERAL ASSEMBLY
TO AMEND CHAPTER 15 OF THE 6HARTER OF THE CITY
OF VIRGINIA BEACH DEALING WITH THE DEPARTMENT
OF AGRICULTURE.
WHEREAS, the Charter of the city currently list under
Section 15.01, certain specific job descriptions; and
WHEREAS, this Charter Section has not been amended
substantially since the merger in 1963; and
WHEREAS, the departmental responsibilities have been
reorganized to provide a more customer service responsive
structure; and
WHEREAS, this reorganization conflicts with the current
Charter.
NOW, THEREFORE, BE IT RESOLVED by the Council of the city
of Virginia Beach, the General Assembly is requested to amend
Chapter 15 of the Charter of the City of Virginia Beach dealing
with the Department of Agriculture as is expressed on the attached
proposed Charter language; and
BE IT FURTHER RESOLVED that a Public Hearing, as required
by the Code of Virginia, was held on January 7, 1992; and
BE IT FURTHER RESOLVED that this amendment to the Charter
be accomplished during the 1992 Session of the General Assembly.
Adopted by the Council of the City of Virginia Beach on

1 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO
2 TRANSFER $30,000 FRom THE ECONOMIC DEVELOPMENT
3 INVESTMENT PROGRAM TO THE CITY OF VIRGINIA
4 BEACH DEVELOPMENT AUTHORITY

7 WHEREAS, the City of Virginia Beach Development Authority
8 (the "Authority") was created pursuant to Chapter 643 of the Acts
9 of Assembly of 1964 (as amended) (the "Acts");
10 WHEREAS, one of the primary purposes of the Authority as
11 set forth in the Acts is to "promote industry and develop trade by
12 inducing manufacturing, industrial, governmental and commercial
13 enterprises to locate in or remain in the [City) .... ";
14 WHEREAS, the Department of Economic Development, on
15 behalf of the Authority, has induced Dalfort Corporation to locate
16 a 25,000 square foot regional office, classroom, and warehouse
17 facility in the Airport Industrial Park Expansion Area;
18 WHEREAS, the inducement included an agreement to provide
19 Dalfort Corporation $30,000 to underwrite a portion of the on-site
20 infrastructure costs for improvements to the facility;
21 WHEREAS, funds are available in the Economic Development
22 Investment Program Account (Project 2-141) which was approved in
23 the FY 1990-91/1994-95 Capital Improvement Program to provide
24 infrastructure improvements on sites and along roadways to enhance
25 the economic viability of property; and
26 WHEREAS, at its regularly-scheduled meeting on December
27 17, 1991, the Authority, by a vote of 7-0, determined that the
28 provision of the aforementioned incentive to Dalfort Corporation
29 would serve a valid public purpose and would be in furtherance of
30 the purposes for which the Authority was created.
31 NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
32 OF VIRGINIA BEACH:
33 That the City Manager is hereby authorized to transfer
34 funds in the amount of $30,000 from the Economic Development
35 Investment Program account to the City of virginia Beach
36 Development Authority to enable the Authority to provide $30,000 to
37 Dalfort Corporation to underwrite a portion of the costs of on-site

HOUSING AND URBAN DEVELOPMENT AND TO APPROPRIATE $2,495 IN LOAN
REPAYMENTS FOR THE RENTAL REHABILITATION PROGRAM
1 WHEREAS, the Department of Housing and Urban Development
2 has established the Rental Rehabilitation Program for the purpose
3 of funding the rehabilitation of rental housing;
4 WHEREAS, an additional $10,000 in funding is available
5 for use by the City; and
6 WHEREAS, $2,495 in principal repayments have been
7 received and can be used for expenses under the program,
8 NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY
9 OF VIRGINIA BEACH that $10,000 in Rental Rehabilitation funds from
10 the U. S. Department of Housing and Urban Development be accepted
11 and appropriated to the Department of Housing and Neighborhood
12 Preservation's FY 1991-92 Budget for use in the Rental
13 Rehabilitation Program; and

10 community Development Block Grant Final Statement be amended to add
11 the Queen City Drainage Project as an approved project eligible for
12 funding.
